초록

본고는 신 자료 『(조선총독부의 전국설화조사보고서) 조선전설동화』(필자 명명)를 소개하고 본 자료에 대한 설화학적 검토 및 그 의의를 밝히는 것을 목적으로 한다. 본 자료는 1913년 조선총독부에 의해 실시된 구비문학사상 최초의 전국 규모 설화조사보고서이다. 자료의 채록 시기로 보아 1912년 조선총독부에 의해 실시된 『이요․이언급통속적독물등조사(俚謠․俚諺及通俗的讀物等調査)』 자료와 쌍벽을 이루는 구비문학사상 기념비적인 발굴 자료로서 임석재의 『한국구전설화』, 한국정신문화연구원의 『한국구비문학대계』와 함께 20세기 한국 설화의 3대자료집의 하나라고 할 수 있다.
본 자료의 구소장자는 문교부 국사편수과장을 지낸 역사학자로, 한국전쟁 초기 북한으로 피랍된 신동엽 선생이다. 부산대학교 도서관은 1955년 3월에 신동엽의 가족들로부터 선생의 장서 4,000여 책을 기증받았는데 그 안에 본 자료가 있었다. 부산대학교 도서관측은 애초에 신동엽 선생이 4권으로 제본한 보고서철을 다시 2책으로 성책(成冊)할 때 책명을 『전설동화조사사항(傳說童話調査事項)』과 『조선전설급동화(朝鮮傳說及童話)』로 명명하였다. 아쉽게도 현재 필자가 확보한 이 두 책은 함경북도, 강원도, 경상북도, 경기도(인천부, 경성부 포함) 등 4개도에서 올린 설화보고서철로 나머지 9개도의 자료가 누락되어 있다.
1913년 조선총독부는 내무부 학무국 주재로 전국 각 도에 설화 자료를 조사케 하고 그 결과를 보고하도록 하였다. 이때 산하 각 지역의 관공서(부․군․면)와 보통학교를 통해 해당 지역의 설화를 조사․채록케 하였는데, 주로 지역의 보통학교 학생이나 촌로 등이 제보자의 대상이 된 것으로 보인다. 표기는 대부분 일본어(한자와 가타가나)로 되어 있으나 일부는 한글 표기로 된 것, 순한문으로 된 것도 있다.
비록 일부 자료이기는 하나 현재 입수한 본 조사보고서의 자료 건수만 해도 700여건에 이르고 이 중 기승전결의 서사 구조를 갖추고 있는 설화가 총 330여화에 달하는 것으로 추산된다. 더군다나 조사지역이 남북한 4개부(府) 46개군으로 『한국구비문학대계』의 조사지역이 남한의 60개군인 점을 감안하면 결코 본 자료의 가치를 과소평가할 수 없다.
조선총독부에서는 채록 설화 항목을 크게 1)전설과 2)동화로 분류하고, 전설 부문에서는 ① 민족이동 및 개벽에 관한 전설, ② 민족의 시조가 외국에서 표류해 온 전설, ③ 영웅전설(특히 일본의 국토창생 신화에 나오는 스사노오노미코토의 대사(大蛇) 퇴치와 유사한 종류), ④ 그 밖의 동식물에 관한 전설(특히 호랑이, 뱀과 관련한 이야기), ⑤ 지명의 기원에 관한 전설, ⑥ 기타 항목을 제시하였다. 이러한 설화의 수집 항목을 보면 조선총독부의 설화 조사 의도가 다름 아닌 조선민족의 정체성과 특성을 파악하기 위한 기초 자료의 수집에 있었다는 것을 알 수 있다.
본 보고서에 수록되어 있는 몇 편의 설화를 중심으로 그 설화학적 의미를 개관해 보면 다음과 같다. 함경북도 설화에서는 민족의 이동 및 민족 시조의 유래와 관련한 설화가 집중 보고되고 있어 설화 연구 이외에 조선 민족의 근원과 뿌리를 찾는 연구에도 중요한 정보를 제공할 것이다. 일제는 비교문화학적 관점에서 일선동조(日鮮同祖)의 증거를 찾기 위한 수단으로 조선설화를 활용하였다. 조선총독부는 본 보고서를 통해 한일 유사설화 채록에 특히 많은 관심을 보였는데, 이들 설화는 한중일, 동북아시아 설화의 이동과 전파 등, 동북아시아 설화 비교 연구에 유용한 정보를 제공할 것이다. 한편, 본 자료의 개별 설화를 살펴 본 결과 조선왕조의 충효사상이 투영되어 있음을 알 수 있었는데, 이는 본 자료가 근현대를 거치면서 개작 변용되기 이전의 조선시대 설화의 원형을 간직하고 있기 때문인 것으로 판단된다.

