일본 고교 역사교과목 개편과 강제동원일본군‘위안부’ 서술 －2021년 검정 통과 『역사총합』의 관련 기술 동향과 향후 전망 (Reorganization of History Subject and Description of Forced Mobilization and Comfort Women at Japanese High Schools)

초록

2021년 일본 고교 역사교육의 큰 변화가 시작되었다. 3월말 고등학교 교과서 검정 결과 발표와 함께 신설 필수과목 『역사총합』의 내용이 공개된 것이다. 근현대사를 대상으로 일본과 세계와의 상호관계를 중심으로 배우는　이 과목에 대해 일본 내에서는 ‘기대와 가능성’에 중점을 두고 비교적 긍정적으로 바라보는 관점과 ‘위태로움과 우려’를 표명하는 등의 의견이 엇갈리고 있다.
『역사총합』의 강제동원 관련 서술은 다이이치학습사 교과서가 마쓰시로 대본영 공사에 조선인 노동자들이 강제로 동원된 사실을 추가하였지만, 삭제(메이세이사)되거나 축소된 경우(시미즈서원, 짓교출판)가 더 많았다. 일본군‘위안부’에 대해서도 야마카와출판사를 제외한 대부분의 교과서에서 기술의 축소 혹은 삭제가 나타났다. 일본군이 위안소 설치의 주체라는 점과 ‘위안부’ 동원의 강제성을 기술한 야마카와출판사 『역사총합』 3종은 2021년 채택에서 41.7%의 비중을 차지하여 한국 언론으로부터 주목을 받았다.
한편 검정 결과 발표 후인 2021년 4월 27일 일본 정부가 “‘종군위안부’와 ‘강제연행’이라는 용어를 사용하는 것은 적절하지 않다.”는 각의결정을 했다. 이는 일본군‘위안부’와 일본군･정부와의 관련을 끊고 조선인 동원의 불법성을 희석화하려는 시도라고 할 수 있다. 이후 일본 정부의 정정 신청 압박으로 인해 7개 출판사가 고교 지리역사 및 공민 각과 교과서 39점과 중학교 사회 교과서 2점의 기술 정정을 신청해서 승인을 받았다. 출판사에 따라 신청한 정정 내용이 약간 달라, 교과서 회사들이 일정 정도 저항을 했다는 지적도 있었다.
검정을 통과한 교과서에 대해 정부 견해대로 용어를 정정할 것을 압박하는 일본 정부의 부당한 공세가 계속되는 가운데, 검정제도의 틀 속에서 학문적 성과를 충실히 반영하려는 교과서 저자와 출판사의 분투가 계속되고 있다. 이들의 활동에 주목하고 연대를 위해 노력하는 것이, 강제동원과 일본군‘위안부’ 관련 교과서의 내용 충실과 적절한 수업 실천을 통해 학생들의 인식 제고를 도모하는 길이 될 것이다.

영어초록

A big change occurred to history education at Japanese high schools in 2021. With the announcement of the high school textbook screening results at the end of March, details of the new mandatory subject called “Integrated History” was disclosed. There are mixed opinions in Japan about this subject, learning about interactions between the world and Japan in modern and contemporary history. Such opinions include a relatively positive perspective focused on ‘expectations and possibilities’ and expression of ‘riskiness and concerns.’ For the description of forced mobilization in Integrated History, the textbook by Daiichi Gakushusha added the fact that laborers of Joseon were forcibly mobilized to the main headquarters in Matsushiro, but other textbooks either deleted (Meiseisha) or abridged (Shimizu Shoin and Jikkyo Shuppan) this topic. Most textbooks, except Yamakawa Shuppansha, abridged or deleted the description of comfort women. The three kinds of Integrated History published by Yamakawa Shuppansha, which describe the fact that the Japanese military was the main body that installed comfort stations and how comfort women were mobilized forcibly, accounted for 41.7% of textbooks adopted in 2021 and attracted attention from Korean press media.
On the one hand, the Japanese government made a cabinet decision on April 27, 2021, after announcing the screening results, that “It is inappropriate to use terms like ‘wartime comfort women’ and ‘being moved forcibly’” This decision can be seen as an attempt to cut off the relationship between comfort women and the Japanese military and government and to dilute the illegality of mobilization of the Joseon people. Afterward, under the oppression of the Japanese government to make corrections, seven publishers requested and obtained approval for the correction of descriptions in 39 high school geography, history, and social science textbooks and two middle school social science textbooks. Details of the correction requested by publishers varied slightly, showing how textbook companies tried to resist to some degree.
While the Japanese government unjustly continues to oppress authorized textbooks to correct their terms according to the government’s view, textbook authors and publishers struggle to faithfully reflect the academic outcomes within the framework of the textbook screening system. Paying attention to their activities and working for solidarity would be the means to enhance the awareness of students through adequate classroom practice and faithful content of textbooks related to forced mobilization and comfort women.
