초록

이 글은 한국국학진흥원에서 소장하고 있는 「성산이씨 홍와고택」 고문서 중 국채보상운동과 관련한 자료를 중심으로 경북지역 국채보상운동의 전개 양상과 그 특징을 정리한 것이다. 「성산이씨 홍와고택」에서 한국국학진흥원에 기탁한 자료는 고서 1,739책, 고문서 7,952점, 기타유물 37점 등 모두 9,728점에 달하는 방대한 분량이다. 그 가운데 주목할 자료는 국채보상운동 관련 자료로서 약 50여종이며, 국채보상운동의 전후사정을 알 수 있는 내용을 담고 있다. 특히 또한 국채보상운동의 쇠퇴 후 모금한 기금을 신학교 건설을 위한 자금으로 사용하였다는 기록이 있는 간찰 등도 확인되었다. 국채보상운동 관련 자료는 운동이 시작되기 전의 상황과 고령 지역에서의 활동 내역, 이후 의연금의 사용 내역 등이 고스란히 전해져 국채보상운동의 전개 과정과 독립운동사에 있어 중요한 자료이다.
고령지역 국채보상운동은 혁신유림이 주도하는 가운데 ‘대동단결’에 의한 사회질서를 모색한 점에서 중요한 의미를 가진다. 성리학적 지배질서를 통한 향촌공동체의 강화, 즉 한주학파는 시대의 흐름을 보아 실현 가능성이 거의 없는 향촌 자치에 입각한 유교의 보편주의를 내세우게 되었다. 개항 이후 경북 고령은 유림의 본고장으로 충의관에 입각한 변혁운동을 도모했던 지역이다. 이른바 한주학파는 전통적인 관점에서 벗어나 새로운 서구사조를 수용하는 데 적극적이었다. 사회진화론이나 만국공법 수용은 ‘교조적인’ 성리학적인 가치관에서 벗어나 유연한 입장을 견지할 수 있었다. 명성황후 시해사건이나 단발령 시행에도 직접적인 저항보다 일제 침략의 불법성을 열강에 적극적으로 알리는 데 노력하였다. 이러한 인식은 이후 일제 침략과정에 그대로 투영되어 실천적인 문제로 귀결되었다.
국채보상운동은 처음부터 순수한 애국 충정에서 각지에서 자발적으로 일어난 것으로서, 전국적인 통일된 지휘체계 하에서 진행된 것이 아니었다. 때문에 일제의 방해･탄압 책동에 효과적으로 대응하지 못하고 끝내 좌절되었던 것이다. 운동이 비록 좌절로 끝나긴 하였으나 국권 회복을 위한 투쟁의 하나로서 그 역사적 의의는 큰 것이었다. 국채보상운동에 참여한 수많은 대중들은 자신들이 국가의 주인이라는 국가의식을 크게 신장시켰으며, 동시에 민족공동체 의식을 깨우치게 되었다.

영어초록

This study has organized promotional aspects and characteristics of the National Debt Repayment Movement in the area of Gyongbuk Province. Its focus is on materials concerning the Movement out of those found in Heungwa Old House of the Lee Family, originating from Seongsan and housed by the Advanced Center for Korean Studies. The materials found in Heungwa Old House of the Lee Family from Seonsan and entrusted to the Advanced Center for Korean Studies are vast, amounting to 9,728 items in all: 1,739 antique books, 7,952 documents, and 37 other relics. Some 50 materials out of those items are notable, relating to the National Debt Repayment Movement and including contents which reveal the situation of the Movement. A letter was found to reveal that some of the fund collected for the Movement was appropriated for the construction of a seminary school after the passion for the Movement declined. Materials regarding the National Debt Repayment Movement demonstrate the situation before the movement began, the activities of the Movement in the area of Goryeong, and detailed expenditures of the donation. These materials are very important to understanding the promotion of the National Debt Repayment Movement and the history of the Independence Movement.
The National Debt Repayment Movement in the area of Goryeong was led by radical Confucian scholars, who sought social order in unity. This is very important in that those belonging to the Hanju School insisted on Confucian universalism based on community autonomy by strengthening the village community through the Neo-Confucian order of domination, which seemed implausible in terms of the trends at the time. After opening the port to foreign countries, the area of Goryeong, in Gyeongbuk Province, attempted to conduct a revolutionary movement based on the notion of loyalty as the home of Confucian scholars. That is, the Hanju School was willing to follow the new Western spirit of the time, leaving behind the traditional viewpoints. As for accepting social evolutionism and international public laws, the Confucian scholars of the Hanju School were more flexible, not clinging to Neo-Confucian values as the dogma. Faced with the incident of the murder of Queen Myeongseong in 1895 and the enforcement of the topknot-prohibiting ordinance, they did not resist such Japanese actions directly, but instead, made every effort to make the illegality of the Japanese Occupation known to the Western powers. Such cognitive attitudes were reflected in the course of the Japanese invasion, and later came into practice.
The National Debt Repayment Movement came about voluntarily all across the country from the beginning based on genuine patriotism and loyalty, not progressing under the national unified leadership. Therefore, the Movement did not respond effectively to the Japanese hindrance and repressive maneuvering, in the end giving way to them. Despite its failure, the Movement still holds great historic meaning as one of the struggles for the restoration of national sovereignty. A great number of people who participated in the National Debt Repayment Movement greatly enhanced the idea that they were the lords and ladies of their nation and came to realize the national sense of their community.
