초록

This research is designed to understand the meanings and limitations of the Korea-Japan economic cooperation policies in the early phase of the Park Chung-hee administration through the specific review soft he developments of discussions about Korea-Japan economic cooperation over the period during which the bilateral negotiations to normalize the diplomatic relations between the two countries had been proceeded. To this end, the diplomatic documents which have recently been declassified by the Korean and the Japanese governments have been referenced.
Japan had been passive in participating in the discussions about the overseas economic cooperation activities by the middle of 1960s. Although the country had been urged to assume proactive roles in the East Asian region following its admission to the OECD and its Development Assistance Committee and the deployment of new foreign policies of by the U.S., Japan failed to proactively pursue activities for economic cooperation with Korea due to its internal economic issues. Thus, during the process of discussing claim so implementing measures to pursue economic cooperation with Korea, Japan defined that the claims are more collaborations for economic purposes than offering compensations and had emphasized the principle that the funds claimed must be evenly distributed over ten years thorough the execution of yearly plans.
To the contrary, the Korean government intended to use the aids from Japan to cover the decreased amount of the U.S.aids. To this end, the Korean government had focused on the increase in amount of the initial funds and the early execution of the funds by emphasizing that the aids are literally claim sand by highlighting the features of the claims.The approach represented the Korean government’s needs to continue the pursuit of the economic development plans and to create the tangible results from the use of the funds claimed.
Based on the argument that the claims are a form of economic cooperation, Japan even tried hard to have its hands in the selection of projects as well as the allocation of funds to projects. However, the Korean government, which placed its focuses on the computation of total amounts on the condition that it shall use the funds claimed to cover the shortage of foreign capitals needed, lost the leading position in the discussion of the plans to execute the initial claims by failing to allocate project areas in alignment with the economic development plans according to the characteristics of the funds. In addition, internal confusions between the delegation to discuss the claims and the Korean Embassy in Japan had provided excuses for the distrust of the economic diplomacy of the Korean government.
