초록

본 연구는 섬 지역의 문화시설 현황과 섬 주민의 문화향유 경험의 특징을 분석하여 섬 지역의 문화향유 격차를 보여준다. 이를 위해 첫째, 섬 지역 문화시설 현황을 주소를 기반으로 현황과 GIS 버퍼분석을 수행하여 인접성을 파악하고 특징을 분석하였다. 섬 지역에는 문화기반시설 101개소, 작은도서관을 포함하면 총 200개소가 있다. 둘째, 섬주민의 문화향유 환경의 실태를 질적으로 파악하기 위해 심층면담을 진행하여, 문화향유 경험의 특징을 살펴보았다. 앞서 살펴본 것처럼 섬 지역은 문화사막이라고 할 수 있다. 문화시설의 수 자체도 부족하고, 섬 주민의 문화향유를 지원할 수 있는 시설은 작은도서관으로, 종합적 문화예술 활동을 보급하기에 역부족이다. 시설의 부족은 섬 주민의 문화활동에서도 드러난다. 시설, 강사의 부족은 섬 주민 수요에 응답하기보다 공급에 맞춰져 있다. 주민은 스스로의 재능과 노력으로 공간과 프로그램을 만들어내거나 먼 거리를 이동하기도 한다. 그렇지만 여전히 섬 주민들에게 문화향유는 우선순위가 아니고, 문화활동이 삶을 풍요롭게 할 수 있다는 점을 인식하지 못하는 환경에 있다. 이러한 현실을 개선할 방안은 다음과 같다. 첫째, 현재 있는 시설들의 지속가능한 운영 및 관리 체계를 만들어야 한다. 둘째, 작은 규모의 문화시설을 보급하여 문화향유 소외지역의 범위를 줄여나갈 필요가 있다. 셋째, 수요응답형 대안시설을 발굴하여 문화서비스를 공급해야 한다. 넷째, 심리적 거리감을 개선할 방안이 필요하다. 다섯째, 섬 주민의 문화 활동 역량을 강화할 필요가 있다. 마지막으로 섬 주민 문화 향유 환경 개선이 필요하다.

This study analyzes the current status of cultural facilities and the characteristics of cultural enjoyment experiences among island residents, revealing the cultural enjoyment disparity in island areas. To do so, the study follows two main approaches: First, an analysis of the current status of cultural facilities in island areas was conducted based on address data and GIS buffer analysis to assess proximity and identify characteristics. There are 101 cultural infrastructure facilities in island areas, and when including small libraries, the total number rises to 200. Second, to qualitatively understand the cultural enjoyment environment of island residents, in-depth interviews were conducted to explore the characteristics of their cultural enjoyment experiences. As observed, island areas can be described as cultural deserts. The number of cultural facilities is insufficient, and the facilities available to support the cultural enjoyment of island residents are small, such as small libraries. These facilities are inadequate to promote comprehensive cultural and artistic activities. The lack of such facilities is reflected in the cultural activities of island residents. The lack of facilities and instructors is tailored more to supply than responding to the needs of the island residents. Residents often create spaces and programs on their own or travel long distances to access cultural services. However, for many island residents, cultural enjoyment is not a priority, and they are unaware of the potential for cultural activities to enrich their lives. To improve this situation, the study suggests the following measures: Establish sustainable operation and management systems for the existing facilities. Increase small-scale cultural facilities to reduce areas excluded from cultural enjoyment. Develop demand-responsive alternative facilities to supply cultural services. Address psychological distance by improving the emotional connection to cultural services. Strengthen the cultural activity capabilities of island residents. Ensure a stable supply of instructors to improve the cultural enjoyment environment for island residents.These suggestions aim to enhance the cultural environment in island areas, reduce disparities, and create more opportunities for cultural engagement and enjoyment.
