지역공동체의 지속가능성을 위한 교육인문협력의 의미 : 철원군 근남면 육단2리 양지마을을 사례로 (A Study on the Meaning of Education and Humanities Cooperation for Sustainability of Local Communities : Focusing on the Case of Yangji Village, Yukdan 2-ri, Geunnam-myeon, Cheorwon-gun)

초록

본 논문은 철원군 근남면 육단 2리 양지마을의 형성 과정과 이 지역에 거주하는지역공동체의 변화를 통시적으로 고찰하고, 양지마을 도시재생사업으로 촉발된 지역공동체의 갈등과 모순을 극복하기 위한 방안으로 지역재생을 위한 교육인문협력의 의미를 살펴보고자 하였다.
철원군 근남면은 1945년 광복 후 북한에 속하였다가 1953년 휴전 협정으로 근남면전체가 수복되었고, 1963년 김화군의 전 지역이 철원군에 편입되면서 현재의 행정구역이 완성되었다. 따라서 6.25전쟁과 피난민의 아픈 역사가 고스란히 남아 있는곳임을 알 수 있다. 이 지역에 거주하는 주민들은 대부분 토착민이 아닌 이주민이었으며, 전후 복구를 위해 모인 예비군, 직업군인 등 이주민들이 만든 마을이라 할수 있다.
1953년 한때 근남면의 인구는 약 4천 명에 달할 정도로 성황을 이루었지만 현재는인구가 급감하여 2020년 기준 약 2천 명 만이 생업을 영위하며 거주하고 있는 실정이다. 특히, 양지마을이 위치한 육단리는 1970년 15사단 군부대 주둔 배후 상권지역으로 지역상권 및 행정중심지였다가 2003년 위수지역 해제로 인구가 급격히 유출되면서 지역상권이 붕괴되었고 현재는 전형적인 농촌 마을의 모습을 갖고 쇠퇴해 가고 있다.
2017년 지역소멸의 위기 앞에서 마을을 살리기 위해 철원군과 주민들은 힘을모았고, 2018년 철원군 근남면 도시재생실행계획이 선정되면서, 우리동네살리기유형의 소규모 도시재생사업이 수행되었다. 그러나 물리적이고 단편적인 하드웨어중심의 도시재생사업은 변화하는 지역공동체의 속성을 담지 못한 채 사업추진 과정에서 주민 간 갈등을 야기하였고 이를 극복하려는 과정 속에서 강원대 교육인문협력학과와 MOU를 맺고 지역재생을 위한 공동체 활성화를 도모하고 있다.
지역과 대학의 교육인문협력은 지역사회에서 교육이나 학습을 통한 접근과 인문케어적 접근이 고려될 수 있는데, 양지마을에서의 교육인문협력은 인문케어적 접근이 더 필요한 것으로 사료된다. 양지마을에서 나타난 주민 간 첨예한 갈등은 의사결정과정에서 소통이 되지 않는 상태로 볼 수 있으며, 이는 공동체 활성화라는 목적을달성하기 위하여 반드시 공동체의 갈등을 치유할 수 있는 소통의 장(공간, 활동, 프로그램)이 열려야 함을 의미한다. 이에 본 연구는 지역소멸의 위기 앞에서 인문학적 정신과 가치를 우선으로 한 교육인문협력이 지역공동체의 지속가능성을 모색하는데 기여하고자 하였다.

영어초록

This study chronologically examines the formation process of Yangji Village in Yukdan 2-ri, Geunnam-myeon, Cheorwon-gun. It also investigates changes in the local community living in this area. The study aims to address conflicts and contradictions arising from the Yangji Village urban regeneration project.
Specifically, it explores the significance of education and humanities cooperation for regional regeneration.
Geunnam-myeon, Cheorwon-gun, was initially part of North Korea after liberation in 1945. However, through the armistice agreement in 1953, the entire Geunnam-myeon was restored. In 1963, the entire area of Gimhwa-gun was incorporated into Cheorwon-gun, completing the current administrative district.
Consequently, this region bears the painful history of the Korean War and the plight of refugees. Most of the residents in this area are immigrants, not indigenous people. It can be said that the village was formed by immigrants, including reservists and professional soldiers who gathered for post-war recovery In 1953, the population of Geunnam-myeon was once prosperous, reaching about 4,000 people. However, by 2020, the population had plummeted, and now only approximately 2,000 people reside and make a living there. Specifically, Yukdan-ri, where Yangji Village is located, used to be a commercial area situated behind the 15th Division military base established in 1970. It served as a regional hub for commerce and administration. Unfortunately, due to the rapid population outflow resulting from the lifting of the guard area in 2003, the local commercial sector collapsed. Presently, Yukdan-ri bears the appearance of a typical rural village, reflecting its decline.
In 2017, Cheorwon-gun residents rallied together to save the village from local extinction. Subsequently, in 2018, an urban regeneration action plan for Geunnam-myeon, Cheorwon-gun was selected, leading to the implementation of a small-scale urban regeneration project aimed at revitalizing our neighborhood.
However, this project, which primarily focused on physical and fragmented hardware improvements, failed to adequately address the evolving dynamics of the local community. Consequently, it triggered conflicts among residents during its execution.
To overcome these challenges, an MOU was signed with the Department of Education and Humanities Cooperation at Kangwon National University. The goal is to promote regional regeneration and breathe new life into our community.
Education and humanities cooperation can be approached through both education and learning within the local community, as well as a focus on humanistic care. However, in the context of Yangji Village, a more pronounced emphasis on the humanistic care approach is necessary. The acute conflicts among residents in Yangji Village can be attributed to a lack of communication during the decision-making process. To address this, dedicated spaces, activities, and programs for communication need to be established.
In light of the crisis of regional extinction, this study aims to contribute to the sustainability of local communities by fostering educational and humanistic cooperation that prioritizes the human spirit and core values.
