저항의 무게: 콜센터 여성상담사의 노동조합 형성에 대한 몸의 현상학 (The Burden of Resistance: The Phenomenology of the Body and the Labor Union Formation by Female Call Center Counselors)

초록

본고는 서울디지털산업단지를 중심으로 콜센터 여성상담사의 노동조합 설립 과정에 대한 민족지 연구이다. 연구자는 상담사들이 저항의 과정에서 어떠한 모욕 및 갈등을 경험하고, 몸의 실천을 수행하는지를 다각도로 보여주고자 했다. 즉, 한국 여성의 대표적 비정규직 직업이자 감정노동 직업인 콜센터 여성상담사를 통해 아시아 경제위기가 초래한 불안정한 한국노동의 현실 속에서 여성노동자의 삶이 어떠한 구체적 상황 속에 놓여 있는지를 이해할 수 있는 단초를 마련하고자 했다. 콜센터 상담사는 상시적인 콜압박과 경쟁 속에 노출되어 있었으며, 화장실 이용도 모욕적인 손들기를 실행해야만 했다. 우리콜센터 상담사들의경우 이러한 현실 속에서 모욕적인 손들기를 거부하고 집단적인 저항의 손들기를 시도하였고, 2012년 9월 공식적으로 노동조합을 설립하였다. 노동조합 설립 당시 감정노동에 대한 사회적 관심이 증대되고, 비정규직 노동자의 확산과 그로 인한 문제점이 축적되면서 우리콜센터 노동조합의 설립에 긍정적인 영향을 주었다. 그렇지만, 노동조합은 설립 직후부터 다양한 차원의 탄압(신규상담사 채용 중단, 집행부 직장내 따돌림 등)에 직면해야 했다. 그럼에도 우리콜센터 노동조합 조합원들은 각자의 자리에서(몸자보 걸기, 적정콜 받기), 콜센터 로비에서(경고파업 참여, 동시이석 실천), 고용자측인 공공기관의 로비 및 정문 앞 길거리에서 실천(로비점거시위, 거리문화제 및 집회)을 통해 목소리를 드러내고, 이를 통해 서로의 존재를 확인하며 상호지지의 끈을 만듦으로써 여러 성과를 얻어낼 수 있었다. 그렇지만, 노동조합의 집행부 세 명은 그 과정 중에 저항이 초래하는 여러 중압감을 경험했다. 친척의 죽음이라는 아픔을 가슴에 묻은 채 삭발 등의 자기희생을 해야 했던 지부장, 마른 오징어처럼 위축된 일상에서 시한폭탄처럼 일순간 타올랐던 지회장, 그리고 불면증과 공황장애로 고통받지만 열혈 노조원이 된 집행부원의 삶이 그것이다. 이처럼 노동조합의 성과물은 누군가가 견뎌낸 저항의무게가 있었기에 가능한 것이었다. 이렇듯 연구자가 본고를 통해 기여하고자 하는 바는 콜센터 여성상담사의 저항 과정에서 관찰되는 한국 비정규직 여성노동자의 현실에 대한 생생한 목소리의 전달이다.

영어초록

In this paper I provide an ethnographic study on the process of establishing a labor union by the female counselors in a call center located in the Seoul Digital Industrial Complex. In the following, I reveal what kinds of insults and conflicts the counselors experienced during the process of resistance and the bodily practices they used in their effort to unionize. In other words, I provide a basis for understanding the reality of unstable Korean labor markets caused by the 1997 Asian economic crisis, which continues to the present through the lived experience of female call center workers known as the representatives of emotional labor. The counselors were exposed to constant call pressure and competition with colleagues; furthermore, they worked under authoritarian conditions, such as having to raise their hands to get permission to use the toilet. However, URI call center counselors rejected the humiliating hands–up practice, and instead attempted to transform the act of raising “hands–up” as the sign of collective resistance. In September 2012, they officially established their own labor union. At the time of the establishment of the union, social interest in emotional labor grew, and there was more attention to the proliferation of irregular workers and the accumulation of related problems, which positively affected the establishment of the URI call center labor union. The union had to face various levels of repression (such as orders to stop employing new counselors and bullying of the union members). Nevertheless, the union members showed their collective resistance by practicing warning strikes and street demonstrations.
As a result, they were able to achieve various successes mainly by creating a bond of mutual support. However, I showed that the three labor union executives experienced different levels of suffering during this resistance process. The main leader of the union had to make gestures of self–sacrifice (such as shaving her head), and she endured the pain of her relative's death.
Another one who was the branch leaders of three subcontracted companies also sacrificed herself; her nickname became ‘time bomb,’ and her body became shrunken like adry squid. Lastly, one executive officer of the union suffered from insomnia and panic disorder during the protest. As such, the union’s achievements were possible because of the burden of resistance that some endured. In this account, I reveal the vivid reality of the female Korean irregular workers' lives by describing the resistance processes experienced by the female workers at the URI call center.
