제도화 과정과 갈등적 협력의 동학: 한국의 반(反)성폭력운동과 국가정책 (Institutionalization as a Conflictual Process: The Movement to End Violence Against Women and the State Policies in South Korea)

초록

사회운동론의 ‘제도화’ 개념은 여성운동의 제도화에 관한 연구들에 폭넓게 적용되어 왔으나 여타의 사회운동과 운동조직을 준거로 삼는 제도화 논의가 여성운동, 특히 여성폭력과 관련된 페미니스트조직에 얼마만큼 적합성을 갖는가에 대해서는 의문의 여지가 있다. 이 연구는 기존의 제도화 개념이 갖는 한계에 대한 고찰과 이론적 재구성을 토대로 제도화 과정의 역동성을 포착할 수 있는 대안적인 분석틀을 발전시키고, 이를 적용하여 한국사회의 역사적 맥락 속에서 전개된 여성폭력추방운동(반성폭력운동)의 제도화 과정을 분석하는 것에 목적을 두고 있다. 여성폭력추방운동 안에서 불균등하게 발전하고 상이하게 구조화되는 현장, 담론, 연대의 세 가지 차원에서 볼 때, 1980년대의 정치사회적 조건에서 시작된 한국의 반성폭력운동은 현장 상담소조직의 확산이나 담론정치의 급진화에 비하여 여성운동의 연대 발전이 선행하였다. 정치적 기회구조가 변화되는 1990년대 초반부터 국가와 운동의 ‘갈등적 협력’이 개시될 수 있었으나 여성폭력 관련 법제화가 궤도에 오르고 정책이 시행되면서 운동환경의 변화가 야기되고 국가와 현장조직 간의 지식 교환 방향이 점차 역전되었다. 따라서 2000년대에 들어와 국가에 의한 포섭/배제의 압력이 전보다 높아지고 갈등적 협력의 위기가 가시화되지만, 반성폭력운동을 수행하면서 상담소조직을 운영해 온 여성단체들의 대응 양상은 신중하면서도 과감한 전략적 선택으로 나타나고 있다. 이 연구는 현장, 담론, 연대 차원의 발전에서 반성폭력운동의 자율성을 뒷받침하는 자율역량의 요소들을 분석함으로써 그 이유를 해명하고, 제도화 과정과 운동의 자율역량에 대한 역사적 이해의 필요성을 제기한다.

영어초록

It is doubtful whether the concept of ‘institutionalization' which has been framed in social movement research is appropriate on the research about the institutionalization of women's movement, especially the feminist organizations related with the movement to end Violence Against Women(the VAW movement). The women's movement is possibly in the process of activism even after the politics between the state and movement started to be institutionalized, and the institutionalization process shows dynamic aspects of constant tensions and changes. This study aims to develop an alternative analytical framework to capture the dynamics of institutionalization process through theoretical reconstruction, and to analyse the institutionalization process of the anti-Sungpokryok movement, the VAW movement in the historical context of Korean society. The Korean VAW movement emerged in the early 1980s when Korean society was conservative with the influences of Confucian tradition and the military regime. This resulted in the premature development of alliance among women's movement organizations prior to the wide spread of field-orientated organizations such as feminist rape crisis centers and battered women's shelters or to the radical politics of discourses. Since the early 1990s, when the political opportunity structure changed, the ‘conflictual cooperation' between the state and movement could start. However, due to the change of movement environment with the legislations of VAW related law and their enactments, the state's need to depend on the field-based knowledge produced by movement organizations has gradually decreased. Therefore, in the early 2000s when the government started to push the selective strategy of co-optive inclusion/exclusion strongly and the crisis of ‘conflictual cooperation' became quite visible, women's VAW movement organizations running sexual violence or domestic violence centers came to adopt discreet but decisive strategies. This study elucidates the elements of the capacity of movement for maintaining the autonomy of VAW movement in the development of three constituent dimensions ― field, dicourse and alliance ― and raises the need for historical understanding on the autonomy of movement in the process of institutionalization.
