초록

毛伐郡城은 지금의 경상북도 경주시 동남부, 울산시와의 경계 지역에 축조된 長城이다. 문헌 기록에 따르면 모벌군성은 성덕왕 21년(722) 10월부터 축조 사업이 시작되었으며, 일본의 침입로를 막기 위해 축조되었다고 한다. 모벌군성의 규모는 12킬로미터였고, 축성하는 데 39,262명의 역도가 동원되었으며, 신라의 최고 관위를 소유한 인물이 축성 사업을 감독하였다.
관련 기사에는 모벌군성이 일본의 침입로를 막기 위해 축조되었다고 전하지만, 당시 일본의 상황을 보면 당시 신라를 침략하려던 움직임은 전혀 보이지 않고, 일본은 애초에 신라를 침략할 수 있는 상황이 아니었다. 따라서 관련 기사에 보이는 모벌군성 축조의 목적은 축성 사업을 추진하기 위한 명분에 불과하였다고 보아야 한다.

모벌군성은 특정 영역을 가시적으로 구별하는 장성이었으며, 제도적인 측면에서도 關門으로서 기능하였다. 말하자면 모벌군성의 축조는 왕의 직할지인 수도를 가시적으로 부각시킴으로써 왕권을 강화하는 데 일차적인 목적이 있었다고 하겠다. 성덕왕대 신라의 집권 세력이 왕권 강화책의 일환으로 모벌군성을 축조하여 수도에 대한 개혁을 추지한 이유는 신문왕이 주도한 달구벌 천도 계획이 좌절된 이후 기존의 수도를 통일왕국의 수도로 발전시켜 국왕 중심의 지배체제를 구축하는 데 주력하고 있었기 때문이었다. 이는 동시에 왕권을 강화하기 위한 정책이었기 때문에 성덕왕대 신라의 집권 세력은 일본의 침입로를 막기 위함이라는 국가적인 대응이 필요한 문제를 축성의 명분으로 내세웠던 것이다. 따라서 모벌군성의 축조는 일본의 불온한 동향을 계기로 추진된 왕권 강화책이었다고 판단된다.

Mobeolgun Castle is a great castle built in the border area with Ulsan city in the southeastern part of Gyeongju, North Gyeongsangbukdo.
