중국의 해양강국 전략과 중화주의- 도서 분쟁과 해양실크로드를 중심으로 (The China’s Maritime Power Strategy and Sinocentrism - Focusing on the Islands Disputes and Maritime Silk Road)

초록

본 연구는 근대 이후 쑨원에서 시진핑에 이르는 중국 지도자들의 해양인식과 정책방향을 살핌으로써 제18대 당 대회에서의 해양강국 선언에 이르는 과정과 그것의 양대 실천 전략으로 도서 분쟁과 해양실크로드정책을 고찰하였다. 아울러 그것에 나타난 중화주의의 이중적 성격을 분석했다.
마오쩌둥시대에는 군사력을 중시하여 해군 육성이, 덩샤오핑시대에는 개혁개방을 실시하면서 대외무역의 통로로서의 바다가 중시되었다. 장쩌민시대에는 해양 개발, 후진타오시대에는 해양자원 개발을 강조했으며, 시진핑은 이것들을 집대성하여 마침내 해양강국 건설을 선언하기에 이르렀다.
도서 분쟁과 21세기 해양실크로드 건설은 해양강국을 실현하기 위한 두 가지 실천전략으로, 각각 해양영토와 풍부한 자원, 안정적인 해상교통로와 그 지휘권을 제공한다. 따라서 중국으로서는 양자 중 어느 한쪽도 포기하지 않을 것이므로 그동안 도서 분쟁에서 보여왔던 무력 사용이나 해양실크로드 전략에서 내세우는 평화와 공동 발전 제안은 언제나 유효하다.
이처럼 중국은 직접적인 이해관계가 걸린 도서 분쟁에 있어서는 군사적 대립도 불사함으로써 패권적 중화주의의 면모를 보이는 반면 세계의 해상네트워크를 구축하는 해양실크로드 건설에 있어서는 관련 국가들의 기초 인프라 건설을 위한 지원과 투자 등 시혜적 중화주의의 면모를 보이고 있다.
중국과 바다를 공유하고 있는 우리나라는 이어도 문제로 중국과 대립하고 있고 일대일로 루트에서 제외되어 있다는 점을 인식하고 중국의 행보를 정확하게 파악하고 대처해야 할 것이다.

영어초록

This study examines the maritime awareness and policy directions of Chinese leaders from Sun Wen to Xi Jin-ping in order to consider the process of reaching the Declaration of the Maritime Power in the 18th Party Congress and its two major implementations of the island dispute and maritime silk road policy. In addition, this study analyzes the duplicity of the Sinocentrism that is appeared in the concept.
In Mao Ze-dong period, the fostering of the navy was emphasized while focusing on the military powers, and in the period of Deng Xia-ping, the sea as a channel for foreign trade was highlighted while implementing the Chinese economic reform. In the days of Zhang Ze-min, marine development was focused, and Hu Jin-tao emphasized on the development of the marine resources. And Xi Jin-ping integrated all of them and eventually reached to declare the construction of a maritime power.
The island dispute and the construction of the marine silk road in 21st century are the two practical strategies for realizing a maritime power in which each of them provides the maritime territory and abundant resources, stable sea lane and the right of command. Thus, since China will not give up either of them, the use of force that have been seen in the island dispute or the proposals for peace and joint development presented in the maritime silk road strategy are always valid.
In the case of the island dispute where China’s stake is directly connected, China shows a hegemonic Sinocentrism by setting to possible military confrontation. On the other hand, in the construction of the maritime silk road to establish the maritime network of the world, they show the aspect of dispensational Sinocentrism by supporting and making investments on the construction of infrastructure of the related nations.
Recognizing Korea, which shares the sea with China, is facing the Ieodo problem with China and is excluded from the One belt & One load route, it is necessary to accurately identify and respond to the movements of China.
