초록

본 연구는 자연재해의 발생 과정에서 나타나는 국가의 역할과 수습 과정, 그리고 그 의미를 고찰했다. 자연 재해가 현실 문제가 될 수 밖에 없는 이유는 인간의 살림살이와 밀접하게 관련되어 있기 때문이다. 현대사회는 재해의 피해를 최소화하는 방향으로 문제를 해결하려고 하지만, 전근대 사회는 사회 복구를 최대한 빨리 진행하는 방향으로 해결의 실마리를 잡았다.
18~19세기 조선에서 재해가 발생하면 일차적으로 지방에서 기민 구제를 위한 진휼을 시행했다. 그러나 지방 차원에서 해결하지 못하는 경우도 많았다. 하천의 범람으로 많은 민가가 유실되어 다수의 이재민이 발생할 경우, 도회지에서 화재의 발생으로 수백채의 초가(草家)가 잿더미로 변하는 경우를 들 수 있다. 정부에서는 이러한 문제를 해결하기 위해 어사를 파견했다.
정부에서 파견한 어사 중에서 ‘위유어사’는 백성들을 고통을 어루만져 주기 위하여 파견되었다. 예측 불가능한 재난의 발생으로 백성들이 유리(流離)되는 현상을 막고 정부가 이들을 보호해준다는 메시지를 보내기 위한 것이었다. 재해가 매우 심한 지역만 골라 국왕의 효유문(曉諭文)을 공포(公布)하여 국왕이 자신들을 보살펴주고 있다는 인상을 심어주었다. 위유어사의 파견은 백성들의 삶을 구제해 주고 있다는 국왕의 의지를 보여주는 통치 행위라고 할 수 있다.

영어초록

Examined in this article is the state’s role in dealing with natural disasters, and the meaning of such actions. Natural disasters tend to affect the people’s lives in a rather harsh fashion, and unlike the modern society in which efforts are made to minimize the damages from such occurrences, premodern societies rather tried to restore their original status, and as soon as possible.
In the Joseon society of the 18th and 19th centuries, whenever a natural disaster would hit a particular region, a relief effort targeting that region would be made to feed the famished local population. Yet oftentimes it was difficult for the local authorities to effectively respond to the situation, as they were usually not equipped to handle situations such as cases of major river flooding that would result in the loss of many households and the residents turned into homeless, or huge fires in crowded areas which would inevitably burn down hundreds of thatched-roof houses. In such cases, the central government had to dispatch Eosa(御史) figures to address the situation.
Among all these Eosa officials sent by the government, the Wiyu Eosa figures were the ones who were dispatched to ‘care for the people’ in the region and ‘alleviate their pain.’ Sending them was also an effort to send a message to the region, effectively saying that the government will take care of them. The government did so because it was necessary for it to prevent the local population from abandoning their hometowns and becoming refugees, and even Official decrees(曉諭文) from the King himself would be issued in regions under more dire circumstances, so that they could believe the King was aware of their plights and would eventually help them out. In a manner of speaking, the dispatching of these Wiyu Oesa figures was another display of the King’s own benevolent governance, signifying the King’s resolve to relieve the pain of the people.
