교통문화복합화 시설 설계 연구 - 전주 시외버스터미널 계획안을 중심으로- (A Study on the Design of Transportation-Cultural Complex Facilities - Focused on the Jeonju Bus Terminal Plan-)

초록

(연구배경 및 목적) 본 연구는 거점문화시설을 구체화하는 방안으로 교통문화복합시설의 계획안을 제안하는데 그 목적이 있다. 거점문화시설은 비수도권의 문화시설 활성화를 위한 방안 중 하나로 국토연구원에서 제시한 개념으로, 관련 프로그램의 복합화, 관 내 시설의 네트워킹을 통해 수요의 규모를 키우고, 부족한 인적 자원을 효율적으로 활용하는 것이다. 하지만, 해당 개념의 거점문화시설이 작동하기 위한 구체적인 건축적 접근은 없었다. 더불어, 언급한 기능을 정확히 실현하기 위해서는 입지 조건이 중요하다. 본 연구에서는 개발 압력이 낮은 비수도권 도시의 노후화된 교통터미널의 재개발 과정에서 지역의 특성에 맞는 효율적인 개발 방향이면서도, 위의 문화거점시설을 건축적으로 구현하기 위한 입지로서 교통시설과 문화시설의 복합화 개념을 제안한다. (연구방법) 연구대상으로는 지역 내 문화시설 활용 현황, 교통 조건, 그리고 교통시설의 노후화 등을 고려하여 전라북도 전주 시외버스터미널을 선정하였다. 또한 선례 분석을 통해 문화시설 활성화를 위한 프로그램 및 공간적 전략을 도출하였으며, 최근 건축된 국내 교통시설과 문화시설 복합화 사례를 통해 복합화 과정에서 고려해야 할 계획 요소, 특히 유동 인구를 활용할 수 있는 전략들을 분석하였다. 선례를 통해 도출된 요소들을 설계 대상지인 전주 시외버스터미널에 적용하여 문화시설을 활성화할 수 있는 교통문화시설 복합화 계획안을 제안하였다. (결과) 교통 동선을 고려하여 터미널의 영역을 먼저 결정한 이후, 주변 접근 동선을 고려하여 유입 동선을 최대화할 수 있는 오픈플라자를 중심으로 문화 및 상업 시설을 배치하였다. 오픈플라자는 해외 선례에서 일반 방문객들을 유입시킬 수 있는 이벤트 공간으로 나타났으며, 국내 복합화 사례에서는 상업 및 터미널의 유동 인구를 상층부로 올려보내는 아트리움 형식으로 나타났다. 사례에서 나타난 오픈플라자의 효과를 극대화하기 위하여, 오픈플라자 주변으로 수직 동선 및 소규모 이벤트 공간이 결합된 산책로 공간과 목적성이 높은 전시 공간을 배치하였다. 또한 오픈플라자와 인접하여 다기능 공간을 두었는데, 이 다기능 공간은 기존 거점문화시설에서 제안한 복합화와 달리, 하나의 공간 안에 개방형, 참여형 프로그램과 전시 전문 기능을 수행하는 공간이 결합된 공간으로 방문객이 전시공간으로 쉽게 유입할 수 있는 장치가 된다. (결론) 본 연구는 비수도권 도시에서 노후화된 교통시설의 활용가치를 높이기 위한 방안 중 하나로 교통문화시설 복합화를 제안하며, 이를 통해 문화시설의 활성화 방향을 모색하였다. 문화시설과 교통시설의 복합화 과정에서 문화시설의 활성화를 위한 프로그램과 공간, 동선 등의 건축적 전략을 제안하였다는데 본 연구의 의의가 있다.

영어초록

(Background and Purpose) This study is to propose a design for the transportation-cultural complex which realize a cultural hub facilities. The concept of a cultural hub facility is proposed to revitalize cultural facilities by consolidating various programs and networking similar facilities within the area in order to increase the demand for cultural activities and to utilize professional resources in non metropolitan areas. However, there has been no specific architectural approaches for this facility. Especially, the location condition is extremely important to realize the concept of the cultural hub facilities. Therefore, in this study, we propose the concept of combining transportation and cultural facilities an efficient development direction suitable for urban redevelopment terminals as a location for implementing cultural hub facilities. (Method) The Jeonju Intercity Bus Terminal in Jeollabuk-do was selected as the research target, considering the status of cultural facilities utilization within the region, traffic condition, and the aging of the transportation facility. By analyzing the precedent cases for cultural facilities, the strategies for arranging program and spaces were derived. Also by analyzing the recent domestic cases for transportation facilities integrating the cultural programs, the design approaches were established considering how to combine two different facilities, especially strategies catering to mobile populations. These strategies were applied the designated site, the Jeonju Intercity Bus Terminal, to propose a design for a transportation-cultural facility. (Results) First, the terminal zone was determined by considering the traffic routes around the site, and then the open plaza, surrounded by cultural and commercial programs, was placed to maximize the inflow routes within the facility. Open plazas have been appeared as event spaces that can attract general visitors in overseas precedents, and in domestic complex cases, they have been shown in the form of an atrium that sends commercial and terminal floating population to the upper floors. Enhancing such functions of these spaces, the exhibition spaces and the promenades incorporated with the vertical movements and the small event spaces are arranged around the open plaza. Especially, multi function spaces were placed adjacent to the open plaza. Unlike the complex appeared in the report originally proposing the cultural hub facilities, the multi function spaces intend to be a space that combines specialized exhibition function and open, participatory programs within the boundary, which is expected to be a strategy to increase the numbers of visitors. (Conclusion) This study proposed the integration of transportation and cultural facilities as a method to utilize old transportation facilities in non-metropolitan cities, and sought a direction for revitalizing cultural facilities through this. This study is meaningful in that it proposed architectural strategies such as programs, spaces, and movement lines for revitalizing cultural facilities in the process of complexing cultural facilities and transportation facilities.
