18세기 중반 문위행의 파견 실태 - 海行記를 중심으로 - (The actual dispatch of the Munwihaeng in the mid-18th century)

초록

본 논문에서는 1734년 문위행에 참여한 사행원의 구성과 활동을 살펴봄으로써 18세기 중반 문위행의 파견 실태를 고찰하였다.
문위행은 평균 4∼5년마다 파견되었기 때문에 대부분의 파견 준비는 정례화되었다. 그러나 17세기 후반 쓰시마에서 밀무역에 대한 규제 강화와 사행원의인원수 감축을 조선에 지속적으로 요청하면서 문위행의 파견 준비에서 주요한 교섭 사안이 되었다. 밀무역 단속에 대해서는 조선에서도 문위행이 출발하기 전에 동래부의 수검과 금단절목을 통해 밀무역을 엄금하였으나 문위행에의한 밀무역이 지속적으로 발생하였다. 1721년에 발각된 밀무역 사건은 사행원 전체가 가담한 최대 사건이었고, 이를 계기로 문위역관은 밀무역 수검 강화와 65명의 정원에 합의하게 되었다.
1734년 문위행도 65명의 정원에 합의하였으나, 실제로 쓰시마에 파견된 인원수는 84명이었다. 이러한 편성은 조선 후기 대표적인 외교규례집인 통문관지의 규정을 따른 것으로, 사행의 상황과 여건에 따라 직임과 인원수에서 약간의 차이가 있었다. 문위역관이 쓰시마측과 합의한 65명은 쓰시마에서 접대를 허락한 인원으로, 나머지 19명은 加人이라 하여 접대와 예물 지급 대상에서 제외되었다. 이들은 禮房色, 奴子, 工人, 格軍으로 中·下官에 속하였으며上官의 日供과 잡물의 일부를 나누어 받아 체재 경비를 충당하였다. 이들 중에서 工人과 격군의 활동을 통해 加人은 기존 규정에 따라 편성되었지만, 65 명의 정원 합의에 따라 加人으로 구분되었을 뿐 별도의 목적으로 사행에 참여한 것은 아니었음을 확인할 수 있었다.

영어초록

The actual dispatch of the Munwihaeng in the mid-18th century was investigated based on the participant as well as their activities in the Munwihaeng in 1734.
The preparation of Munwihaeng dispatch was almost confirmed because the Munwihaeng was generally dispatched every 4~5 years. However, in the late 17th century, as Tsushima continuously requested Joseon to strengthen regulations on smuggling and to reduce the number of envoys, it became a major negotiation issue in the preparation of Munwihaeng dispatch. For the smuggling issue, Joseon prohibited smuggling through Dongraebu inspection and prohibitive provisions before the Munwihaeng, but smuggling by the Munwihaeng continued. The smuggling incident discovered in 1721 was the largest incident involving the entire Munwihaeng particiapnts, and this led to the Munwihaeng interpreter agreeing to strengthen the inspection of smuggling as well as to set the number of participants to 65.
The Munwihaeng in 1734 also agreed to 65 participants, but the actual number of participants to Tsushima was 84. This organization followed the regulations of the Tongmungwanji, a representative collection of diplomatic regulations from the late Joseon, and there were little differences in the positions and number of personnel depending on the situation and circumstances of the dispatches. The 65 people that the Munwihaeng interpreter had agreed on with Tsushima were those permitted to be entertained, and the remaining 19 were called as additional person who were excluded from receiving entertainment and gifts. These 19 were members of the Yebangsak, Noza, Gongin, and Geukgun, and belonged to an inside official or a bottom official, and received a part of a superior’s single daily meal and miscellaneous articles to cover the expenses of their stay. Among the 19 additional person, through the activities of the Gongin and Geukgun, it could be confirmed that the additional persons were organized based on the existing regulations, and that they were classified as additional persons according to an agreement on the number of 65 members, and that they did not participate the Munwihaeng for any other purpose.
