초록

이 글은 ‘북중러 접경 두만강 다국적도시’ 개발계획에 내재한 탈분단 및 평화구축의 서사성을 규명하고자 했다. 김석철의 두만강 다국적도시 개발계획은 한반도 평화와 통일, 그리고 동북아시아 관계의 화해와 공존에 관한 서사이다. 국가의 등장으로 멈춘 접경의 시간을 재생하는 원형 성채도시라는 이 공간의 외형은 국가 이전의 공동체에 대한 지향이면서 동시에 국가 중심의 현존하는 세계와의 단절, 또는 그것으로부터의 해방을 표상한다. 이처럼 무엇보다 현실적이고 구체적이어야 할 개발계획에 내포된 잠언적 표상들로 인해 김석철의 두만강 다국적도시 구상안은 하나의 서사적 세계로 이월된다.
이 개발계획은 2014년 언론에 의해 공개되자마자 정부로부터 부인되는 운명을 맞이하면서 서사적 긴장이 극대화되었다. 김석철의 개발계획이 한반도 평화와 통일, 환대하는 동북아시아 사이의 관계에 관한 서사에서 출발했기 때문에, 두만강 다국적도시 구상안은 국가주의와의 경합을 내포하고 있다. 정부가 서둘러 이 개발계획을 공식적으로 부인한 것은 이것이 수행하는 재현정치로 인해 국가주의의 한계에 맞닥뜨렸기 때문일 가능성이 있다.
김석철은 정부가 수용하지 않은 이 개발계획을 전시회, 심포지엄, 출판과 언론을 통해 서사화하기 시작했다. 이러한 현상은 다국적도시 구상안에 내포되어 있었던 국가주의와 경합을 벌이던 모델들이 사회적으로 실천되는 과정이기도 했다. 국가 중심이 아닌 개인과 대중들 사이의 다자적 협력 모델로서 거버넌스를 구축하는 과정이자, 국가가 주인이었던 평화와 통일정책에서 국가의 자리를 지우는 실천들이 이 다국적도시 구상안을 매개로 이어졌다. 김석철의 북중러 접경 다국적도시 구상은 개발이라는 언어로 씌었으나 그 언어로는 담을 수 없는 환대하는 공동체로서의 한반도와 동북아시아를 상상했다는 점에서 서사적 산물이다.

This paper attempted to clarify the narrative of post-division and peace-building inherent in the development plan of the “Tumen River Multinational City bordering North Korea, China and Russia”. Kim Seok-cheol's Multinational City Development Plan on the Tumen River is a narrative of peace and reunification on the Korean Peninsula, and reconciliation and coexistence of Northeast Asian relations. The outer form of this space, called an archetypal fortress city that represents the bordering time stopped by the emergence of the state, is an orientation for the pre-state community and at the same time represents a liberation from the existing world centered on the state. Above all, thanks to the proverbial representations implied in the development plan, which should be more realistic and concrete, Kim Seok-cheol's concept plan for the Tumen River multinational city is carried over to a single narrative world.
As soon as this development plan was released by the media in 2014, it faced the fate of being denied by the government, maximizing the narrative tension. Since Kim Seok-cheol's development plan began with a narrative on the relationship between peace and reunification on the Korean peninsula, and the welcoming Northeast Asia, the concept of the Tumen River multinational city implies competition with nationalism. It is possible that the government hastily officially denied the development plan because it felt a threat to the politics of representation it carried out.
Kim Seok-cheol began narrating this development plan, which the government did not accept, through exhibitions, symposiums, publications and the press. This phenomenon was also a process in which the models competing with the nationalism contained in the concept of multinational cities were socially practiced. The process of establishing governance as a model of multilateral cooperation between individuals and the public, not centered on the state, and the practice of clearing the position of the state in the policy of peace and unification, where the state was the master, led to this multinational city initiative. Kim Seok-cheol's concept of a multinational city bordering North Korea, China and Russia was written in the language of development, but it is narrative in that he imagined the Korean Peninsula and Northeast Asia as a welcoming community that could not be contained in that language, and in that he carried out a representational politics of nationalistic development.
