분단의 현실과 접경지역의 어민사회 －고성군 현내면 대진리의 사례－ (The Reality of National Division and the Fishermen Community in the Border Area －The Case of Daejin-ri, Hyeonnae-myeon, Goseong-gun－)

초록

이 글은 강원도 고성군 현내면 대진리를 사례로 분단의 현실이 어민들의 실제적 삶에 미친 영향 관계를 밝힌 것이다. 이는 분단에 대한 관념적이고 실용적인 논리에서 벗어나 분단의 시대를 살아가는 사람들의 생활세계와 이를 둘러싼 경제적․사회적․문화적 연결망을 통해 분단의 현실적인 측면을 강조하는 ‘분단민속학’의 차원에서 접근한 것이라고 할 수 있다.
대진리가 속한 접경지역은 군사적 목적으로 구획된 다양한 경계선이 있으며, 안보 관련 시설물이 집중적으로 자리함으로써 분단 경관을 형성한다. 접경지역과 맞닿고 있는 접경수역은 냉전기에 불안정성이 높았다. 특히 우리 어민들에 대한 북한군의 총격 사건과 당포함 침몰 사건, 어민 납치는 주민들에게 냉전기를 상징하는 기억으로 자리 잡았다. 납북된 어민들의 일부는 간첩으로 몰려서 고초를 겪었고, 지금도 신체적․정신적 후유증이 남아 있기 때문에 어민들에게 냉전기는 현재까지 이어지는 역사라고 할 수 있다.
한편 저도어장은 1972년에 개방됐으며, 매년 4~12월에 한시적으로 개방된다. 저도어장의 A구역은 현내면 어민들만 입어할 수 있고, C구역은 고성군의 어민들에게만 개방된다. 저도어장은 무엇보다 조업시 월선에 대한 감시가 심하다. 국가에서는 각종 제도적 장치를 통해 어민들의 행동을 구속함으로써 월선을 통제한다. 한편 저도어장은 이해관계를 둘러싼 갈등이 빈번하게 발생하는 사회적 공간이다. 입어의 대상을 두고 어촌계와 이주 어민들 간의 갈등이 계속되고 있으며, 조업시 어구가 엉키는 상황에서 비롯된 연승어업인과 자망어업인 간의 갈등도 한때 심각하게 전개됐다.
접경수역에는 더 많은 생산을 위한 어민들의 욕망이 한반도 정세 및 안보와 경합하면서 북한군의 총격, 당포함 침몰과 같은 사건을 생성했다. 아울러 어민들의 요구에 따라 국가에서는 저도어장의 면적을 점차적으로 넓혔으며, 삼선녀어장과 동해 북방어장까지 개방했다. 이와 같은 상황은 어민들의 욕망과 냉전기에서 탈냉전기로 전환한 한반도의 정세가 절충된 것으로 볼 수 있다. 결국 접경수역은 어민들의 욕망과 안보 차원에서 국가의 제도가 경합하고 있는 공간이라고 할 수 있으며, 한반도 정세에 따라 탄력적인 모습을 나타내기 때문에 접경지역 어민사회의 특성을 보여준다.

영어초록

This study uses Daejin-ri, Hyeonnae-myeon, Goseong-gun, Gangwon-do as an example to reveal the relationship and practical impact that national division had on people’s lives. It can be said this study took an approach in terms of ‘divisive folklore’ through economic, social, and cultural networks surrounding the lives and world of people living in a divided era, breaking away from the ideological and practical logic.
The border area, where Daejinri is located in, has various borders demarcated for military purposes, and security-related facilities are concentrated, forming a divided landscape. The border waters where the border regions are in contact were highly unstable during the Cold War. In particular, shooting incidents by the North Korean forces against our fishermen, the sinking of the Dangpo vessel, and the abduction of fishermen have become a symbol of the Cold War for fishermen in the area. Therefore, the Cold War is a continuation of history for the fishermen.
The Jeodo fishing ground, on the other hand, first opened in 1972 and is temporarily open from April to December every year. Area A of the Jeodo fishing ground is only accessible to fishermen from Hyeonnae-myeon, and area C is only open to fishermen from Goseong-gun. Moreover, there are strict control measures for vessels crossing over the border. Therefore, the nation restricts fishermen’s actions through various institutional devices to prevent overpassing. Additionally, conflicts frequently occur between fishing villages and fishermen who have migrated from overseas, regarding the number of people who can fish at the low-level fishing grounds. Conflict between longline fishermen and gillnet fishermen over fishing gear entanglements have reached a ceasefire.
In the bordering waters, fishermen's desire to increase production did not align with the situation and security of the Korean Peninsula, resulting in incidents such as North Korean forces’ shooting incidents and the sinking of the Dangpo vessel. Additionally, according to the demands of the fishermen, the national gradually expanded the area of the fishery grounds, and opened the Samseonnyeo fishing ground and the East Sea northern fishing ground. Such situation can be seen as a compromise between the desire of fishermen and the situation on the Korean Peninsula, which has transitioned from the Cold War to the post-Cold War era. In the end, the border area can be said to be a space where the nation’s system and security is incoherent with the fishermen's desire, demonstrating characteristics of fishermen communities located in the border area as the situation flexibly shifts depending on the situation on the Korean Peninsula.
