초록

요즘 우리나라에서는 초등학생들에게 한자능력검정시험이 많은 인기를 끌고 있다. 이에 따라 사교육에서는 학원, 인터넷, 한자학습지 등에서 시험을 대비한 프로그램이 성행하고 있으며, 한자교육에 대한 관심도 높아지고 있다.
현재 우리나라의 한자능력검정시험에 있어서 초등학생의 응시율이 약 60%나 된다. 이러한 초등학생들의 급수시험의 형태는 일시적이지 않고 연속적이기 때문에 해마다 응시율도 증가하고 있다. 한편 공교육에서의 초등학교 한자교육은 충분한 시간적 확보가 마련되지 않아서 체계적인 한자교육이 이루어지지 않고 있으며, 초등학교 교육용 기초한자도 제정되지 않았기 때문에 학년별로 공정하고 통일된 한자교육이 실시되지 못하고 있다. 이러한 공교육의 한자교육 실태는 한자능력검정시험에 상당한 영향을 끼치고 있다. 공교육에서 채우지 못한 한자교육의 욕구를 사교육의 일환인 한자검정능력시험으로 대신하려는 경향이 있기 때문에 한자능력검정시험의 인기는 날로 치솟고 있다.
한국의 한자능력검정시험은 일본의 한자능력검정 시험의 체제와 비교해 볼 때 상당한 차이가 있음을 알 수 있다.
한국의 한자능력검정시험의 현황을 살펴보면, 우선 한자능력을 검정하는 기관이 많고, 이 기관들이 급수를 나누는 기준들이 다르다. 즉, 기준이 되는 국가적 차원의 초등학교 교육용 기초한자가 제정 되지 않았기 때문에 각 기관별로 급수를 나누는 排定漢字와, 漢字數에 있어서 통일되지 못하고 있다. 이는 한자검정시험의 전문성을 떨어뜨리고 공증성을 약하게 만들 수도 있다. 또한 각 기관들이 시행하는 시험일도 다르기 때문에 상업적인 경향도 보인다. 반면 일본은 한자능력검정시험은 거의 일본한자능력검정협회에서 주관하고 있다. 또한 漢檢의 급수 체제는 학교에서의 한자교육과 연계되어 학교에서 배우는 각 학년별로 배당한자(교육용 기초한자), 1006字를 기준으로 각 등급별로 형성되어 있다. 이는 일본의 漢檢이 공교육에 기반을 두고 시행되고 있는 것을 면밀히 보여주고 있는 것이다.
현재 한국의 한자능력검정시험의 시장은 상당히 크다. 초등학교의 한자과목의 위상을 확립하고 바람직한 한자교육의 체제를 형성하기 위해서는 현행 한자능력검정시험의 체제를 개선해야 한다. 그러므로 본고에서는 일본의 한자능력검정시험과의 비교를 통하여 한국의 한자능력검정시험의 문제점을 파악하고 개선책을 제시하는데 의의를 두고자 한다.

영어초록

This study is conducted to find out problems by examining current situations and systems of Korea and Japan's Chinese characters qualification test and prepare countermeasures. Recently, the Chinese characters qualification test is popular to elementary school students. Accordingly, private education such as private institutes, Internet, and Chinese home-study materials is building preparative programs for the test and the interest in Chinese character education is growing.
Elementary school students' ratio in Korea's Chinese characters qualification test is about 60%. In addition, their level test types are not temporary but constant so the rate in the test is on the rise. On the other hand, Chinese characters in public education are not the regular subject, so systematic Chinese character education is not conducted due to lack of time. In addition, educational Chinese characters for elementary schools are not made so that Chinese education of Korea relying on private education brings about many problems. In particular, the test system was introduced by Japan but Korea's Chinese characters qualification test shows many differences from Japan's.
With regard to current conditions of Korea's Chinese characters qualification test, firstly, there are many institutions examining the test and their standards dividing the levels are different. In other words, basic Chinese characters for national elementary school education that sets a standard are not established so that Chinese characters allocated per grade by the test institutions and number of Chinese characters show different standards. This may drop professionalism of Chinese characters qualification test and weaken authentication of the test. Besides, test dates of the institutions are so different that they seem to be commercial. However, Japan doesn’t have many Chinese characters qualification test institutes, and the test is hosted by Japan Association of Chinese Characters Qualification Test. In addition, the level system of Chinese characters qualification test is related to Chinese character education so 1006-based Chinese characters allotted per grade are created by each grade. It clearly shows that Japan’s Chinese characters qualification test is being conducted on the basis of public education.
Current Korea’s Chinese characters qualification test market is very big. To establish the prestige of elementary schools’ Chinese character subject and create the system of desirable Chinese character education, it needs to improve the system of the current Chinese characters qualification test. Also, if systematic Chinese character education in public education is conducted and educational Chinese characters for each grade of elementary school students are enacted, ideal Chinese character education with relationship between public and private education will be realized.
