초록

(연구배경 및 목적) 충남 홍성군 홍성읍 남산마을은 도농복합지역에 있는 대학가이며 현재 구도심의 슬럼화에 따른 마을 노후화로 어둡고 통행이 불안한 보행 공간으로 범죄두려움이 높은 지역이다. 본 연구의 목적은 이러한 도농복합지역 대학가 주거지역을 중심으로 범죄불안감을 일으키는 물리적 환경 요소를 조사, 분석하여 지역에 적합한 CPTED 기법을 개발하는데 필요한 기초자료를 제공하기 위한 것이다. (연구방법) 연구방법은 문헌조사, 현장조사, 설문조사를 병행하였다. 연구의 범위는 도농복합지역인 충청남도 홍성군 홍성읍 남장리 남산마을 일원을 대상으로 하였다. (결과) 연구결과는 첫째, 길고 좁고 갈라지고 노후화된 골목길, 가로등 수가 부족하고 노후 되어 매우 어둡고, 건물과 건물 사이 이격 공간이 방치되어 있고, 쓰레기 무단투기와 방치된 폐기물, 철조망이 설치된 담장과 녹슨 쇠창살이 있는 창문, 노후화되고 어두운 지하 통행로 등 마을 주민들에게 범죄두려움을 주는 물리적 환경 요소들이 매우 많은 것으로 파악되었다. 둘째, CPTED 체크리스트를 조사한 결과, 적절한 항목은 하나도 없고 보통이 2개, 나머지 항목은 모두 미흡으로 판정되어 범죄예방디자인 적용이 꼭 필요한 지역으로 파악되었다. 셋째, 지역 대표자를 대상으로 설문조사 한 결과, 마을에 대한 긍정적 인식과 공동체 인식이 매우 강했지만, 마을의 물리적 환경 요소에 대해서는 부정적인 인식이 강했다. 범죄 및 불안감을 유발하는 원인으로는 노후 가로시설 및 지저분한 골목길, 어두운 공간과 복잡하고 좁은 골목, 낙후된 건물과 외국인 노동자, 드문 인적 순서로 나타났다. 범죄예방디자인에 대한 요구 사항은 노후 가로시설 및 지저분한 골목길 개선이 가장 높았고, CCTV 및 비상벨 설치, 길거리 깨끗하게 유지, 길거리 조명 밝게 유지, 방치된 폐가나 공가 철거, 숨은 공간 및 사이 공간 개선 등이 같은 비율이었고, 마지막으로 주민들을 위한 휴게/운동/문화시설 설치로 나타났다. (결론) 마을의 부족한 물리적 환경 요소들을 개선할 필요성이 매우 큰 것을 확인하였으며, 물리적 환경 요소 개선과 함께 주민과 외국인들이 함께 소통하며 살 수 있는 방법과 공간을 제공해준다면 마을의 범죄두려움을 줄일 수 있는 좋은 해결 방안이 될 것이라고 판단되었다.

영어초록

(Background and Purpose) Namsan Village in Hongseong-eup, Hongseong-gun, Chungcheongnam-do is a university town located in urban and rural complex areas, and is a dark and unstable pedestrian space due to the aging of the village due to the slum of the old city center. The purpose of this study is to provide basic data necessary to develop CPTED techniques suitable for the region by investigating and analyzing the physical environmental factors that cause crime anxiety around the residential areas of urban and rural complex areas. (Method) The research method was carried out concurrently with literature survey, field survey, and questionnaire survey. The scope of the study was the whole area of ​​Namsan Village, Namjang-ri, Hongseong-eup, Hongseong-gun, Chungcheongnam-do, which is an urban and rural complex. (Results) The results of the study are as follows: First, long, narrow, cracked and aging alleyways, lack of number of streetlights, and very dark due to deterioration, spaces between buildings and buildings are neglected, trash dumping and neglected waste, fences with barbed wire and rusty iron bars. It has been identified that there are many physical environmental factors, such as windows and aging dark underground passages, that give the villagers a fear of crime. Second, as a result of examining the CPTED checklist, it was determined that there was no appropriate item, two items were normal, and all other items were inadequate. Third, as a result of a survey of local representatives, positive perceptions of the village and community perception were very strong, but negative perceptions of the physical environmental factors of the village were strong. The causes of crime and anxiety were in the order of old street facilities and messy alleyways, dark spaces and complex narrow alleys, old buildings and foreign workers, and rare humans. The requirements for crime prevention design were the improvement of old street facilities and messy alleyways, and CCTV and emergency bells were installed, streets were kept clean, street lighting was kept bright, neglected abandoned houses or empty houses were removed, hidden and spaces improved. It was the ratio, and finally, it was found that rest/exercise/cultural facilities were installed for residents. (Conclusion) It was confirmed that the necessity of improving the insufficient physical environmental elements of the village was very great, and if the improvement of the physical environmental elements and providing a way and space for residents and foreigners to live and communicate together can reduce the fear of crime in the village. It was judged that it would be a good solution.
