초록

도조 내각 시기의 참정권 문제는 주로 제국질서의 동요와 징병제와 관련하여 논의되었다. 버마와 필리핀 독립을 약속한 도조 성명은 전황이 악화되는 가운데 조선인의 독립론을 자극하였고, 조선의 독립을 약속한 연합국의 카이로 선언은 조선독립론을 확산시켰다. 태평양전쟁의 확대와 과달카날 전투 이후 전황이 시시각각 악화되는 가운데 조선과 대만에 징병제를 시행했지만 그 시행 대가로 참정권을 부여하지 않는다는 방침에는 일본과 조선 대부분의 정치세력은 동의해 대일협력적인 조선인과 대만인들의 참정권 요구를 억제했다.
참정권 논의는 조선총독 출신의 고이소 구니아키가 내각을 조직하면서부터 본격화되었다. 하지만 고이소 내각은 정권의 지지기반이 약했을 뿐 아니라 내각의 분열도 심각한 약체내각이었다. 고이소 수상이 정력적으로 추진한 제국의회 참정권 문제는 내각이 붕괴시킬 수 있을지도 모른다는 우려가 있을 만큼 각의결정 단계에서부터 많은 반대에 직면했다. 관할 성청이었던 내무성은 격렬하게 반대했고, 다른 성청도 결코 우호적이지만은 않았다.
본 논문에서는 1944년 12월 정치처우개선을 위한 각의결정이 통과된 그 배경과 추진주체에 대해서 고찰했다. 먼저 노르망디 상륙작전, 히틀러 암살계획, 스탈린 성명으로 대표되는 국제관계의 악화이다. 주축국인 독일 패전은 기정사실화되고, 소련을 통해 강화를 모색하려 했던 일본으로서는 일본을 침략자로 규정한 스탈린 성명은 엄청난 충격으로 다가왔다. 다음으로 조선에서의 공출할당책임제 및 징용령 실시, 대만에서의 징병제 시행 등 전시동원의 강화는 민심이반과 치안 악화를 초래했다. 미군의 잠수함 공격과 공습이 본격화되면서 일본인의 전쟁의지가 추락하고 치안이 악화되었다. 조선은 공습의 직접적인 피해는 입지 않았지만, 공습 하 재만조선인과 재일조선인에 대한 박해는 연쇄적으로 조선 통치에 중대한 영향을 미칠 수 있다는 점에서 치안 당국과 조선통치관계자는 공습이 조선통치, 전쟁수행에 미치는 영향을 심각하게 인식했다.
조선통치관계자들은 재일조선인문제와 참정권문제 해결을 위해 내각 각료, 내무성 관료, 육군, 제국의회를 적극적으로 설득했다. 내무성은 참정권 문제로 내각이 무너지는 것을 경계했고, 육군은 전황이 날로 긴박하고 있는 상황에서 전력에 도움이 될 수 있도록 참정권 문제를 적극 지지했다. 이렇듯 참정권문제는 징병제 시행에 대한 반대급부만이 아닌 국제정세의 변화, 전황의 악화, 공습(학살과 반란의 공포), 전시 동원의 강화에 따른 치안 상황 악화라는 복합적이고 중층적인 요인이 작용하였다.

영어초록

The problem of political rights during the Tojo cabinet period has been discussed mostly with regard to the agitation in the imperial order and the conscription system. Tojo announcement promising the independence of Burma and the Philippines roused the independence theory of Joseon with the war deteriorating, and Cairo declaration by the Allied Forces promising the independence of Joseon made the independence theory of Joseon spread. While the war situation had become worse hour by hour since the expansion of the Pacific War and the Battle of Guadalcanal, the conscription system was implemented in Joseon and Taiwan, yet the guideline that political rights would not be granted in return was agreed by Japan and most of the political power in Joseon, so the demand for political rights by the people of Joseon and Taiwan who were cooperative to Japan was suppressed.
The discussion about political rights was held in earnest when Kuniaki Koiso, a former government general of Joseon, organized the cabinet. However, the Koiso cabinet was a weak one with the feeble foundation supporting the administration and with serious division in it. The matter of the political rights of the Imperial Diet that Prime Minister Koiso had carried forward aggressively faced a lot of opposition from the phase of the cabinet decision even to such an extent as to cause the worries about the collapse of the cabinet. Home Department, the jurisdictional government office, vehemently opposed to it, and other government offices were not favorable, either.
In this thesis, the background and the main agents of the pass of the cabinet decision to improve political treatment in December, 1944, were examined. First, the worsening international relations represented by Normandy Invasion, Hitler assassination plan, and Stalin announcement were investigated. The defeat of Germany as a leading country became a definite fact, and to Japan, which was seeking pacification through the Soviet Union, Stalin accouncement defining Japan as an invader, was such a big shock. Next, The reinforcement of wartime mobilization, for example, the implementation of the collection quota responsibility system and the conscription order in Joseon and the enforcement of the conscription system in Taiwan, resulted in the alienation of public sentiment and the deterioration of public order. As the attack and air raid by American submarines continued in full swing, Japanese will to war dropped, and public order became deteriorated. Joseon wasn’t directly damaged by the air attack, but the law enforcement authorities and those in charge of the rule over Joseon regarded the influence of air attack on the reign over Joseon and war fighting as serious in that the oppression on Joseon people in Taiwan and Japan under air attack could sequentially had a great impact on the rule over Josen.
Those in charge of the rule over Joseon actively persuaded the cabinet members, Home Officer officials, the army, and the imperial parliament in order to solve the problems of Korean Japanese and political rights. The Home Office took precaution to prevent the collapse of the Cabinet because of the issue of political rights, and the army supported the problem of political rights positively so that it could be of help to the war power with the war becoming fierce day by day. In this way, regarding the issue of political rights, not only the benefit in return for the enforcement of the conscription system, but also the complex and multilayered factors including the changes in the international situation, worsening of the war condition, air attack(the terror of massacre and rebellion) and the aggravated public peace following the reinforced wartime mobilization were at work.
