통감부의 초등학교 역사교육정책과 역사인식 (Education Policy of the Japanese Residency-General in Korea and its History Education)

초록

근대로의 전환기에 역사교육은 새로 구성되는 국민에게 근대 국민의식을 일깨우는 도구였다. 본 연구는 일제의 통감부에서 실시했던 역사교육이 한국인 학생에게 어떠한 역사적 이미지와 가치관을 주입하려고 했는지 밝히고자 했다. 이를 위해 학부에서 편찬한 『國語讀本』과 『日語讀本』에 실린 역사교재를 분석하면서, 오랫동안 한국인의 역사교재로 사용되었고 당시에도 널리 사용되었던『童蒙先習』과 한국인의 독립의식을 형성하고자 민간에서 간행된 역사교과서의 내용을 대조해 보았다.
전통적인 유학의 事大字小의 가치 속에서는 한국은 중화문명의 중심인 중국으로부터 구석에 치우친 작은 나라였음에도 불구하고 중화문명을 구현하는 小中華로서의 자부심을 가르칠 수 있었다. 근대의 가치는 달라졌다. 이제는 국가의 독립을 지킬 수 있는 힘이 가치기준이 되는 시대가 되었다. 개화기에 새롭게 쓰여진 교과서에서 한국은 단군으로부터 시작되는 독자적인 역사적 기원과 문화를 갖고 이웃나라인 중국과 일본의 침략을 극복해 내며 오랫동안 독립을 지켜온 나라로 기술되었다. 이에 대해 통감부는 한국 역사의 독자성을 부정하고 ‘隣邦과의 관계’에 초점을 맞춘 역사 교재를 구성하였다.
그에 따르면 다음과 같다. 한국은 단군을 역사의 시조라고 하고 있으나 독자적인 역사적 기원은 불분명하며, 文弱하고 독립심이 없는 작고 약한 나라였다. 영토를 접하고 있던 중국은 이러한 한국을 끊임없이 침략했으며 속국 취급을 했다. 이와는 대조적으로 일본은 한국과 교류가 빈번하고 우호적인 관계에 있었으며 군사적으로 한국을 도와주기도 했다. 일본은 근대에 들어와서는 두 번의 전쟁을 통해 중국의 속국 취급을 받던 한국을 독립국으로 만들어주었다.
이러한 역사 기술은 물질적인 힘과 이를 뒷받침하는 서양문명으로 가치기준이 전환하는 시점에서, 한국의 이미지를 독자성이 결여되고 자신의 나라를 스스로 지킬 힘이 없는 나라로 그려냈다. 크고 강한 ‘인방과의 관계’ 속에서 ‘작고 약한 나라’라는 자기 인식은 자신이 속한 공동체에 대한 자부심을 빼앗고 열등감을 불러일으킬 수 있다. 통감부의 역사교육은 단군을 언급하는 등 명분상으로는 한국을 독립국으로 인정해야 하는 상황을 반영한 부분도 있지만, 이후 본격적으로 전개될 식민지 역사교육의 한국사의 이미지는 이미 확고하게 자리잡고 있었다. 한국은 현재에도 작고 약한 나라이며 역사적으로도 스스로 자국의 독립을 확보하고 발전시킬 능력이 없었다는 역사적 이미지는 일본의 한국 침략과 식민지 지배를 정당화하는데 요긴하게 사용될 수 있었다.

영어초록

History education was a tool to awaken the newly composed public to the modern national consciousness at a turning point to the modern era. In the article, I tried to clarify with what historical image and value the Japanese Residency-General tried to inculcate the Korean students through history education. For this, I analyzed history teaching materials inserted in “Korean reader” and “Japanese reader”, and compared them with the contents of “Dongmongseonseub” which had been used as a history textbook for the Korean students for a long time and was used at that time and the contents of a history textbook published privately to form nationalism.
In traditional Confucian value of respecting the strong and comforting the weak, Korea could teach pride as a little China realizing the Cinic civilization to the students in spite that Korea was a small country located in a remote corner from China, the center of the Cinic civilization. But modern value was different from the traditional one and it was a time that the standard of value was the force to keep national independence. In the textbook newly published in the flowering stage, it was written that Korea had its own history and culture originated from Dangun and depended itself from China and Japan’s aggression and kept its independence for a long time. Regarding this, The Japanese Residency-General denied Korea’s historical identity and made a historical textbook focused on the relationship with neighboring countries.
According to the textbook, Korea considered Dangun as the progenitor of Korean history, however, its historical origin was unclear and Korea was an effeminate, small and weak country without the spirit of independence. China bordering Korea constantly invaded Korea and treated Korea like a subject state. By contrast, Japan frequently engaged in interchanges with Korea, and maintained friendly relations with Korea, and had helped Korea militarily. Recently Japan made Korea which was treated like a subject state by China an independent state through two wars.
Like this, at the turning point of the standard of value to physical force and the Western culture supporting it, the Japanese Residency-General described that Korean image was lack of its own originality and Korea was a state having no power to keep its independence for itself. In relations to the big and strong neighboring countries, self-awareness that Korea was a small and weak state could take away Korean people’s self-confidence about their own community and arouse an inferiority complex.
Though there were some parts reflecting the situation that outwardly Japan should admit Korea to be an independent state by mentioning Dangun in history education, the image of Korean history already put down roots firmly in the Japanese Residency-General’s colonial history education that would be taught regularly since then. The historical image that Korea was a small and weak country then and historically it had no capability to secure and develop its independence for itself could be vitally used for justification of Japanese invasion of Korea and its colonial rule.
