서울시 사회주택 리모델링 유형의 공간환경에 관한 연구 (An Analytical Study on the Spatial Environment of Social Housing Remodeling Types in Seoul)

초록

(연구배경 및 목적) 국가나 정부가 지원하는 시장가보다 저렴한 공공주택을 일컫는 사회주택은 서구에서는 오랜기간 통용되어 왔던 용어이지만 우리나라에서는 비교적 근래에 도입된 정책적 용어이다. 서울시에서 2015년 조례를 통해 전국에서 가장 먼저 공급하기 시작한 사회주택은 기존의 정부주도와 단지형으로 공급해왔던 공공임대주택과는 달리 사회적 경제주체와 공공이 함께 하는 민관협력으로 건물의 동 단위 혹은 층 단위로도 공급된다는 점에서 차이가 크다. 사회주택은 공공임대주택의 수혜에서 소외된 청년층을 주 입주자로 삼으며 경제적 공공성 측면에서도 의의를 가지나 소규모 필지단위 개발과 리모델링 위주로 공급되면서 기존 도시맥락을 훼손시키지 않는 다는 장점도 있다. 그간의 우리나라 사회주택에 관한 연구는 개념적 정의와 정책적이나 공급운영적 관점에서만 수행되었고 그 물리적 공간에 대한 연구는 전무하다. 도입된 지 7년차에 접어드는 현시점에서 그간 공급된 사회주택들, 특히 리모델링 유형을 중점적으로 그 공간환경을 분석하여 사회주택 공간연구의 기초자료 역할을 하고자 한다. (연구방법) 서울시의 모든 사회주택들이 등록되어 있는 서울시 사회주택 플랫폼상의 사회주택들을 연구대상으로 한다. 플랫폼상의 사회주택 분류유형과 평면, 건축물대장, 입주자 모집공고, 사회주택종합지원센터의 내부자료, 사회주택 운영자 홈페이지 등에 나와 있는 지표들을 분석하여 공간환경을 살펴본다. 빈집살리기, 토지임대부, 리모델링형 유형중에서도 비주거용도였던 건물들의 주거전환이 많은 리모델링형에 주목하며, 리모델링형 사회주택도 이전 건물의 유형에 따라 3가지로 분류하여 각각의 위치적 특성, 용도지구, 대지면적, 층수, 용도변경 직전후의 용도변화, 주택 위치 층, 건물 내 인접 용도 등 맥락적 기초 공간환경에 대해 분석한다. 이후 리모델링형 사회주택의 평면들을 분석하여 공간구성 특징에 따른 유형을 도출하여 그 특징을 규명한다. (결과) 리모델링형은 서울시 사회주택 유형들중 공급호수 측면에서 가장 많은 비중을 차지하며 지역적으로도 신림동에 가장 많이 위치해 있다. 20개소의 리모델링형 사회주택을 분석하여 주택으로의 전환전 건물유형에 따라 크게 주택건물형, 고시촌 건물형, 일반근생형 건물로 나누고 각각의 공간맥락적 특성을 살펴보았다. 또한 평면 분석을 통하여 각각의 유형이 가지고 있는 특징들을 도출하였다. 일반 근생건물형이 공간적 형식에서 가장 큰 변화를 보이며 내부 구성 또한 기존 건물평면의 크기 비례 등에 영향을 많이 받는 것으로 확인됐다. (결론) 리모델링형 사회주택은 사회주택 전환과정에서 수반되는 여러 태생적인 한계와 특징들을 가지고 있다. 특히 일반근생형 사회주택은 주택의 위치층과 인접용도에 따라 주거로서의 안정성이 달라지며 원래 평면이 가지고 있는 기하학적 형태와 크기가 공용공간의 질에도 큰 영향을 미친다. 주거와 양립할 수 없는 용도의 건물 내 위치, 리모델링 전 원평면의 모양에 적극적으로 대응하는 주거유닛 평면과 공용공간 개발은 리모델링형 사회주택의 향후 과제가 될 것이다.

영어초록

(Background and Purpose) Social housing has been used for long time as the general term for public housing which is cheaper than the market price and supported by the government in the West But social housing in Korea is a recently introduced policy term by Seoul Metropolitan Government through enacting ordinance in 2015. Unlike public rental housing, which the government supplies in the form of a complex, social housing is supplied in units of individual buildings or floors through public-private cooperation. So far, research on social housing in Korea has been conducted only in terms of conceptual definition, policies and operation. This study intends to serve as basic data for social housing spatial research by analyzing the spatial environment and physical context especially focusing on the remodeling type. (Method) All of Social housings registered in the Seoul social housing platform are the subject of this study. It examines the types of social housing on the platform, the floor plans, the building legister, the tenant recruitment notice, the internal data of the Social Housing Comprehensive Support Center, the social housing managing websites and etc. Among the three types of Seoul social housing, the vacant house restoration, land lease, and remodeling types, the latter is the main focus of this study. Many conversions from the non-residential uses have been of this type. They are classified into three categories again and analysed basic contextual environment including locational characteristics, zoning, site area, building height, before and after usage, and adjacent use in the building. The further analysis of floor plans with the compositional properties is followed and typological features are identified. (Results) Among the types of Seoul social housing, the remodeling type occupies the largest proportion in terms of number of units. By analyzing 20 remodeling-type social housings, they were categorized into residential building type, gosichon building type, and mixed-use building type based on the previous building use. The spatial and contextual relations of each group were examined. and each typological characteristics were derived through the analysis of plans. It was confirmed that the mixed-use building type showed the largest change in spatial form, and the internal composition was greatly affected by the size and proportionality of the existing building floor. (Conclusions) Remodeling-type social housing has several inherent limitations involved in the process of social housing conversion. It shows several implications, such as comfortness as a dwelling based on the floor location and neighboring use withine the building and the morphology of a common space influenced by the arrangement of residential units in the geometric shape of the original plan. This study is expected to serve as basic data for site selection and planning in the promotion of remodeling-type social housing in the future.
