초록

조선후기 3세기간의 통제영의 공해 변천상을 추적하였다. 설영은 이경준 통제사의 주관 아래 1604년 9월경 이뤄졌고, 공해 건설은 이 무렵부터 본격화되었다. 곧 군영의 핵심 기반이 조성된 설영기와 통영성 축조 이후의 확장기, 사실상 공해 건설이 종료된 뒤부터 고성부의 이설과 환읍을 포함한 번성기의 세 시기로 나눌 수 있다.
공해 구조와 변천을 발굴 자료 및 각종 보고서와 비교, 분석하였다. 본영군의 핵심인 세병관과 백화당, 그리고 12 공방의 실체, 내아군의 운주당과 호소각, 아사와 별원의 누정 및 이중의 삼문체제를 살폈다. 중영군은 소수 관아를 제외하고 실제 부속동이 갖춰진 것은 17세기 후반이었다. 방영군은 유방의 편의를 위한 부속 시설을 보유하고 있었다. 한편 선소 일대는 수군 운영을 위한 기반 시설을 갖추고 있었으며, 인근의 누정은 대개 18세기 말엽부터 등장하였다.
폐영 무렵부터 주요 공해는 행정 개편에 의한 전용과 일인들의 진출에 따른 점용으로 변용된다. 이 와중에서 무상임대나 매각, 증축 등이 행해지면서 급속하게 훼철된다. 나아가 1910520년대 이후의 시가지 택지 조성이나 도로 축조 및 매립 사업 등은 통영 성곽과 공해의 해체를 촉진한 셈이 된다.

This study was intended to trace back the aspect of change and constitution of the public office buildings of Tongjeyoung during the last three centuries of Chosun Dynasty At first, Tongjeyoung was started to be constructed by Admiral(the commander-in-chief of naval station), Lee Kyungjun, in september, 1604. The history of Tongjeyoung consists of the three periods; the first period was the construction of the heart basis of the military camp(Gunyoung), the second was the expansion after the construction of Tongyoung Castle, the third was the flourish period; in fact, the construction of the public office buildings was completed, and the last, the closing period including the removal and relocation of GosungBu.
This study compared and analysed the change and structure of the public office buildings with the help of many kinds of reports and historical discoveries. I took a look into the Sebyungguan, Backhwadang, twelve craft workroom in the main camp group, Unjudang, Hosokak, Admiral s private residence, nujeng in the secret garden and the system of the dual three Gate. In ading camp group, The control part of the camp except a few office buildings was completed by the second half of the 17th century. The defence part of the camp had the attached buildings for the safeguard of the people concerned. In addition, the area of the shipyard also had many kinds of facilities for the navy, and a few nujeng appeared nearside the camp toward the end of the 18th century.
Since 1895, some of the public office buildings had been used in different purpose by administrative reorganization and occupied by the Japanese in the later. In this process, many buildings were damaged by the free lease, disposal and building-extension. Moreover, After the 1920’s, The dismantlement of the castle wall and old buildings of Tongyoung was accelerated by the development of residential area, road building and reclamation of the new plan of City of Tongyoung.
