일본 역사교육 속의 청일전쟁과 조선 - 중학교 역사교과서를 중심으로 - (Sino-Japanese War and Korea in the History Education of Japan - Focusing on the History Textbooks for Middle Schools -)

초록

2006년 교육기본법 ‘개정’에 이어 2008년 문부과학성은 새로운 초중학교 학습지도요령 『살아가는 힘(生きる力)』을 공포했다. 새로운 지도요령에 따른 중학교 교과서 검정은 2010년에 실시되고 2011년에 채택되었다. 검정에 합격한 일곱 개 출판사의 교과서 중 이쿠호샤(育鵬社), 지유샤(自由社)는 ‘새로운 역사를 만드는 모임’ 계열의 출판사인데, 2012년도부터 교육현장에서 이쿠호샤의 점유율이 증가하는 현상이 나타났다. 이 논문은 이와 같은 일본의 일본 문부성의 검정을 통과한 일곱 개 출판사의 중학교 역사 교과서에 청일전쟁 관련 기술이 어떻게 되어 있는지 특히 조선을 둘러싼 서술을 중심으로 검토했다.
신학습지도요령은 근대의 역사상을 ‘근대사회’ 성립의 주체를 ‘구미제국’으로, 이것이 아시아로 ‘진출’한 과정으로 이해시키려고 한다. 일본근대사는 서구적 근대화를 중심으로 서술되고 있으며 특히 청일전쟁은 ‘일본의 국제적 지위를 향상’시킨 것으로 평가하고 있다. 그런데 일본의 사학계에서는 최근 위와 같은 ‘서구의 충격’ 사관을 재검토하고 그 승리를 무조건 긍정적으로 평가하는 것을 경계하는 연구가 축적되고 있는데, 문부성 검정 중학교 역사교과서는 이를 전혀 반영하지 않고 있다.
실제로 중학교 역사 교과서 기술 내용을 살펴보면 서계문제와 강화도 사건에 대해서는 서구적 근대의 가치관으로는 이해하기 어려운 ‘전통’적 외교 체제에 대한 설명이 부족하다. 또 개항 후 조선과 청일 대립에 대해서는 조선의 역사의 전개과정을 ‘일본＝근대’ 와 ‘청＝반근대’라는 관점에서 단순화하고 청일전쟁에서의 일본의 승리를 ‘근대’ 일본의 승리로 일방적으로 기술하고 있다. 이런 교과서를 통해서는 학생들이 서구의 근대를 상대화시키고 일본의 역사를 비판적으로 조명하려는 시각을 가질 수 없다.
나아가 본 논문에서는 이런 문제점들을 상징적으로 보여주는 사례로 대부분의 중학교 역사교과서에 인용되고 있는 조르주 페르디낭 비고(Georges Ferdinand Bigot)의 풍자화 ‘낚시놀이’의 문제점에 대해 살펴보았다. 학생들은 동아시아 근대에서 물고기로 표상되는 조선이라는 이미지를 통해 조선은 비주체적이고 왜소한 존재로 인식하고 러시아의 위협을 과장되게 인식함으로써 일본의 침략전쟁을 합리화하는 사고를 갖게 될 우려가 있다. 이러한 점이 교육현장에서 충분히 고려되어야 할 것이다.
신학습지도요령에 입각하여 이루어지고 있는 일본의 중학교 역사교육의 현황은 최근 가속화되는 일본 우경화의 연장선상에서 이루어지고 있기 때문에 이러한 문제점에 대한 인식 공유가 절실한 시점이다.

After Fundamental Law of Education “revision” in 2006, the Ministry of Education of Japan promulgated a educational guidelines “Power to live” in 2008. The textbooks screening of the junior high school in conformity with new guidelines was carried out in 2010, and adoption was carried out in 2011. Among official approval pass seven companies, Ikuhosya and Jiyusya are publishing companies of “Japanese Society for History Textbook Reform” origin. In a share used in a real educational front from 2012, Ikuhosha accomplished the Great Leap Forward. In this paper, the Sino-Japanese War-related description in the textbook of official approval pass seven companies including Ikuhosya was examined, to a problem around Korea was paied a Hention in particular then.
What new guidelines insists on the main constituent of the “modern society” establishment is “American and European countries” and their process of “advance” in Asia is that it is the history.
The Japanese history is created centering on the modernization of Europe. In particular, guidelines say that the Sino-Japanese War “improve an international position of Japan”. A study trend over the recent Sino-Japanese War to assume a review of the “western impact” sense of history, the review of the evaluation of the letting alone for the victory the main point and problems to turn to the opposite direction at all are remarkable.
In the description in the real textbook, these problems are just exposed. Concretely at first about the issue of documentary evidence and the Ganghwa Island incident, the textbooks lack the explanation of the diplomatic system of “traditional” (understanding is difficult from the sense of values of modern times of Europe). In addition, about Korea after the opening of ports and opposition of Sino-Japanese, the textbooks simplified a development process of the history of Korea as Japanese = “modern times” and opposition of Sino = anti-“modern times”, and evaluate victory of Japan unconditionally in “modern times”. It is considered that from such a textbooks, students are not able to obtain the visual angle to consider modern times of Europe objectively and inspect Japanese modern history critically.
Furthermore, this paper paid attention to “Une partie de pêche” that was the caricature of the Georges Ferdinand Bigot product. This image is taken away at a unit to handle Sino-Japanese War in five of seven current textbooks. However, it is considered that this image has two problems which becomes the dwarfness of the Korean position in the East Asia and unnecessary emphasis of the menace of Russia.
Japan under the Abe Administration is leaving for “the country making war” surely.
On the basis of the problems over the history education in the junior high school which were pointed out in this paper being under such situation, it is necessary to think about how it should face each other.
