초록

이 글에서는 동아시아 국제관계의 변화에 따라 일본에서 급격하게 부상하는‘재일 특권을 용납하지 않는 시민 모임’(在日特権を許せない市民の会, 이하 ‘재특회’)로 상징되는 배외주의 운동은 과연 어떠한 사회적 조건 하에서 확대되는 것일까를 살펴보고자 한다. 특히 여기서는 ‘재특회’가 설립된 배경으로서의 90년대이후의 일본 사회의 우경화 현상에 주목한다. ‘재특회’ 현상은 일본 네오내셔널리즘이 보수 우파 정치인 집단 사이에서만이 아니라, 일반 민간인 차원에서도 확대강화되고 있다는 것을 보여주는 사례이며, 그들이 유포하는 혐한⋅배외주의는 사회적으로 영향력을 발휘하여 정치적으로도 활용될 가능성이 높기 때문이다. ‘재특회’의 언설은 기존의 네오내셔널리즘이 주장하던 역사수정주의가 인터넷을 초월해 가두에서 ‘행동하는 보수’로 변용된 것으로, ‘재특회’라는 존재를 만들어낸일본의 ‘토양’에 대한 심층적 이해와 그것이 어떻게 ‘행동하는 보수’의 형태로 표출되는지 그 연속성을 중시할 필요가 있을 것이다.
‘재특회’는 재일의 형성과정에 대한 몰역사적인 인식에 기초해서 재일은 역사적인 피해자가 아니라 ‘일본에 체재하는 범죄자’ 주제에 특권만 누리는 위험한 존재로 간주한다. 재일의 특권문제가 발생하게 된 배경이 일본에서 전후 60년에 걸쳐 만연된 ‘자학사관’에 물든 극좌사상 때문이라 주장하며, 일본을 절대적인 악으로 간주하는 ‘가해자 사관’이라는 병적 망상을 극복해야 한다고 말한다. 이들은광기의 극좌사상을 배제하고 냉정하게 역사를 바라봄으로써 일본 국민의 불필요한 죄악감을 불식시키고, 이를 통해 조선 문제와 재일 특권문제를 해결할 수 있다고 강변한다.
일본의 역사수정주의는 지식인 계층이 주도하는 시민운동이다. 넷우익은 이들의 영향을 받아 인터넷을 중심으로 배외주의운동을 전개하고 있다는 점에서 90 년대 이후 보수주의 이데올로기의 변화양상을 반영한다. 혐한⋅배외주의운동의언설은 90년대에 발생한 역사수정주의의 연장이다. 요컨대 역사수정주의는 자국의 역사 교과서를 개악하는 것에 머물지 않고, 그 정통성을 둘러싸고 주변 국가와의 대립을 불러일으켰다. 주변 국가에 대한 적의를 발동시켜 일본에 거주하는70 일본학 제43집(2016.11) 외국인에 대한 혐오감으로 전화된 것이 그들이 주장하는 재일 특권의 프레임일것이다.
왜곡과 편견으로 점철된 ‘재특회’의 이데올로기, 그것에 영향을 받은 넷우익의감정적인 동의는 결국 일본의 보수화나 군사적 재구축화 논의를 수월하게 만들것이다. 일본 사회의 위기상황에 대처하여 자국사를 재조명하고 일본인으로서의‘긍지’를 되찾겠다는 명분에서 출발한 역사수정주의의 움직임은 일본의 ‘화려한부활’을 꿈꾸는 우파세력과 결부되어 있음을 결코 간과해서는 안 된다. ‘재특회’ 의 언설을 통해 표출되는 혐한⋅배외주의는 이러한 일본의 보수화를 상징한다.
왜곡된 역사인식을 아무런 여과장치 없이 받아들이게 될 넷우익=‘보통 일본인’의출현은 동아시아인 모두에게 특히 일본인 스스로에게 가장 커다란 비극의 단초가될 것이다.

In this thesis, we consider the cross section of the Net right wing's anxiety and extravasation by systematically grasping the background and recent activities of the appearance of “Citizens' Association that can not tolerate privileges of Zainich(在日)”.

The historical revisionism in Japan is a citizen movement led by the intellectuals, and the net right wing has been influenced by these influences, since it developed the exclusionism movement around the Internet, since the 1990s It reflects aspects.
