공공언어로서의 제주방언 사용 실태 연구-서귀포시 ‘아랑조을거리’ 상가 안내문을 대상으로- (A study on the use of Jeju dialect as a Public language - Focusing shopping street information board of ‘Arang-joeul-geori’ in Seogwipo-si)

초록

이 글은 서귀포시 ‘아랑조을거리’에 게시된 제주방언을 활용한 안내문을 대상으로 공공언어의 평가 기준에 따라 검토, 분석하여 개선 방안을 모색하기 위한 것이다. 표준어의 영향으로 각 지역 방언이 사라지는 상황에서 제주 지역에서는 제주다움의 표상으로 제주방언을 간판이나 현수막, 안내문 등에 활용하는 사례가 늘고 있다.
이 연구에서 조사 지역으로 삼은 ‘아랑조을거리’는 서귀포시의 대표적인 음식 특화 거리로, 음식점 및 유통회사에 표준어와 제주방언을 활용한 안내문이 부착되어 있다. 이 안내문은 제주방언을 활용하여 거리를 홍보하는 한편 가게 소개와 특징을 담아내어 거리의 특색을 살리고 제주방언 전승에 기여하고 있다. 다만 곳곳에서 공공언어의 요건을 충족하지 못한 경우도 많아 자칫하면 본래 의도와 달리 역효과를 낼 수도 있다. 이에 공공언어의 요건인 ‘정확성’, ‘소통성’의 측면에서 현재 게시되어 있는 안내 문구를 분석하였다. 정확성의 영역은 표기의 정확성과 표현의 정확성으로 나누어 바른 표기, 띄어쓰기, 문장 수정 등을 제시하였다. 소통성의 영역은 공공성, 정보성, 용이성이라는 요소를 기준으로 하여 분석을 시도하였다.
제주특별자치도는 「제주어 보전 및 육성 조례」를 제정하고 도에서 설치 발간하는 문화 관광 안내판과 책자에 제주방언 병기를 의무화하고 있다. 따라서 앞으로도 제주방언을 활용한 안내판이 계속 증가할 것으로 보이며, 더 많은 오류가 양산되기 전에 공공언어로서 제주방언을 올바로 사용하고 활성화할 수 있는 방안 모색이 필요하다.
앞으로 제주방언을 사용하여 간판, 안내문 등을 게시할 때는 전문가 자문을 거쳐야 하며, 품격 있는 공공언어 사용을 위해 관련 업무를 담당하는 공무원, 업체 관계자 등을 대상으로 국어와 제주방언 교육이 이루어져야 할 것이다. 아울러 공공언어 감시 제도를 도입하여 공공언어로서의 제주방언 사용 실태를 정기적으로 조사하여 이를 정책에 반영할 수 있어야 할 것이다.

영어초록

This article aims to review and analyze the content of the notice posted in Jeju dialect at ‘Arang-jogeul-geori’ in Seogwipo-si based on public language evaluation criteria, and to explore improvement measures. In the Jeju region, there are increasing cases of using the Jeju dialect as a symbol of Jeju in signs, banners, and notices. However, Jeju is often criticized for being unsuitable as a public language because it contains errors and distortions.
The subject of the study, ‘Arang-jogeul-geori’, is a representative food-specialized street in Seogwipo-si, and a total of 31 notices are posted on restaurants and distribution companies. This notice promotes the street using the Jeju dialect, while also introducing the stores and their characteristics, thereby preserving the street's unique characteristics and contributing to the preservation of the Jeju dialect. However, in many places across Jeju, the requirements for public language are not met, so this can inadvertently lead to a negative perception of both the Jeju dialect and the image of the stores, contrary to the original intent. Therefore, this study analyzed the currently posted notice texts from the perspectives of 'accuracy' and 'communicability,' which are the requirements of public language. The area of ​​accuracy was divided into accuracy of notation and accuracy of expression, and suggested correct notation, spacing, and sentence correction. The area of communicability was analyzed based on the elements of publicness, informativeness, and ease of understanding.
Jeju Special Self-Governing Province has enacted an ordinance and is mandating the inclusion of the Jeju dialect on cultural tourism information boards and brochures installed and published in the province. Therefore, it seems likely that the number of notice boards using the Jeju dialect will continue to increase in the future, and it is necessary to find ways to properly use and activate the Jeju dialect as a public language before more errors are produced.
When posting signs and notices containing the Jeju dialect, expert advice must be obtained, and education in the Korean language and Jeju dialect must be provided to public officials and business personnel in charge of related work to ensure the use of dignified public language. In addition, a public language monitoring system must be introduced so that the status of the use of the Jeju dialect as a public language can be regularly investigated and the results can be reflected in policy.
