북한이탈주민의 날 기념식에 나타난 기념의 문화정치학 (The Cultural Politics of Commemoration in the North Korean Defector Day Ceremony)

초록

한국 전쟁을 어떻게 인식하고 기억하는가는 한국 사회의 정체성을 규정하는 가장중요한 사안 중 하나이다. 무엇보다 북한이탈주민은 한국 전쟁이 아직 종식되지 않았음을 방증하는 사례이다. 이들에 대한 인식과 그 처우는 한국 사회에서 줄곧 중요한이슈인데, 최근에 이르러서는 북한이탈주민의 날이 법정 기념일로 제정됨으로써 이들과 관련한 국가 정책의 새로운 전기가 마련되었다. 이에 본 연구는 북한이탈주민의 날이라는 기념이 오늘날 한국 사회에서 가지는 의미가 무엇인가를 논의하고자 한다. 이를 위해 본 연구는 제1회 북한이탈주민의 날 기념식을 다루는데, 구체적인 분석 대상은 기념사와 기념식 중계이다.
우선 북한이탈주민 날 기념사는 북한 및 분단 상황에 대한 기억을 재구성하면서 오늘날 대한민국의 지배 헤게모니적 가치를 강화한다. 즉 인권과 같은 보편적 가치와 자기 계발 및 사회적 성취의 문제를 강조함으로써 자유와 통일이라는 개념을 세속화시키고 북한이탈주민들을 타자화한다. 그 다음으로 북한이탈주민의 날 기념식 중계 또한 기념사와 기념식이 강조하는 자유와 통일이라는 가치를 다양한 영상 기법을 통해드러내고 있으며, 무엇보다 이 과정에서 북한이탈주민은 그 의미 형성에서 매개 역할을 담당하고 있음이 확인되었다.
이러한 분석을 통해 확인될 수 있는 기념의 의미는 크게 세 가지이다. 첫 번째로, 기념식의 미학적이거나 재현 구성적 관점에서, 기념식의 수행성은 매체에 의존적이라는 점이다. 두 번째는 기념식이 북한이탈주민에 대한 대상화에 치중함과 동시에 그들을 대한민국의 사회 질서를 공고히 하는 과정에서 상징적인 역할을 담당하도록 호명한다는 점이다. 세 번째는 기념식이 근대적 통치성의 규범과 기술을 재확인하게 한다는 점이다. 이는 북한이탈주민과 같은 특정한 계층에 대한 기념을 통해 국가의 방향성을 공식화하고 동시에 국내외에 당면한 문제들을 봉합할 수 있는 도덕적인 당위성을확보하기 위한 시도이기 때문이다.

영어초록

How the Korean War is perceived and remembered is one of the most significant issues in defining the identity of Korean society. Above all, North Korean defectors serve as a clear example that the Korean War has yet to be fully resolved. In relation to this, the recent establishment of North Korean Defector Day as an official commemorative day highlights the ongoing significance of this issue. Therefore, the purpose of this study is to explore the meaning of North Korean Defector Day in contemporary Korean society. To this end, this research focuses on the first North Korean Defector Day commemoration ceremony, specifically analyzing the commemorative speech and the broadcast of the ceremony.
First of all, the commemorative speech on North Korean Defector Day reconstructs memories of North Korea and the division of the Korean Peninsula, while reinforcing the hegemonic values of present-day Korea.
In other words, by emphasizing universal values such as human rights and issues of self-development and social achievement, the speech secularizes the concepts of freedom and unification, while othering the North Korean defectors. Next, The broadcast of the commemorative ceremony also highlights the values of freedom and unification, as emphasized in the speech and the ceremony, through various visual techniques. Most notably, it was confirmed that in this process, North Korean defectors play a mediating role in the formation of these meanings.
Through this analysis, three main aspects of the meaning of commemoration can be identified. First, from the perspective of the aesthetics or representational composition of the ceremony, the performativity of the commemoration is dependent on the media. Second, the ceremony not only focuses on the objectification of North Korean defectors, but also calls upon them to play a symbolic role in consolidating the social order of Korea. Third, the ceremony reaffirms the norms and techniques of modern governmentality. This is because commemorating specific groups, such as North Korean defectors, serves to formalize the direction of the state and simultaneously secure a moral justification to reconcile pressing domestic and international issues.
