초록

(연구배경 및 목적) 한국은 인구감소와 고령화의 문제로 도시가 쇠퇴하고 있다. 이를 해결하기 위해 정부는 2017년부터 5년간 50조 원을 투입하여 ‘도시재생 뉴딜’사업을 시행하였다. 이 정책 중 근린 재생형은 도시 내의 마을 생활권 단위의 물리적 환경개선, 공동체 활성화, 쇠퇴한 지역의 활성화 등을 통해, 지속적인 인구감소, 고령화, 노후화, 공실화 등으로 쇠퇴한 상권과 주거환경 개선 및 주민 참여 사업 추진하여 지자체가 주도적인 역할을 하는 것을 목표로 한다. 이에 본 연구의 목적은 낙후된 주거지역인 문경의 흥덕마을을 대상지로 하여 노후 주거지역의 실현 가능하고 지속 가능한 도심 활성화 방안을 연구하고 이를 이용한 마스터플랜을 계획·제안하는 것이다. (연구방법) '도시재생 활성화 및 지원에 관한 특별법'에 근거하는 도시 쇠퇴지표를 이용하여 흥덕마을의 인문·사회 부문, 산업·경제 부문, 물리·환경 부문과 관련한 5개 법정 지표를 분석하여, 대상 주거지역의 현황 분석과 도심 쇠퇴화를 알아본다. 또한, 도심의 노인 주거 문제 및 주거 환경개선에 지속 가능한 해결책으로 중요한 역할을 할 수 있는 시니어 컬렉티브 하우스를 이용하여 쇠퇴한 노후 주거지역의 실현 가능한 도심 활성화 방안을 제안하고 이를 가지고 대상지의 마스터플랜 전략을 연구한다. (결과) 흥덕마을은 지속적인 인구의 감소, 고령인구 비율의 증가, 노후 주택 및 빈집의 증가가 뚜렷하여 도심 쇠퇴기준에 부합되는 쇠퇴지역임을 알 수 있었다. 이에 본 연구에서는 고령인구 증가, 주거환경 노후화, 지역 쇠퇴화의 대응 방안에 초점을 맞춰 시니어 컬렉티브 하우스를 이용한 흥덕마을의 지속 가능한 도시재생 방안을 검토하였고 대상지의 블록별 현황에 맞는 마스터플랜을 제안해 보았다. (결론) 낙후된 도심 내의 고령자 주거 문제를 해결하기 위해 시니어 컬렉티브 하우스로의 전환은 도시재생에서 중요한 역할을 할 수 있다. 이는 노인 주거 문제를 해결하고 도심 환경을 개선하는 데 도움이 되며, 공동체 의식과 소속감을 유도하고 도심지역을 활성화하는 역할을 할 것이다. 빈 건물과 공간은 복합용도개발을 통해 다양한 공동체 거점으로 재생되어 지역 커뮤니티를 조성할 수 있으며, 유휴공간을 활용하여 새로운 지속가능성 옵션을 제공하고 지역경제를 활성화하는 데 기여할 수 있다.

영어초록

(Background and Purpose) Korea is confronting urban decay due to population decline and aging. To counter this, the government initiated the 'Urban Regeneration New Deal' project, allocating 50 trillion won over five years, starting in 2017. One of its policies, community-based regeneration, aims to enhance the physical environment of neighborhood living areas, activate communities, and revitalize declining regions. The objective is to address persistent issues like population decline, aging, urban decay, and vacancy by improving commercial and residential environments and promoting community engagement, with local authorities spearheading these efforts. This study focuses on Heungdeok Village in Mungyeong, a neglected residential area, to research feasible and sustainable urban revitalization strategies and formulate a master plan based on these findings. (Method) Using the 'Special Act on Urban Regeneration Activation and Support' as a foundation, this study utilizes urban decay indicators to analyze five legal indicators associated with the humanities and social aspects, industrial and economic aspects, and the physical and environmental elements of Heungdeok Village. This analysis seeks to comprehend the present situation of the target residential area and urban decay within the city. Additionally, by leveraging Senior Collective Housing (SCH) as a sustainable solution for senior housing issues and environmental improvements in the city, this research proposes feasible urban revitalization strategies for declining elderly residential areas. These strategies form the basis for examining the master plan and an overall strategic approach for the target area. (Results) Heungdeok Village qualifies as an urban decay area, evident from continuous population decline, an increasing proportion of elderly residents, and a rise in aging housing and vacant properties. This paragraph concentrates on addressing the challenges of the growing elderly population, aging residential environments, and regional decline. Sustainable urban regeneration strategies using Senior Collective Housing have been investigated for Heungdeok Village, proposing block-specific master plans tailored to the current conditions of the target area. (Conclusions) Transitioning to Senior Collective Housing can significantly address the housing issues of the elderly in neglected urban areas. It not only resolves elderly housing problems and enhances the urban environment but also fosters a sense of community and belonging, revitalizing urban areas. Repurposing vacant buildings and spaces through mixed-use development can transform them into diverse community hubs, fostering the formation of local communities. Additionally, utilizing underutilized spaces can offer new sustainable options and contribute to the revitalization of the local economy.
