牧民忠告에 나타난 張養浩의 公職觀 연구 (A Study on Zhang Yanghao(張養浩)’s Perception of Civil Service in 『Muminzhonggao(牧民忠告)』)

초록

중국에는 고대로부터 官箴이 많았다. 이는 地方官이 관할 지역을 잘 다스릴 수 있도록 만들어진 자료를 말한다. 역대 官箴들 중 元代 張養浩의 『三事忠告』를 가장 대표적인 작품으로 꼽는다. 張養浩는 관직생활을 하면서 경험했던 풍부한 지식과 정보들을 책으로 남겨 후대에 큰 영향을 주었다. 縣令으로 있을 때의 경험과 문제점들을 지적한 『牧民忠告』, 監察御使로 있을 때의 경험을 종합한 『風憲忠告』, 그리고 中書라는 중앙관리로 있을 때 직면했던 여러 현상과 문제점들을 분석한 『廟堂忠告』가 곧 그것이다. 후대에 와서 이들 세 권을 합본하여 『三事忠告』라 하고 있다. 세 권의 내용은 각각 후대 ‘지방 관리’와 ‘감찰관’과 ‘중앙 관리’들이 지켜야할 張養浩의 ‘충고’를 적은 것들이다. 본고에서의 분석 대상은 『牧民忠告』로, 이 책의 내용은 크게 忠情･仁愛･淸廉･公平･勤勞 다섯 가지로 요약된다. 첫 번째 忠情思想은 애국의 기본 도리와 윗사람을 섬기는 공직자의 자세를 말한다. 國事에 정성을 다하지 않으면 봉록이 헛되어 하늘에 죄를 짓는 일이라고 언급하고, 아울러 군주에 대한 충성과 관료사회 속에서의 위계질서 유지 및 소통을 강조하고 있다. 두 번째 仁愛思想은 백성들이 편안하게 살 수 있도록 사랑을 실천하는 사상이다. 이는 『牧民忠告』 중 가장 많은 분량을 차지하고 있는 내용으로, 孔子나 孟子가 강조했던 民本思想과 맥락을 같이 하고 있다. 張養浩의 仁愛思想 속에는 먼저 백성을 중시하는 기본 이념을 바탕으로 하되, 가난한 백성을 구휼하고, 백성을 부유하게 만드는데 중점을 두고 있다. 세 번째 淸廉思想은 자기 단속을 엄격하게 해서 깨끗한 공직자가 되어야 한다는 사상이다. 이는 官吏의 가치관이나 인생관이 바르지 못하면 쉽게 부정부패의 유혹에 빠질 수 있는 요소이기 때문에 張養浩는 특별히 관리들의 청렴사상을 중요하게 보았다. 네 번째는 公平思想으로, 공정하고 올바른 법을 적용하여 백성들이 불이익을 당하지 않도록 해야 한다는 사상이다. 법의 적용이 공평하지 못하면 민심 이반은 말할 것도 없고, 건강한 사회 기강과 발전을 기대할 수 없기 때문이다. 따라서 張養浩는 부하 관원이든 백성이든 모두에게 公平하고 無私할 것을 강조하고 있다. 마지막으로 勤勞思想이다. 이는 나라의 통치자나 관리들이 솔선수범하고 부지런해야 백성들이 부지런히 일하고 행복할 수 있다는 사상이다. 즉, 관리란 백성의 행복을 위해 수고를 아끼지 않아야 한다는 ‘公僕’ 개념을 구체적으로 제시한 것이다.
이상과 같은 내용들은 다양한 수법을 통해 강조되고 있다. 고대 성현의 가르침이나, 선배들의 충고, 그리고 역대 성군의 치적이나 역사적 인물들이 남긴 교훈, 혹은 주위에서 보고 들은 미담 등등을 자신의 현직 경험과 느낌 등을 종합하여 국가 官吏들이 꼭 참고해야 할 政務 지침서가 되도록 하였다.
시대가 변하고 문화와 환경이 달라진 현대에 와서 이상의 내용들은 진부하고 무가치한 ‘化石’처럼 여겨질 수도 있다. 하지만 어느 국가나 사회든 피해갈 수 없는 이치 중의 하나는 청렴한 조직과 공직 기강을 통해 백성들이 행복하도록 해야 한다는 사실이다. 이런 정신은 예나 지금이나 대동소이하기에 『牧民忠告』가 오늘 우리에게 강조하는 메시지는 결코 헛되지 않다.

영어초록

Since ancient times, there have been various types of guidebooks for local civil servants in China. These guidebooks had lead local civil servants to govern their lands well. 『Sanshizhonggao(三事忠告, Advice on Three Aspects of Administration)』, written by Zhang Yanghao, a writer who lived during the Yuan Dynasty, is the most representative guidebooks of all time. Zhang became one of the most influential men on future generations through writing books about his experience and knowledge from his career in public service. He wrote 『Muminzhonggao(牧民忠告)』 for showing his experience as a mayor(縣令) and pointing out the problems of the area governed by him, 『Fengxianzhonggao(風憲忠告)』 for telling his experience as an investigating censor(監察御使), and 『Miaotangzhonggao(廟堂忠告)』 for analyzing the various problems and phenomenons which he faced as a central secretary(中書). After his death, people bound the above three books and named it as 『Sanshizhonggao(三事忠告)』. It contains the ‘advices’ from Zhang for ‘local civil servants’, ‘investigating censors’, and ‘central government officers’. This study analyzed 『Muminzhonggao(牧民忠告)』, and then summarized it into five elements: patriotism(忠情), philanthropism(仁愛), integrity(淸廉), equity(公平), and faithfulness(勤勞). The first, the idea of patriotism(忠情思想), represents the respect for the country, the elders, and the superiors. According to Zhang’s point of view, an officer who did not devote himself to his country sinned against the heaven because he made his country waste money for his salary. Zhang also emphasized on loyalty toward king, maintenance of hierarchy, and communication in bureaucratic society. The second, the idea of philanthropism(仁愛思想), is love for comforting people. It went along the lines of the people-oriented ideas(民本思想) of Confucius and Mencius, and 『Muminzhonggao(牧民忠告)』 dedicated the largest number of pages for explaining it. Zhang’s idea of philanthropism put emphasis on people, and focused on saving poor people and bringing prosperity to all people. The third, the idea of integrity(淸廉思想), is an idea that all civil servants should control themselves and become men of integrity. In Zhang’s opinion, civil servants without a right sense of values and views in their hearts could be vulnerable to temptation of corruption. This made him focus on integrity of civil servants. The fourth, the idea of equity(公平思想), is an idea for protecting people against suffering a disadvantage from unfair and partial application of the laws. Only fair and right application of the laws can bring support of people, social order, and development of healthy society. This was why Zhang emphasized the importance of equity(公平) and fairness(無私) for all people. The last, the idea of faithfulness(勤勞思想), is an idea that the harder the rulers and civil servants work, the happier the people become. In other words, it explained the concept of ‘civil servants(公僕)’, the people who must do their best for making people happy.
Zhang emphasized on the above mentioned terms with various methods, and completed the guidebooks about political affairs(政務) for governmental officers based on the teachings of the sages, the advices from foregoers, achievements of great kings, lessons from historical people, good stories of common people, and his own experiences and opinions.
Times have changed, and modern people who are living in the society with totally different culture and environment with those of Zhang may consider the above mentioned ideas boring and worthless ‘fossils’. However, every country and society still cannot avoid the truth: only the fair, clean, and organized society can make people happy. The truth is eternal, and the messages from 『Muminzhonggao(牧民忠告)』 are worth even to modern people.
