식민지시대 한·일해역의 자원과 해녀의 이동 (The Movements of Women Divers and Marine Resources in the Colonial Period of Korea and Japan)

초록

이 논문은 식민지시대 동안 한반도 주변 해역에서 해산물을 채취할 목적으로 이동했던 한국과 일본의 해녀(잠수[潛嫂]와 아마)의 이동에 관해 고찰한 것이다. 이들의 이동을 낳은 것은 일본의 조선 식민지 통치의 영향이 크다. 이전의 봉건왕조와 막부간의 교역, 혹은 중국을 중심으로 한 조공체제 속에 전개된 ‘전통적’ 교역의 흐름과는 달리, 식민지시대 동안 물자(각종 자원)와 사람의 이동은 크게 달라졌다. 그 구체적 양상이 나타난 곳 중의 하나가 바로 한반도 주변의 한․일 해역이었다. 이 글의 요점은, 한․일 해녀의 이동에는 일본의 해산물 수요가 작용해 이들을 다른 어장으로 이동시켰으며, 이들이 채취한 것은 기존의 용도와는 다른 산업 및 군수품 원료 목적으로 채취된 것으로써, 해산물의 가격상승으로 말미암아 해녀들은 돈벌이의 기회가 확장된 반면, 해양 생태계의 파괴라는 측면이 동시에 작용하고 있었다는 점이다.
식민지시대 동안 한․일해역은 1) 해양생태적 관점에서 볼 때 해양자원의 재생산 메커니즘이 고려되지 않았으며, 2) 사회적으로는 자원의 산업적 - 특히 군수품의 - 원료로서의 가치가 일상적 가치에 우선하였고, 3) 채취자였던 한․일해녀들은 현금소득의 기회를 갖게 되었으나 제주 잠수(潛嫂)들의 노동은 상대적으로 저렴하게 평가되었다. 또 4) 일본 잠수기선이 조선연안에서 전복을 집중 채취함으로써 한․일 해녀들은 해초 채취 중심의 노동력이 되었다. 5) 전복 채취에 적용된 잠수기 기술은 서양의 기술이 일본적 변형을 보여주는 것이었고, 그 고효율성은 한․일 해역을 비롯 태평양 연안에서도 나타났다. 6) 한․일해역에서 잠수기선에 의한 생산이 현지 지역주민의 소득이 되었다고 보기는 어렵다. 특히 제주 잠수들의 활동은 한반도와 일본 및 중국과 러시아 연안으로 확대되었으며, 이동에는 남성 인솔자, 현지의 집주인, 현지 어장 주인 등 여러 사람들 사이의 네트워크가 기능하고 있었다. 한․일 해역에 해산물 채취를 중심으로 다양한 개인들이 모자이크식 네트워크를 구성하고 있었던 것이다.
이와 같이 해녀들의 이동은 해양자원에 기반한 일본 제국주의의 확장 속에서 일어난 특수한 현상이었다. 일본 제국주의의 확대에 따라 해녀들의 이동이 확대되었고, 이들의 노동을 통해 산업원료가 충당되었다. 한․일해역을 가장 많이 이동했던 해녀는 제주도의 잠수(潛嫂)들이었다.

영어초록

This study considers the social character and the social meaning of women divers in Korea and Japan who worked in the sea of Korea and of Japan through their migrational seafood gathering. Through their labor and their movement, this study focuses on the biological aspects of the Japanese colonial period in Korea instead of the traditional economical and individual evaluations. The Women diver’s movement has been considered mainly in terms of regional economic development and local history. This movement started under Japanese rule in Korea. Unlike, the traditional trade among the regimes in Korea and Japan that revolved around tribute to China, this period shows significant changes in resources and human movement. It is the sea of Korea and Japan that indicates specific examples.
The point of this article is that Japanese demands for seafood caused the movement of the women divers in Korea and Japan. They gathered seafood for industrial and military supplies. Whereas it is profitable for the women divers, it is followed by extension and destruction of fishing ground. For example, In the colonial period (1910~1945) 1) the reproductive mechanism from maritime ecological perspective was not considered. 2) Socially, industrial value – specifically as military supplies took priority over day to day value. 3) Although Korean and Japanese women divers had opportunity of cash earnings, Jeju diver’s labour has been underestimated. 4) While Japanese diving boats intensively collected abalones, Korean and Japanese women divers were only able to work on gathering seaweed. 5) These diving boat skills used for collecting abalones indicate that Japanese adopted western techniques and its high yield throughout the Pacific coast. 6) Furthermore, productivity of the diving boats did not contribute to the local resident’s income. To be specific, the movement of Jeju divers reached the Korean peninsula, Japan, China and the Russian coast. A Network based on seafood collecting in the sea of Korea and Japan among male guides, local landlords enabled the movement. Thus, the movement of women divers was a special phenomenon that occurred during the expansion of Japanese imperialism based on marine resources. The movement of women divers expanded according to the expansion of Japanese imperialism, their seafood was taken as a raw material for Japanese industry. The majority of divers who moved between the Sea of Japan and Korea were the women divers of Jeju Island(Jamsoo).
