한국 천주교회 안에서 사제 양성을 위한 국가 지침 마련의 역사와 의미 (History and Meaning of Establishing Ratio Nationalis for the Priestly Formation in Korean Catholic Church)

초록

제2차 바티칸 공의회(1962-1965)는 보편 교회가 추구하는 사제 양성 지침의 방향을 크게 바꾸었다. 과거 트렌토 공의회(1545-1563)는 가톨릭교회 안에서 처음으로 사제 양성 지침을 제시하였으나 보편 교회 차원에서만 살펴보았다. 하지만 「사제 양성 교령」(1965)은 나라마다 지역 교회 현실에 적응한 국가 지침을 마련하라고 권고하였다. 이후 보편 교회에서 발표했던 사제 양성과 관련된 모든 문헌은 국가별 지침 마련을 강력하게 권고하였다. 그동안 보편 교회는 사제 양성과 관련한 중요한 문헌을 4차례 발표하였다. 「사제 양성교령」(1965), 「사제 양성의 기본 지침」(1985), 「현대의 사제 양성」(1992), 「사제성소의 선물」(2016)이 바로 그것이다. 한국 천주교회도 보편 교회가 문헌을 발표할 때마다 문헌의 지침에 따라서 국가 지침을 마련하였다. 5년 기한부로 승인받았던 「한국 사제 양성 지침서」(1977)와 「한국 사제 양성 지침서」 (1987) 및 승인받았던 『한국 사제 양성 지침』(2001)과 추인받았던 『한국 천주교 사제 양성 지침』(2021)이 바로 그것이다. 첫 번째 문헌이었던 「한국 사제 양성 지침서」(1977)는 소신학교와 일반 중등 교육을 언급한 것이 특징이었으나, 영성 양성과 지성 양성만 언급한 것이 아쉬움이었다. 두 번째 문헌이었던 「한국 사제 양성 지침서」(1987)은 한국에서 더는 운영하지 않는 소신학교를 삭제하고 예비 신학생을 언급한 것이 특징이었고, 다른 내용은 이전지침서와 유사하였다. 세 번째 문헌이었던 『한국 사제 양성 지침』(2001)은예비 신학생을 삭제하고 대신학생 자신에 대해서 성찰했으며, 영성 양성과지성 양성뿐 아니라 인성 양성과 사목 양성을 포함해 양성의 4개 차원을 모두 언급했는데, 이것이 큰 변화이었다. 마지막으로 네 번째 문헌인 『한국 천주교 사제 양성 지침』(2021)은 초기 양성의 시작점인 예비 과정을 포함하여「사제성소의 선물」(2016)의 가르침을 대폭 수용하면서도 한국 사회와 교회의 현실 상황에 잘 적응할 수 있는 내용을 마련하였다. 한국 천주교회는 설립 초기부터 사제 양성에 많은 정성을 기울였다. 즉, 신학생을 일찍 선발하여 방인 사제로 양성했으며, 신학교도 서둘러 설립해 운영하였다. 따라서 보편 교회의 권고에도 귀 기울여 국가 지침서 마련에 최선을 다하였다. 초기에국가 지침서는 신학교별 대표들이 모여 마련했다면, 최근에 국가 지침서는전국 신학교 모든 구성원이 함께하며 마련했다는 것이 큰 자랑이다. 이를 통해 한국 천주교회는 지역 교회 안에서 일치를 경험하며 보편 교회와도 깊이일치하는 유대감을 느낄 수 있었다.

영어초록

The Second Vatican Council (1962-1965) significantly changed the direction of the priestly formation guidelines pursued by the Universal Church. The Council of Trent (1545-1563) was the first to provide guidelines for priestly formation within the Catholic Church, but it was considered only at the level of the Universal Church. However, the Decree on Priestly Training (1965) recommended that each country prepare Ratio Nationalis adapted to the reality of the Local Church. Since then, all documents related to priestly formation published by the Universal Church have strongly recommended the preparation of Ratio Nationalis. The Universal Church has published four important documents related to the priestly formation. These are Decree on Priestly Training (1965), Ratio Fundamentalis Institutionis Sacerdotalis (1985), Pastores Dabo Vobis (1992), and The Gift of the Priestly Vocation (2016). The Catholic Church of Korea has also established Ratio Nationalis based on the guidelines of the documents published by the Universal Church each time. These are the Program for Priestly Formation in Korea (1977) approved for a five-year period, the Program for Priestly Formation in Korea (1987) approved for a five-year period, the Program for Priestly Formation in Korea (2001) approved, and the Program for Priestly Formation of the Catholic Church in Korea (2021) confirmed. The first document, the Program for Priestly Formation in Korea (1977), was characterized by mentioning minor seminary and general secondary education, but it was regrettable that it only mentioned spiritual formation and intellectual formation. The second document,the Program for Priestly Formation in Korea (1987), was characterized by omitting minor seminary that is no longer in operation in Korea and mentioning pre-seminarians, and the rest of the content was similar to the previous document. The third document, the Program for Priestly Formation in Korea (2001), was characterized by omitting pre-seminarians and reflecting on the major seminarians themselves, and it mentioned all four dimensions of formation, including spiritual formation, intellectual formation, human formation, and pastoral formation, which was a major change. Finally, the fourth document, the Program for Priestly Formation of the Catholic Church in Korea (2021), largely accepted the teachings of The Gift of the Priestly Vocation (2016), including the Propaedeutic Stage, which is the starting point of initial formation, while preparing content that can be well adapted to the current situation of Korean society and the church. The Catholic Church in Korea has devoted much effort to Priestly Formation since its establishment. In other words, it chose seminarians early and trained them as Korean priests, and it quickly established and operated seminary. Accordingly, it has listened to the recommendations of the Universal Church and has done its best to prepare Ratio Nationalis. In the early days, the Ratio Nationalis were prepared by representatives of each seminary, but recently, it is a great pride that all members of the seminaries across the country have prepared the Ratio Nationalis together. Through this, the Catholic Church in Korea has been able to experience unity within Local Church and feel a deep sense of unity with the Universal Church.
