1930년대 조선인 중소공업의 수직적 분업구조와 식민지적 특징－제사업(製絲業)과 온유비(鰮油肥)제조업을 중심으로－ (The Structure of Vertical Specialization of Labor of Middle and Small Sized-Industries which were run by Korean in early 1930s －Focusing On the Silk Reeling Industry and Sardine Oil Industry－)

초록

본고는 1930년대(1930-1937) 조선인 중소공업을 대표하는 제사업과 온유비제조업을 중심으로, 각 산업의 생산방식을 둘러싼 내부구조와 그 식민지적 특징에 대하여 검토하였다. 요약하면 다음과 같다.
첫째, 대구의 조선인 중소제사업은 養蠶(누에 기르기)-乾繭(고치 말리기), 選繭(고치 고르기), 煮繭(고치삶기), 繰絲(실켜기), 揚返(되올리기), 束裝(타래정리)-製織(직포제조), 染織(가공)으로 이루어진 견직물공정에서 자견-제직과정을 담당하는 독특한 수직적 분업구조를 형성하였다. 조선총독부는 제사업에 대해서 신디케이트를 형성하여 통제하지 않고, 생산증대를 저지하려고 하였다. 또한 견직물에 대한 통제는 존재하지 않았다. 이러한 특징과 조선인 제사업의 좌조･족답기 사용이 결합되면서 조선의 제사업은 다층적 구조를 형성했다. 제사업의 다층적 구조 속에서 도시의 조선인 중소제사업은 대구의 추신호가 개발한 견면교직물인 금춘사(錦春紗)를 생산하였고, 금춘사는 대구산업조합을 통해 시장에 유통되었다.
둘째, 경화유공업의 공정은 1)정어리 어획 2)온유제조 3)경화유-화약과 비누제조로 이루어져 있으며, 조선인 온유비제조업자들은 중간생산물인 온유제조를 담당했다. 세계대공황 이후 조선총독부는 온유비제조업을 신디케이트를 형성하여 통제하였다. 1930년대에 신디케이트의 핵심인 판매권과 가격결정권은 조선총독부에 일임되었다. 이러한 통제 속에서 1차 원료인 정어리를 어획하는 어업과 중간생산물을 담당하는 온유비제조업에서 조선인어민과 중소제조업자는 재래식 생산방법을 사용하면서 기계제 경화유 공업을 뒷받침하였다.이런 구조 속에서 1930년대 조선인 중소온유비제조업은 확대되었다. 이는 최종공정인 경화유공업의 확대와 1935년 온유가격의 상승, 그리고 조선인 온유비제조업자에 의한 어민과 노동자 착취가 이루어졌기 때문이다.

영어초록

In this thesis, we pursued our study mainly in focus of the silk manufacturing business and fish oil-fertilizer business as of representing small and middle size Industries of Korean of 1930s(1930-1937). We examined the internal structure surrounding the production style of each business and its colonial characteristics. We may summarize our study as follows.
Firstly, Korean’s small and middle size silk manufacturing business was based on each regional characteristic and they organized special vertical labor division structure, which is organized with following procedure : silk material purchase- spinning feel/loom using–golden silk Geumchunsa. Unlikely with syndicate style control on sericulture, Japanese Government General of Joseon aimed to block the increase of production through their control on silk manufacturing industry, in reality of raw silk crisis. Moreover, the restriction on silk fabric had not existed at that era. Together with these characteristics, combined with the using of spinning feel and loom in silk manufacturing business of Korean, the silk manufacturing business of Korea had formed the multi-layer structure. In such multi-layer structure, small and middle size silk manufacturing business of city of Joseon era was gathered in Daegu city in the background of so called Geumchunsa or Golden silk, one of cocoon floss mixture fabrics and they was forming an unique colonial structure which may be summarized as silk material purchase-spinning feel/loom using–golden silk Geumchunsa.
Secondly, Hardened oil industry progress : 1)the sardine fishing 2)manufacturing sardine oil 3) hydrogenated oil - to the manufacture of soap and gunpowder. After the Great Depression of world, Japanese Government General of Joseon reorganized the fish oil-fertilizer industry as syndicate. The right to sell and the right to decide price, the core of syndicate, were entrusted to Japanese Government General of Joseon during all the years of 1930s. The price of fish oil-fertilizer, which was downed after the Great Depression, had begun to abruptly rise from the end of 1935 due to the expansion of hardened oil. Meanwhile, Joseon’s manufacturers of small and middle size fish oil-fertilizer industry, as the mid-class of production, exploited the fishermen and the laborers and imputed all burden of loss to their responsibilities.