영어초록

The purpose of this paper is to introduce the new material, 『(nationwide folktale report by the Japanese Government-General of Korea) Legends & Fairy Tales of Joseon』, to examine folkloristic considerations and their significance of the materials. The material is the first nationwide-scale investigative report on folktales, accomplished by the Japanese Government-General of Korea in 1913, in the history of oral literature. When looking at the period of the recording in the material, the material is a commemorative excavated material which can be compared to the material of 『Investigations into Folk Songs, Proverbs and Popular Reading Materials』, produced by the Japanese Government-General of Korea in 1912; the material can be considered as one of the three sourcebooks for Korean folktales in the twentieth century, along with 『Korean Orally-Transmitted Tales』 by Yim Seok-jae and 『An Outline of Korean Folklore Literature』 by the Academy of Korean Studies.
The past owner of this material was the scholar Shin Dong-yeop, a historian who was a former section chief of national history compilation in the Ministry of Education and once kidnapped to North Korea in the beginning of the Korean War. The Pusan National University library received about 4,000 books from the family of Shin Dong-yeop in March, 1955, and the material was contained in them. The library completed the files of the report for which the scholar Shin Dong-yeop had divided into four books into two books again, naming them 『Investigated Reports on Legend and Fairy Tales』and『Legend-Level Fairy Tales in Joseon』. Unfortunately, the two books I retained currently are the ones raised from the four provinces, namely Hamgyeongbuk-do, Gangwon-do, Gyeongsangbuk-do and Gyeonggi-do (including Incheon-bu and Gyeongseong-bu), and the materials from the rest of nine provinces are missing.
In 1913, the Japanese Government-General of Korea investigated folktale materials in each province in the country, having the education and management bureau of the Ministry of Home Affairs lead the task and report the results. At this time, they made public offices (division, county and myeon) and primary schools in each region investigate and record local folktales; it seems that primary school students and old villagers were the subject of the informants. The transcription was mostly written in Japanese (Chinese characters and katakana), but only a part was written in Korean and others were purely written in Chinese characters.
Although they are some of the materials, the number of materials of this report of investigation currently obtained is about 700, and among those materials, the folktales which have the descriptive structure of four steps in composition are estimated at total of about 330 tales. The Japanese Government-General of Korea divided the items of folktales recorded in the book into 1) legends and 2) fairy tales, suggesting that 1) the legends on racial migration and the dawn of civilization, 2) the legends in which national progenitors had drifted in foreign countries, 3) legends of heroes (especially the kind similar to extermination of a big serpent of Susanoo-no-Mikoto, appearing in the Japanese creation myth), 4) the legends concerning other animals and plants (especially the ones regarding tigers and snakes), 5) the legends about the origin of the names of places, and 6) other items in the legend sector. In the collected items of folktales, it can be known that the intention of the Japanese Government-General of Korea was nothing but to collect basic materials for grasping the identity and characteristics of people of Joseon.
The overview of folkloristic meaning found in a few folktales contained in the report is as follows:in the folktales of Hamgyeongbuk-do, the tales associated with the origin of the racial migration and the progenitors were mainly reported, so it would provide important information for studies looking for source and roots of Joseon nation, in addition to the study of folktales. The Japanese imperialism used the folktales of Joseon as a means of finding evidence of theory of Japan and Joseon sharing the same ancestry in the perspective of comparative cultural studies. The Japanese Government-General of Korea was particularly interested in recording of similar folktales of Korea and Japan through the report, and such tales will provide much information for comparative studies of folktales in Northeast Asia, such as migration and spread of folktales in Korea, China and Japan, the Northeast Asia. On the other hand, as looking at the result of individual folktales in this material, it can be found that the thought of loyalty and filial piety in the Joseon Dynasty was deeply reflected in the tales, and it is estimated that this was because the material kept the original form of folktale in the period of Joseon before they were adapted and transfigured as they went through the modern times.
