선·면 단위 등록문화유산과 에코뮤지엄의 융합 방안 연구 -영주 근대역사문화거리를 중심으로- (A Study on the Convergence Method of 'Registered Cultural Heritage System by Line & Plane' and Ecomuseum -Based on Yeongju Modern History and Culture Street-)

초록

본 연구의 목적은 ‘영주 근대역사문화거리’에서 지역주민이 유산의 보존과 활용의 주체가 될 수 있도록 에코뮤지엄의 이론을 선·면 단위 등록문화유산 제도와 융합하는 방식을 모색하는 것이다. 그리고 이를 통해 지속 가능한 지역재생과 지역 활성화의 방향성을 찾고자 한다.
영주시는 한때 철도 교통 중심지였으나 현재는 쇠퇴하고 있다. 이를 개선하기 위해 근대문화유산을 활용하는 방식으로 도시재생을 시행했고 또한 영주동 일대를 선·면 단위 등록문화유산으로 지정받아 지역활성화를 시도하고 있다. 그러나 관이 주도하는 방식은 건축물 조성과 지역 환경 정비 위주의 물리적인 공간 조성에 치우치고 있으며 그에 따라 지역주민들은 소외되고 객체화되고 있다.
그래서 본 연구는 이런 문제의 해결을 위해 주민이 주도하는 신박물관학의 일환인 에코뮤지엄 이론을 선·면 단위 등록문화유산 제도와 융합하는 방식의 개선책을 제시했다. 이 두 제도와 이론은 일정 구역과 구역 내 문화자원의 활용, 구역 내 주민 동의 등의 측면에서 유사성이 있지만 조성과 운영 주체, 문화자원의 기준과 보존 및 활용 방식 등에서는 차이점이 있다.
연구자는 이런 측면을 바탕으로 영주 근대역사문화거리의 문화유산과 문화자원을 분석했다. 그 결과 문화유산과 문화공간의 연계성 부족, 공간 조성과 운영상의 문제, 운영 프로그램의 부재, 주민참여 부족 등의 문제점이 파악되었다.
그리고 위와 같은 문제 해결을 위해서 에코뮤지엄 이론인 중핵박물관 설립과 위성박물관 개발 및 이들의 연계, 특화된 운영 프로그램, 주민 중심 운영, 주민의 수익 창출 등을 영주 근대역사문화거리에 접목하는 방안을 제시했다.
본 연구의 기대 효과는 융합적이고 학제적 접근 방식의 문제 제기로 추후 관련 학문 분야의 논의 확장과 후속 연구를 위한 단초의 제공이다. 그리고 궁극적으로는 지역문화 창달과 지역재생을 통한 지역사회에 기여하기 위함이다.

영어초록

The purpose of this study is to find the direction of sustainable regional regeneration and regional revitalization by fusing the theory of ecomuseum and Registered Cultural Heritage System ("RCHS" hereinafter) by line&plane so that local residents can become the subject of preservation and utilization of the RCHS by line&plane.
Yeongju was once a railroad transportation center, but is now declining. Accordingly, an urban regeneration project was implemented by utilizing modern cultural heritage, and the area of Yeongju-dong was designated as RCHS by line&plane and is attempting to revitalize the region.
However, local residents are being alienated. The aforementioned projects focus on the creation of physical spaces focused on building creation and environmental maintenance, and it is difficult for local residents to be the subject of the project.
To solve this problem, this study attempted to present a method of converting the ecomuseum theory, which is part of a new museum study led by residents, with RCHS by line&plane. They have similarities in terms of the use of cultural resources within a certain area and the consent of residents within the area. However, on the one hand, there are differences in creation, operating entity, standards of cultural resources, and preservation and utilization methods.
Based on this recognition, cultural heritage and cultural resources of Yeongju Modern History and Culture Street were analyzed. As a result, problems such as lack of connection between cultural heritage and cultural space, space creation and operation problems, lack of operation programs, and lack of participation of residents were identified.
To solve these problems, the establishment of the ecomuseum theory, the development of a satellite museum, and their connection, specialized operation programs, resident-centered operation, and resident profit generation were proposed to be integrated into Yeongju's modern historical and cultural streets.
This study aims to provide a basis for further research and expansion of discussion in related academic fields in the future by raising the issue of a convergent and interdisciplinary approach. And ultimately, it aims to contribute to the local community through the creation of local culture and local regeneration.
