검열관의 일상과 업무로 본 강점 말기 사상 통제의 이면 -도서과 검열관의 기행문과 수필을 중심으로- (The other side of ideological control at the end of the Japanese colonial period seen through the daily life and work of censors -Focusing on travelogues and essays of censors in the Book Publishing D)

초록

본 연구는 일제강점 말기 식민지 조선에서 출판과 언론 검열을 담당한 경무국 도서과 출판경찰들의 일상을 살펴봄으로써, 사상 통제의 주체들이 지닌 생각과 관점을 구체적으로 살펴보는 데에 그 목적이 있다. 이를 위하여 본 연구는 일제강점기 조선경찰협회의 기관지인 『경무휘보』를 대상으로 하여, 도서과 출판경찰들의 일상이 담긴 기행문과 수필 등을 번역하여 분석하였다. 주지하다시피 경무국 도서과는 1926년 4월에 독립된 부서로 설치되어 1943년 전시체제 하에서 정보과로 통합되기 전까지 식민지 조선의 출판과 언론에 대한 검열과 행정처분을 담당하였다. 그들은 처음에는 매체 검열에 집중하다가 1937년 이후부터 본격적으로 제국의 선전 기관이자 언론 지도 기관으로 변모하기 시작했다. 강점 말기 이들의 주된 업무는 ‘지방 출판 검열 방향성 지도 및 교육’, ‘언론 편집자 및 기자들의 사상 교육’ 등으로 요약될 수 있는데, 『경무휘보』에 수록된 기행문과 수필에는 이 같은 도서과 출판경찰들의 활동이 세밀하게 서술되어있다. 특히 「전남여일기(全南旅日記)」에는 전남지방으로 검열 지원 업무 여행을 떠난 출판경찰의 일상과 업무가 담겨있고, 「동경의 눈(東京ゆき)」이라는 기행문에는 일본 본토로 사상 강화 교육을 받으러 간 도서과 직원의 소회가 실려 있다는 점에서 주목된다. 본고의 연구 결과 당시 도서과 출판경찰들은 전시체제기의 상황 속에서 업무의 사명감을 체제 옹호의 광기로 표출했지만 주어진 직무와 식민지 일상의 대립된 상황 속에서 이중적인 균열 의식을 보여주고 있었음이 확인되었다.

영어초록

The purpose of this study is to examine the thoughts and viewpoints of the leading actors of ideological control in detail by examining the daily lives of the police officers of the Book Publishing Department affiliated with the Police Bureau, which was in charge of publishing and media censorship in colonial Josean at the end of the Japanese colonial period. For this purpose, this study translated and analyzed travelogues and essays containing the daily lives of police officers in the book publishing department, which were recorded in <Gyeongmu Hwibo>, an organ paper of the Japanese colonial police. As is well known, the Book Publishing Department of the Police Bureau was established as an independent department in April 1926 and was in charge of censorship and administrative disposition of publications and media in colonial Joseon until it was integrated into the Information Department under the wartime system in 1943. They initially focused on media censorship, but after 1937 they began to transform into an imperial propaganda and media guidance agency. Their main tasks at the end of the Japanese colonial period can be summarized as 'Guidance and education on the direction of local publishing censorship' and 'Education of the ideology of media editors and journalists.' Police activities are described in detail. In particular, "Jeollanam-do Travel Diary" contains the daily life and work of the police officer of the Book Publishing Department, who went on a business trip to the Jeonnam region for censorship support, and remarks of the staff of the Book Publishing Department who went to the mainland of Japan to receive ideological strengthening education, which was recorded in the travelogue titled "Training to Tokyo," draw our attention. As a result of this study, it was confirmed that the police officers of the Book Publishing Department at that time expressed their sense of duty in the wartime regime as the madness of defending the regime, but showed a double sense of rift in the conflicting situation of their assigned duties and daily life in the colony.
