부산항 북항 재개발 개념구상 설계방안 - 국제공모 파이널리스트 출품작을 중심으로 - (Conceptual Design Alternative for the Busan North Port Redevelopment - Reviewing the Finalist Project on the International Competition -)

초록

(연구배경 및 목적) 부산항 북항은 2006년 신항이 개장함으로써 해운 및 항만기능이 지속적으로 약화되었고, 이는 원도심의 입지 경쟁력 약화 요인으로 평가된다. 한편 노후 및 유휴 항만을 배후도심과 연계한 재개발사업에 대해 지역사회 차원에서 점차 주목하기 시작하였고, 최근 정부는 글로벌 신해양 산업 중심지 육성 정책에 따라 현재 부산항 북항 재개발 계획이 수립되고 있다. 이에 본 연구는 부산항 북항 일원의 기능 재편 및 주변 원도심 발전 도모 차원으로 현재 진행 중인 항구재개발과 관련하여 설계이론의 관점에서 논의하는 것에 목적이 있다. (연구방법) 따라서 관련 개념구상 국제공모의 파이널리스트 출품작을 중심으로 건축 및 도시설계 분야의 지식정보 축적과 구체적 설계방안 제시를 위해 다음의 연구방법 및 과정이 수행되었다. 이론적 고찰로써 부산항 북항, 항구재개발, 관련 설계연구에 관한 선행연구 동향을 우선적으로 검토하였다. 또한 부산항 북항의 대상지를 분석하고자 해당 국제공모의 공모지침을 이해하고 대상지의 개발 가능성을 파악하였다. 이를 바탕으로 파이널리스트 출품작을 상술함으로써 개념구상 설계방안을 제시하였다. (결과) 이에 본 연구는 문헌고찰 및 대상지분석을 토대로 부산항 북항 재개발의 기본뱡향, 도시구조, 개발컨셉에 대해 연구결과로써 다음과 같이 도출하였다. 부산항 북항 재개발은 공공공간 및 복합용도, 보행연결 및 환경 재설정, 산업유산 재활용, 친환경 및 지속가능성의 기본방향이 요구된다. 이는 대중교통 네트워크, 복합용도 개발, 밀도 및 높이계획, 순차적 개발추진, 지속가능성, 투자 및 개발효과의 설계내용을 통해 도시구조로서 구체화될 수 있다. 또한 도시재생 디자인의 해법제시를 위해 1, 2단계 영역, 감만부두 영역, 영도조선소 영역에 해당하는 각각의 개발컨셉이 구체적 설계안으로써 제시될 수 있다. 해당 설계안은 부산의 자연환경과 도시지역이 물리적으로 연결되고, 부산항 북항의 현대화과정을 통해 세계적 수준의 항구 및 수변도시로 변모할 수 있는 미래상 제안과 지속가능한 발전을 추구하였다. (결론) 본 연구는 부산항 북항 재개발에 관하여 대상지와 배후도시가 지속가능한 발전을 도모할 수 있는 실질적인 설계대안을 이해하고자 수행되었다. 무엇보다 설계이론 차원에서 동시대의 설계결과물과 함께 주목하였다는 점과 대상지뿐만 아니라 주변지역을 포함한 부산시가 지속가능한 발전을 도모할 수 있는 실질적인 도시건축 대안을 마련하였다는 점에서 관련 건축 및 도시설계 분야의 연구성과 및 의의를 갖는다.

영어초록

(Background and Purpose) The Busan North Port has weakened its shipping and port functions with the opening of the new port in 2006, and consequently, evaluated as an aggravating factor in the competitiveness of the original downtown in Busan. Meanwhile, the local community has gradually paid attention to redevelopment projects focusing on the neglected port in connection with city areas. According to the national policy to foster the global new maritime industry center, the Korean government is currently establishing a plan to redevelop the Busan North Port. This study aims to discuss the contemporary project for the port redevelopment from the perspective of architectural design theory to reorganize the functions of the Busan North Port and promote the development of the surrounding old and original downtown of Busan. (Method) The following research process and methods were conducted to accumulate knowledge information in the architectural and urban planning fields and present specific design plans, focusing on the finalist project from the international competition for related concept plans. First, the advanced research trends on the Busan North Port, port redevelopment, and related research design were identified in the literature review for theoretical consideration. Moreover, the target site for the international competition was understood based on the RFP (request for proposals), and the development possibility was summarized. Therefore, the concept plan was suggested by elaborating on the finalist project in detail. (Results) This study has derived the primary direction, urban structure, and development concept for the Busan North Port redevelopment based on the literature review and site analysis results. The Busan North Port redevelopment requires the primary directions: “public space and mixed use,” “pedestrian connection and environmental resetting,” “industrial heritage reuse,” and “eco-friendliness and sustainability.” These can be embodied as the urban structure based on the following design content: “public transportation networks,” “mixed-use development,” “density and height plan,” “sequential development promotion,” “sustainability,” and “investment and development effects.” The concept plan sought an image of the future in sustainable development that could be transformed into a world-class port and waterfront city through the process of physically connecting the natural environment and urban areas in Busan. (Conclusions) This study was conducted to understand a conceptual design alternative that can promote sustainable development of the target site and surrounding city areas regarding the redevelopment of the Busan North Port. Most of all, it has a theoretical significance from the practical urban-architectural design alternatives that promote sustainable development of the target site and city based on the contemporary perspective of architectural and urban planning in terms of spatial design.
