재난 지역에서 예술 축제가 가지는 특징과 의미분석 － 이시노마키(石巻)시 Reborn-Art Festival을 중심으로 (Disaster area and Art Festival ‒ Reconstruction of Living Spaces and Resident Participation)

초록

이 논문에서는 일본 이시노마키(石巻)시 재난복구 예술 축제(Reborn-Art Festival)의 특징과 의미를 분석한다. 이시노마키 지역에서 재난복구 예술 축제(Reborn-Art Festival)이 개최되는 배경, 프로그램의 특징, 지역경제에 미치는 파급효과 그리고 지역의 예술 축제가 지역에 미치는 영향에 주목하여 분석한다. 마지막으로 재난복구 예술 축제(Reborn-Art Festival)이 지역사회에서 차지하는 의미와 지역 활성화의 관련성에 대해서 살펴본다.
이시노마키 재난복구 예술 축제(Reborn-Art Festival)는 지역사회에서 인간이 살아가는 지혜를 재발견, 회복할 수 있도록 지역의 자원, 지역의 가치, 지역의 매력을 발굴하여 이것을 활용하는 것이지역의 지속가능성 회복에 목표를 두고 출발하였다. 2011년에 발생한 동일본대지진의 피해 복구와 지역 이노베이션 창출에 중점이 두어졌다. 재난복구 예술 축제(Reborn-Art Festival)는 「Art」, 「음악」 그리고 「음식」을 주제로 지역의 예술, 음식문화를 재발견하고, 지역 주민의 ‘생활 공간 재구축’을지원하고 있다. 대지진으로 상실된 주민들의 생활 공간, 생존 능력을 예술 축제 과정에서 복원하고재구축하는 것이 목표이다. 주민과 외부 작가들, 방문객의 참여와 협업 과정이 지역 예술 축제이다.
재난복구 예술 축제(Reborn-Art Festival)는 지역 주민이 문화예술 활동에 관심을 가지는 계기를 제공한다.

영어초록

Drawing on the experience of the earthquake and COVID-19 pandemic situations, this study is an attempt to analyze how music and art activities connect people, strengthen community identity, encourage public participation, and how music festivals contribute to local revitalization through new values and roles of reconstructing local living spaces. In local communities, citizen participation has expanded beyond traditional participation in the administrative process. In Japan, local government management led by the administration has reached its limit. Citizen power through active participation of residents is necessary.
1990s, local governments have been suffering financially. It may be difficult for local governments to ensure the sustainability of their communities on their own.
In the future, more and more active community participation by residents will be required. Music and art festivals will be an important means of inducing community participation by residents. Recently, as you can see at the Ishinomaki City Re-born Art Festival, we are also paying attention to the innovation of technologies, ideas, and know-how that have been accumulated in the local nature, environment, ingredients, history, and living space. The experience of the 3.11 and COVID-19 pandemics has also brought about a significant change in the relationship between the region and the music and art festivals. In the case of the Ishinomaki Re-born Art Festival, the goal is to rebuild the living space of the area destroyed by the earthquake.
The Re-born Art Festival aims to harness musical and artistic resources, bring about creative innovation in the community, and ensure the viability and sustainability of local residents. The role of music and art festivals is evolving.
Residents actively participate in the Re-born Art Festival. They participate in volunteer activities, provide exhibition facilities for their works, necessary materials for the production of their works, and make donations. Resident participation promotes innovation in the community.
