난항하는 제국의 전파 네트워크: 제국 일본의 동아시아 방송망 재고 (An Unstable Imperial Radio Network:Rethinking the East Asian Broadcasting Network of the Japanese Empire)

초록

본고는 제국 일본이 동아시아에 구축했던 라디오 방송망의 역사적 전개를 비판적으로 조망한다. 각 국가 단위의 식민지 방송사 연구 경향에 따라, 제국의 동아시아 방송망은 기존 사실로 당연시되거나 기술 발전으로 무난히 확장된 네트워크로 상정되곤 하였다. 본 연구는 기술과 설비, 그리고 제국 단위의 행정적 조율에 초점을 맞춰, 일본의 방송망이 과연 제국의 일체감과 문화적 패권을 안정적으로 지탱해줄 만큼 공고하고 시의적절하게 구축되고 운용되었는지를 검토한다. 그리고 그 과정에서 그동안 대체로 간과되었던, 일련의 기술적 어려움과 전국 방송 혹은 범(汎)제국 방송의 이상과 현실 간의 괴리에 주목하여, 제국의 문화권력의 기반을 문제시한다.
무선 방송기술은 전례 없는 광역성과 동시성을 실현시켜 줄 제국의 강력한 문화 통합의 도구로 기대를 모았다. 일본은 방송 초기부터 전국, 그리고 제국 전체를 아우르는 방송을 목표로 전국 방송망과 단파를 통한 범제국적 전파 네트워크를 구축하고 확장해나갔다. 특히 아시아․태평양전쟁은 설비확충과 제국 내 방송 경영체간의 유기적 조율을 촉진하여, 아시아 제(諸) 민족을 대상으로 한 일원화된 제국 방송 실현을 위한 추진력을 제공하였다. 그러나 일본의 동아시아 전파 네트워크는 종종 제국의 의도보다 한 발 늦게 확충되었고, 불완전한 무선방송 기술과 제국의 끊임없는 지리적 팽창은 잡음과 수신실패라는 불안 요소를 항시화하였다. 이로 인해, 제국의 일체감을 환기시켜야 할 방송이 오히려 주요 도시와 변방, 제국의 본국과 식민지/점령지 사이의 거리감을 상기시키곤 했다. 전쟁의 격화는 방송망의 물질적 기반을 심각하게 잠식하여, 완전한 범제국적 커뮤니케이션이란 결국 달성되지 않은 기술 제국주의의 미몽(迷夢)으로 남았다. 본고는 일본의 동아시아 방송망이란 다민족 청취자들에게 제국의 권능 뿐 아니라 제국의 한계 또한 실감시켰던, 불안정한 네트워크였다고 주장한다.

영어초록

This article critically reconsiders the history of the Japanese Empire’s radio broadcasting network in East Asia. The network has often been taken for granted as a stable communications infrastructure or as a product of the smooth technological advancement that accompanied the empire’s territorial expansion. The article examines whether the Japanese built and operated their broadcasting network in a steady and timely manner to sustain the empire’s sense of unity and cultural hegemony. Special attention is given to technology/facilities and the administrative orchestration between the metropole and its colonies/occupied territories. On closer examination, the history of Japan’s imperial broadcasting network shows a series of technical difficulties and unfulfilled promises of nation-wide and empire-wide broadcasting. By revisiting these forgotten historical circumstances, my study aims to question the actual effect of the empire’s cultural power.
Wireless broadcasting technology was expected to serve as a powerful tool for the empire’s cultural integration by generating synchronicity across the vast imperial space. The empire envisioned a nation-wide and empire-wide broadcast capability from the earliest years of the technology’s introduction. It endeavored to construct and expand the broadcasting network to cover both national and imperial space in order to realize such a vision. The advancement of shortwave technology enabled the empire to network the metropole and its colonies/occupied territories much more securely than before. The Asia Pacific War particularly expedited the facility expansion and empire-wide cooperation to an unprecedented level, which seemed to allow the network to transmit a unified voice of the empire to the multi-ethnic listeners of Asia.
Nevertheless, the network often made slower progress than the imperial leaders intended. The imperfect wireless technology and the empire’s relentless expansion efforts perpetuated noises and reception failures. For this reason, the imperial broadcasts sometimes made listeners feel that there was a great distance between the major cities and frontiers, and between the metropole and its colonies/occupied territories; this was quite contrary to the broadcasts’ expected role as the generator of the sense of unity. The war’s elevation seriously undermined the network’s material foundation, leaving perfect communication within the imperial space an unfulfilled dream. Thus this paper argues that it was an unstable broadcasting network, which reminded multi-ethnic listeners not only of the empire’s power but also of its limits.
