‘전염병 도시’ 경성의 비판적 검토: 통계 자료를 중심으로 (A Critical Review of Gyeongseong as an ‘epidemic city’: Focusing on Statistical Data)

초록

일제강점기 경성은 당대부터 현재에 이르기까지 명실상부한 ‘전염병 도시’로서 표상되어왔다. 이러한 평가는 비판적인 고찰 없이 수용되고 재생산되어왔으며, 가장 기본적인 논거가 되어야 할 당대 경성의 전반적인 전염병 유행 상황조차 제 대로 파악된 적이 없었다.
본고는 경성의 전염병 유행 상황을 객관적·상대적·시계열적으로 파악함으 로써 경성의 ‘전염병 도시’론을 재검토한 최초의 시도이다. 일제강점기 조선의 전 염병 통계에는 조선인의 상황이 거의 반영되지 않았기 때문에 일본인의 통계치 를 이용하였고, 경성의 상대적 평가를 위하여 일본 본토의 다양한 통계를 활용하 였다.
1914∼1937년 경성부 거주 일본인의 법정 전염병 8종 사망률은 조선 전역보 다는 다소 높았지만, 일본 전역이나 6대 도시(도쿄, 오사카, 나고야, 교토, 고베, 요코하마)보다는 상당히 높았다. 그러나 1930년대에 들어서는 경성부의 법정 전 염병 8종 사망률이 크게 낮아져 6대 도시의 수준에 근접하였다. 질병별로 차이 는 있었지만, 수인성 전염병 3종의 사망률은 6대 도시와의 격차가 상당히 줄어들 었다. ‘전염병 도시’라는 꼬리표가 확산하고 고착화한 시기에 경성의 실제 전염병 유행 상황은 그러한 오명과는 다소 거리가 있는 것이었다.
그러나 본고는 경성 주재 조선인의 상황을 추측에 의존할 수밖에 없는 한계를 지닌다. 이러한 한계를 극복하고 일제강점기 경성부의 현실을 더욱 정교하게 규 명하는 작업이 과제로 남는다.

영어초록

During the Japanese colonial era, Gyeongseong (Keijo, an old name for Seoul) has been represented as an ‘epidemic city’ from the time to the present. This evaluation has been ac- cepted and reproduced without critical consideration, and even the overall epidemic situa- tion in Gyeongseong, which should be the most basic premise of such arguments, has never been properly grasped.
This paper is the first attempt to reexamine the theory of Gyeongseong as an ‘epidemic city’ by objectively, relatively, and time-sequentially grasping the epidemiological situa- tion in Gyeongseong. Since the situation of Koreans was hardly reflected in the statistics of communicable diseases in Joseon during the Japanese colonial period, statistics of Japanese people were used, and various statistics of mainland Japan were used for the relative evalua- tion of Gyeongseong.
From 1914 to 1937, the mortality rate of eight notifiable communicable diseases in total among Japanese residents of Gyeongseong was slightly higher than that of the whole of Joseon, but significantly higher than that of all of Japan or the six major cities (To k y o , Osaka, Nagoya, Kyoto, Kobe, and Yokohama). However, in the 1930s, the mortality rate of eight notifiable communicable diseases in total in Gyeongseong decreased significantly, approaching the level of the six major cities. Although there were differences by disease, the mortality rate of three waterborne communicable diseases in total in Gyeongseong, signifi- cantly narrowed the gap with the six major cities. At the time when the label of ‘epidemic city’ spread and became fixed, the actual epidemic situation in Gyeongseong was somewhat far from such a stigma.
However, this paper has a limitation in that it has no choice but to rely on speculation about the situation of Koreans living in Gyeongseong. Overcoming this limitation and clari- fying the reality of Gyeongseong during the Japanese colonial era more elaborately remains as a task.
