공공이라는 이름의 치유: 한 대기업의 해외 자원봉사활동을 통해 본 한국 사회‘반(反)빈곤’과 ‘대학생’의 지형도 (Public Therapy: Ethnographic Research on a Corporate-sponsored Volunteering Abroad among University Students in South Korea)

초록

본 연구는 대학생 해외 자원봉사가 한국의 대학 사회를 특징짓는 가시적인 문화현상의 하나로 등장한 맥락을 이해하려는 시도이다. 연구자의 문제의식은 두 가지 질문으로구체화된다. 첫째, 현재 범람하는 해외 자원봉사가 대학생이라면 응당 도전해 봄직한 기회이자 반빈곤활동의 상시적인 장으로 등장하게 만든 조건은 무엇인가? 둘째, 해외 자원봉사의 핵심 주체로 호명된 대학생이 실제 활동에 부여하는 의미는 프로그램의 기획과 비교하여 어떤 차이를 갖는가? 첫 번째 문제의식의 경우, 연구자는 해외 자원봉사,국제협력 및 개발, 기업의 사회공헌에 대한 문헌 검토를 통해 대학생 해외 자원봉사활동이‘빈곤’과‘대학생’에 대한 새로운 통치이성이 조우하는 지점에 위치하고 있음을 주장하고 있다. 두 번째 질문에 대한 답을 구하기 위해 연구자는 사회공헌활동이 활발한한 대기업에서 주최하는 한중 대학생 해외 자원봉사활동에 대한 현지조사를 진행했는데, 이 과정에서 연구자가 발견한 것은 해외 자원봉사가 경제적 빈곤에 대한 적극적 개입이라기보다는 무한경쟁에 내몰린 대학생의 마음의 빈곤을 어루만지는‘공공’이라는 이름의‘치유’기제로 작동한다는 점이다. 사회에서‘정상적’이라 가정되는 궤도를 벗어나지 않는 상태에서 고립과 결핍에 대한 즉각적인 보상과 치유를 바라는 심리는 결국 봉사활동 전 과정에서 자족적·분절적인‘에피소드’를 양산하는 것으로 귀결되는데, 각각의 에피소드에서 개인적 치유에 대한 바람과 사회적 공생에 대한 희구는 엄격히 분리되지 않는다. 연구자가 강조하고 싶은 것은 에피소드식 활동의 연쇄 속에서 완벽한 치유,완벽한 공생이란 불가능하다는 점, 대학생 해외 자원봉사를‘글로벌 리더’를 향한 자기계발의 과정으로 찬양하는 수사를 거두고 봉사활동의 주체로 호명된 대학생이 미봉(彌縫)하고 있는 불안의 정체를 규명하는 작업이 선행되어야 한다는 점이다.

영어초록

This article explores the phenomenon of overseas volunteering that has recently emerged in South Korean universities. My inquiry is two-fold, encompassing both the social conditions for the emergence of overseas volunteering and also the university students’ experiences and responses. First, I explain the conditions under which such a project has come into existence, both as a common field of anti-poverty intervention and as an attractive opportunity in which students are encouraged to participate actively. My exploration is based on textual analysis of overseas volunteering activities, international development, and corporate social responsibility in South Korea and beyond. I argue that volunteering abroad is situated at the convergence of new governmental rationalities of“ poverty”as“ light”intervention, now undertaken without any criticism or questioning of structural violence under capitalism, and in the context of the “university student”being viewed as a selfdeveloping subject who is expected to increase global competitiveness.
Second, how do university students experience, interpret and respond to the project that interpellates them as the subjects of volunteering abroad? What does the friction between their practices and the official discourses of voluntarism and participation tell us about the condition of youth amidst the normalization of“ growth without employment”and increasing competition in the job market? Towards this end, I have examined the processes in which South Korean students performed a corporate-sponsored volunteering activity in China. What intrigues me is that volunteering abroad does not alleviate economic poverty so much as it operates as “public therapy”which cures the “poverty of the mind”for students who are wounded by fierce competition and life insecurities. However, these students’ struggles to pursue what their society deems a “normal”life end up producing a series of self-sufficient, segmented“ episodes”in volunteering activities, which suture their wounds only temporarily. Ethnographic research on volunteering abroad prompts us to pay attention to rampant anxieties among youth rather than celebrate it as a process of self-development toward global leadership, as often narrated by government and corporate bodies.
