초록

최근 수 년 간 영화검열에 대한 적지 않은 연구가 제출되고 있지만, 검열체제 자체의 변화를 세밀하게 검토한 연구는 소수에 불과하며, 수입외화의 검열과 행 정체제에 대한 연구는 사실상 전무하다. 그러나 군사정권기 국가가 영화시장을 지배했다고 해도 과언이 아닐 정도로 강력한 힘을 가졌다는 점을 감안할 때, 국 가의 영화 행정 체제의 변화양상을 살피는 작업은 비단 영화검열사나 정책사 뿐 아니라 한국영화사 연구를 위한 토대를 구축하는 일이라 하겠다. 그런 의미에서 이 글은 1960-70년대 외화수입의 검열 과정에 있어서 다양한 주체와 행정절차의 역사적 변형과정을 살핀다. 이 글은 특히 외화수입추천 절차의 변화에 초점을 맞추었는데, 상대적으로 안정되었던 본편 실사 검열(상영허가) 과는 달리, 외화수입추천 절차는 1960년대 후반 이후 1970년대 내내 혼란스러울 정도로 변화를 거듭하여 정리가 필요하다 생각되었기 때문이다. 또한 절차의 복 잡화에 더해 주체의 복잡화 역시 동반된다. 이 글은 그 중에서도 일견 영화검열 과 관련이 없어 보이는 기관인 세관과 영화진흥공사(이하 영진공)가 외화의 검열 에 참여하게 되는 과정을 조명하였다. 이러한 작업을 위해 이 글은 한국영상자료원에 보존된 주요한 외화검열서류 및 구술자료, 당시 신문기사 자료, 관련 법규 등을 주요 사료로 삼아 1) 1960-70 년대 외화수입절차와 검열행정 전반의 변화, 2) 수입예정 외국영화사전심사제도 의 변화, 3) 세관과 영진공이 검열자로 참여하는 과정과 배경에 초점을 맞추어 별 도로 기술하였다. 이 글을 통해 그간 제대로 정리되지 않았던 외화수입의 절차와 검열과정에 대한 정보를 제공하고, 나아가 당대 영화정책의 역사적 특수성을 이 해할 수 있는 단초가 마련되기를 기대한다.

영어초록

So far, there have been a number of studies on film censorship, but only a small number of studies have examined changes in the censorship system in detail. In particular, the censorship and administrative system of imported foreign films is all the more so. During the military regime, the state had such a powerful power that it would not be too much to say that it dominated the movie market. In this regard, examining the changes in the nation’s film administration system is not only a narrow topic such as film censors, but also a basic task in the study of Korean film history. In this sense, this article examines the historical transformation of various subjects and administrative procedures in the process of censoring foreign films in the 1960s and 1970s. Among the censorship processes of foreign films, a particular part that needs to be reviewed is the change in the procedures for recommending foreign films’ imports. Unlike the relatively stable final screening process for films, the import recommendation process has undergone a chaotic change since the late 1960s. In particular, the focus was on the process of customs and the Korean Motion Picture Promotion Corporation(KMPPC) participating in the censorship process of foreign films. The two organizations’ cases are not just unique cases, but also important clues that can explain the specificity of foreign film censorship and even film censorship of the time.
For this purpose, this article mainly analyzed important foreign film censorship documents and oral history materials preserved by the Korean Film Archive, newspaper articles of the time, and related laws and regulations. Through this, I separately described 1) the process of importing foreign films and the overall change in censorship administration in the 1960s and 1970s; 2) the process of changing the pre-examination system for foreign films scheduled to be imported; 3) the process of customs and KMPPC’s participation as censors. Through this article, I hope to enhance the overall understanding of the procedures for foreign film imports and the censorship process of foreign films, as well as provide an opportunity to understand the historical specificity of film policies during the military regime.
