초록

이 글은 1930년 초반 금강산과 관련한 일련의 종합대책회의의 개최 배경과 함께 회의의 구체적인 논의 과정에 대한 고찰을 통해서 1930년에 이러한 회의가 개최되었던 역사적 경로를 규명하고 금강산을 둘러싸고 각자 다른 이해관계를 보이는 주체를 포착하는 것을 목표로 했다.
‘금강산 보승에 관한 타합회’는 대외적으로는 1920년대 후반, 일본에서 국립공원 제도 시행과 관련한 구체적인 시도들이 진행되는 것을 배경으로 하고 있었다. 대내적으로는 1929년 조선박람회 개최와 금강산전철 단발령 터널 개통이 계기로 작용했다. 당시 총독부는 금강산을 찾는 탐승객이 크게 늘어나면서 관광자원으로서 금강산이 갖는 가치를 재인식하게 됐고, 1929년 농림대회에 참여한 국립공원 관련 전문가들의 금강산에 대한 높은 평가 역시 총독부가 금강산 관리에 적극적으로 착수하게 된 배경으로 작용했다.
정무총감을 위시로 총독부, 강원도, 금강산전철 관계자까지 참석한 회의에서 산림부는 금강산의 관리를 산림부가 맡는 것이 적절하다는 총독의 의중을 바탕으로 이 회의의 주관부서로 위치를 분명히 했다. 금강산전철은 내금강 장안사 일대의 개발과 함께 내금강에서 비로봉을 거쳐 외금강으로 나아가는 주요 탐승로의 개선 등을 요구하면서 회의를 주도했다. 이를 위해서 금강산전철은 철도계에서 상당한 경력을 쌓아온 안도 마타사부로를 전무로 위촉하면서, 총독부와의 협상력을 높이고자 했다.
금강산전철과 총독부 사이의 의견이 좀 더 극명하게 갈린 부분은 향후 금강산 개발관리에 필요한 예산 조달 방법이었다. 금강산전철은 10년 동안 100만원의 사업비를 확보해야 한다는 예산안을 내세웠지만, 곧바로 철도국의 반발에 직면했다. 철도국은 외금강 온정리를 중심으로 한 관광지 정비를 완성한 상황에서 금강산의 조속한 개발의 필요를 느끼지 못했다. 그리고 1929년 대공황 이후 예산의 추가적인 부담을 극히 경계하고 있는 상황에서 금강산 개발에 예산을 투입하는 것에 대해서 소극적인 태도를 보였다.
또한 금강산전철도 쿠메 사장의 갑작스러운 사망과 금강산 개발을 주도했던 안도 전무의 퇴진 등 내부 상황으로 인하여 추가적인 예산 부담이 어려워졌다. 이에 총독부 산림부가 자체적으로 사업예산을 확보하고자 했으나 이마저 무산되면서 금강산 국립공원 지정을 위한 첫 단추를 매끄럽게 끼지 못하는 결과를 낳았다. 이러한 한계에도 불구하고, 1930년 금강산 보승에 관한 타합회는 일제 강점 이후 금강산과 관련한 나름의 이해관계를 구축한 다양한 주체의 입장이 노출, 조정되는 계기로 작용했다.

영어초록

Through an examination of the context in which a series of meetings were held in the early 1930s regarding Geumgangsan, as well as the specific discussions that took place at these meetings, this article aims to identify the historical pathways through which these meetings were organized in 1930 and to capture the different actors with different interests in the mountain.
Externally, the meeting was set against the backdrop of concrete attempts to implement a national park system in Japan in the late 1920s. Internally, it was triggered by the 1929 Chosun Expo and the opening of the Geumgangsan Railway’s Danbaljeong Tunnel. The significant increase in the number of tourists visiting Geumgangsan made the governor general realize the value of Geumgangsan as a tourism resource, and the high evaluation of Geumgangsan by national park experts who participated in the 1929 Agriculture and Forestry Congress also contributed to the governor general’s decision to actively manage the mountain.
At the meeting, which was chaired by the Chief Minister and attended by representatives from the General Administration, Gangwon Province, and Geumgangsan Electric Railway, the Ministry of Forestry made its position clear as the organizer of the meeting, based on the Governor General’s intention that it was appropriate for the Ministry of Forestry to take over the management of Geumgangsan. Geumgangsan Railway led the meeting by calling for the development of the Jangansa area of the Inner Geumgang River and the improvement of the main trail from the Inner Geumgang River through Birovong to the Outer Geumgang River. To this end, Geumgangsan appointed Matasaburo Ando, who has considerable experience in the railroad industry, as its executive director to increase its negotiating power with the governorate.
One of the more stark disagreements between the two sides was how to finance the future development of Mount Kumgang. Geumgangsan Electric Railway proposed a budget of 1 million won over a 10-year period, but was immediately met with opposition from the Ministry of Railroads, which did not see the need to develop Geumgangsan as soon as it had completed its tourist attractions centered around the Onjeongri River. It was also extremely wary of further straining its budget after the Great Depression of 1929 and was reluctant to invest money in the development of Geumgangsan.
In addition, internal circumstances such as the sudden death of Kume, the president of the Geumgangsan Electric Railway, and the resignation of Ando, who led the development of Geumgangsan, made it difficult to put additional budgetary pressure on the mountain. In response, the Ministry of Forestry of the Governor General tried to secure its own budget for the project, but this was unsuccessful, and the first steps toward the designation of Geumgangsan National Park were not smooth. Despite these limitations, the 1930 Conference on the Preservation of Geumgangsan served as an opportunity to expose and reconcile the positions of various actors who had established their own interests in the mountain after the Japanese occupation.
