초록

한‧일 고대 문헌을 살펴보면 독도 영유권 문제를 둘러싸고 한‧일 간 異見이 없었음을 알 수 있다. 독도는 그동안 한국에 의해 그 소유권이 인정되었으며 역사적으로도 신라시대부터 한국의 영토였다. 그러나 근대 이후 일본은 대륙으로 세력을 확장하기 위해 독도 침탈을 시작으로 일련의 침략 전쟁을 도발하여 독도의 영유권이 문제가 되기에 이르렀다. 제2차 세계대전이 끝난 후 동맹국들은 독도가 일본의 영토가 아니므로 한국에 반환해야 한다고 명시하였는데 이것이 독도 문제 해결의 종착점이어야 했다. 그러나 냉전시기 미국은 일본과 한국을 동북아의 군사적 동맹으로 끌어들이기 위해 일본을 두둔하는 이른바 “중립적” 입장을 취해왔고, 이로 인해 한국과 일본의 독도 영유권 논란이 끊임없이 격상되기에 이르렀다. 냉전이 끝난 후 한일 양국 관계는 미묘한 변화를 겪었으며 독도 영유권 문제도 다시 이슈화되면서 점차 격화되기에 이르렀다.
독도 영유권은 고대~근대까지 줄곧 한국에 속했다가 일본침략으로 일본에 넘어갔다. 이 문제가 지금까지 지속된 것은 한‧일 양국의 해양권익 쟁탈과 역사적 갈등의 연장선상에서 비롯된 것으로 보이지만, 실은 냉전적 사고에서 비롯된 미국의 의도적인 결과이다. 2000년대 이후 한‧일 양국 학계는 독도 영유권 문제를 둘러싸고 여러 차례 논쟁을 진행하여 論戰의 국면을 초래하였다. 한‧일 사이의 독도 논쟁에서 가장 핵심적인 문제는 한국과 일본 사료 속의 독도가 울릉도 부속 섬인가 하는 문제에 있다. 사료에 대한 고찰을 통해 독도가 울릉도의 부속 섬임을 알 수 있다. 그러나 미국과 한‧일 간의 구조적인 국가관계 때문에 독도 문제 해결의 주도권을 한국과 일본이 아닌 미국이 쥐고 있는 것이 문제이다. 미국은 독도 영유권 문제의 해결에는 관심이 없고 한‧일관계의 “쐐기”(楔子) 역할로 한‧일 양국이 서로 적대시하고 싸우게 하는 것에만 집중했다. 한국은 독도가 한국 영토라는 확고한 입장을 견지하고 끊임없는 노력과 국제사회의 지지를 통해 궁극적으로 독도의 영유권 문제를 해결하여 한국의 주권과 영토 완정을 수호하여야 한다.

영어초록

Examining ancient Korean and Japanese literature reveals that there has been no historical disagreement between Korea and Japan regarding the territorial rights over Dokdo Island. Dokdo has consistently been acknowledged as part of Korean territory, and historical evidence dating back to the Silla Dynasty solidifies its status as Korean territory. However, in modern times, Japan pursued territorial expansion to the mainland and launched a series of aggressive wars, including the invasion of Dokdo, leading to a shift in the territorial claims over the island.After World War II, the Allied Powers explicitly stipulated that Dokdo was not Japanese territory and should be returned to Korea, marking what should have been the resolution of the Dokdo issue. Nevertheless, during the Cold War, the United States, aiming to cultivate Japan and South Korea as military allies in Northeast Asia, adopted a seemingly “neutral” stance that favored Japan, perpetuating the territorial dispute over Dokdo between the two countries. Following the end of the Cold War, the delicate dynamics between South Korea and Japan underwent change, reigniting the Dokdo territorial dispute, which escalated progressively.Throughout history, be it in ancient or modern times, Dokdo's ownership has consistently belonged to Korea, with its brief deviation to Japan owing solely to Japan's aggression. The persistence of this issue seems rooted in the continuation of maritime rights conflicts and historical grievances between South Korea and Japan, but it is essentially a product of deliberate maneuvering by the United States, driven by Cold War-era thinking. In the 21st century, scholars from South Korea and Japan have engaged in multiple debates concerning the territorial dispute over Dokdo, giving rise to a prolonged dispute. The central question in the Dokdo dispute lies in whether Dokdo is an affiliated island of Ulleungdo in Korean and Japanese historical records. Scrutiny of historical sources unequivocally establishes Dokdo as an affiliated island of Ulleungdo.However, due to the structural national relations between the United States, South Korea, and Japan, the initiative to resolve the Dokdo issue does not rest within the control of the two countries involved but rather lies with the United States. The United States is not concerned about whether the issue of Dokdo's territorial rights can be resolved; instead, it strategically employs this matter as a “wedge” to perpetuate animosity and discord between South Korea and Japan. South Korea must maintain a resolute stance, firmly asserting that Dokdo belongs to its territory. By persistently striving for a resolution and garnering support from the international community, South Korea can ultimately resolve the Dokdo territorial dispute and ensure its sovereignty and territorial integrity. This section primarily examines the ancient historical records of South Korea and Japan to demonstrate indisputably that Dokdo's territorial rights belong to South Korea.
