초록

이 연구의 목적은 海港都市 부산의 섬 지역 마을들을 대상으로 공유자원을 둘러싼 지역사회의 공동체적 특징과 문화정체성을 인문사회학적 관점에서 규명해 보는 것이다. 지리적으로 섬[島]은 육지로부터 멀리 떨어져 있고, 섬사람들은 나름의 제한된 생태계 속에서 한정된 자원을 이용해야만 하는 상황에 직면한다. 사람들의 삶의 양식에 있어서 육지나 대도시의 메마른 교환관계와는 달리, 섬 지역만의 독특한 相生文化的 가치는 제한된 자연환경과 맞물려 가변적이며 유동적 성격을 가지고 있다. 그리고 각각의 공동체에 따라서도 외부의 환경과 사람에 대한 포용성, 자율적 제도에 대한 창의성, 결코 평이하거나 균질적이지 않은 海域世界만의 고유한 海洋文化的 특성을 보여준다. 특히 예로부터 섬사람들은 생계유지를 위한 자연자원을 효율적으로 이용할 수 있는 장치로서, 공동체적 자율통치에 관한 독특한 제도와 문화를 오랫동안 발전시켜왔다. 섬 지역에서 각각의 어촌마을은 연안어장이나 마을의 공유자원에 대해 다양한 사회·문화적 장치를 운용하고 있는데, 여기서 주목되는 것은 개인의 사익보다는 상대적으로 이웃과 집단의 공익의 가치가 우선되는 그러한 공동체적 문화와 제도가 발전된다는 점이다. 따라서 이 연구는 해항도시 부산의 가장 큰 육지섬인 가덕도를 사례로 하여, 어촌마을에서 주민들의 공동자원인 마을어장에 대한 공동체적 제도와 문화의 변화를 살펴봄으로써, 그 성공적인 관리의 요소가 무엇인지를 밝혀보고자 하였다. 이론적으로는 공유자원 이론과 집합적 선택 이론을 접목하여, 어촌마을 공동체의 성공과 실패 과정을 선행연구와 장기간의 현장조사를 통해 그려보고자 하였다. 그리고 이러한 결과는 섬이라는 제한된 공간에서 어촌공동체가 가지는 문화적 정체성을 규명해 주는 동시에, 공유자원에 대한 자율관리제도 운영의 난맥상과 성공가능성에 대한 중요한 시사점을 주고 있다.

영어초록

The purpose of this study was to investigate fishing communities in islands in relation to surrounding villages with a focus on community characteristics and cultural identity from a humanities and sociological perspective.
Geographically, islands are distant from the mainland and island people are faced with a situation in which they have to use the limited resources available in their local ecosystems. Unlike the mainland or large cities where people often only have social relationships that are shallow, islands typically exhibit unique cultures of coexistence that, coupled with the limitations of the natural environment, give their communities a variable and flexible character. Each such community shows unique characteristics of marine culture based on how it perceives and interacts with the environment and people outside the community as well as how it establishes institutional regulations, giving marine culture a heterogeneous overall look. Island communities can be used as an example of the sustainable and efficient use of natural resources, as they have developed a unique system and culture of communal self-government over a long time. Fishing villages on islands apply a variety of social and cultural approaches to the sharing of resources, where it is to be noted that the relation to neighboring communities and the public value of these approaches gets priority over privateinterests. A case study was conducted of three fishing communities on Gadeok Island, the biggest island in the seaport city of Busan, to examine the communal system and the change in culture of the inhabitants who successfully share village fishery resources and to identify the elements needed for successful management. To achieve this, the study combined theory on shared resources with collective choice theory, included a review of findings about the successes and failures in fishing village communities in earlier studies, and involved a long-term field research. The results will help to identify the cultural identity of fishing communities in the limited space of an island and to formulate important suggestions to develop a successful self-management system for shared resources.
