韓國國學振興院의 古文書 수집·정리의 실제와 과제 (The Status and Problem Related to the Collection and Classification of Historical Manuscripts in the Korean Studies Advancement Center)

초록

이 글은 한국국학진흥원의 고문서 수집, 정리 기능을 다루었다. 특히 지역적 연고를 기반으로 해당 지역의 고문헌을 집중적으로 수집, 정리하는 전문기관으로서의 국학원의 특징과 한계, 그리고 그 대책을 중심으로 다루었다.
한국국학진흥원(KSAC)은 우리나라에서 가장 많은 고문서가 남아 있는 경북에 있다. 국학원은 기탁방식의 도입, 현지 인맥의 활용, 자료 소장자들의 애정을 바탕으로 단기간에 많은 고문서를 수집하는 성과를 올렸다. 그러나 그 성과는 경북 지역에 국한되고 있어 그 이외의 지역에 소장되어 있는 고문서는 여전히 멸실 위기에 처해있다고 할 수 있다. 아울러 국학원은 예산과 인력 부족 등의 이유로 체계적으로 자료를 정리하고 연구에 활용하는 수준까지는 이르지 못하고 있다.
그러나 이러한 한계가 국학원만의 한계이자 책임이라고 할 수는 없다. 경북 이외 지역의 자료를 국학원에서 수집하는 것은 여러 가지 면에서 쉽지 않은 일이고, 또 굳이 그럴 필요가 없다. 연구 인력의 부족 역시 전국적인 현상이다. 현재 학계에 보고되었거나 수집되어 있는 고문서를 정리, 연구하기에는 인력이 턱없이 부족한 실정이다.
이 글에서는 이러한 한계를 극복하기 위한 방안으로 국학원과 유사한 전문기관을 각 도 단위로 설치할 것을 제안하였다. 각 지역에 소재한 고문서를 체계적으로 수집하는 기관을 설립하고, 또 이들 기관 사이에 유기적인 연계망을 구축하는 것이 현재 고문서 수집과 연구에서 나타나는 한계를 어느 정도 보완할 수 있는 방법이라고 생각한다. 나아가 중앙의 고문서 소장 기관과 각 지방의 고문서 전문기관들 사이에 일정한 연계망을 구축하는 것도 제안하였다. 예산과 인력의 적절한 배분, 각 기관 소장 자료에 대한 정보와 전문 지식의 공유 등은 고문서 정리와 활용이라는 측면을 넘어 새로운 연구방법론 개발에도 긍정적인 영향을 끼칠 것이다.

영어초록

The present study examined the functions of the Korean Studies Advancement Center (KSAC) related to the collection and classification of historical manuscripts. In particular, this study was focused on the characteristics of KSAC, which is an institution specialized in collecting and classifying ancient literature for specific areas based on regional relation, its limitations and solutions.
KSAC is located in Gyeongsangbuk-do, the province with the largest number of historical manuscripts in Korea. KSAC adopted the deposition system and collected a large number of historical manuscripts in a short period using local cliques and document possessors’ zeal. However, the achievement is limited to Gyeongsangbuk-do, and historical manuscripts in other provinces are still in danger of vanishment. What is more, due to lack of budget and manpower, KSAC is unable to sort collected materials and use them systematically in research.
However, such limitations are not wholly attributable to KSAC. In many aspects, it is not easy and not necessary for KSAC to collect documents in areas other than Gyeongsangbuk-do. The shortage of researchers is a nation‐wide problem. The number of people who sort and analyze historical manuscripts that have been reported or collected is absurdly small.
Thus, in order to overcome the limitations, the present study proposed installing a special institution similar to KSAC in each city and province. It is believed that we can supplement current limitations in the collection and analysis of historical manuscripts to some degree by installing an institution in each area for the systematic collection of historical manuscripts in the area and networking the institutions organically. Furthermore, it was proposed to establish a network between central organizations of historical manuscripts and provincial organizations specialized in historical manuscripts. The appropriate allocation of budget and personnel and the sharing of information on collected documents and expert knowledge among the institutions will have positive effects not only on the maintenance and use of historical manuscripts but also on the development of new research methodologies.
