고령친화형 공공주택 리모델링 계획에 관한 연구 (A Study on the Remodeling plan for the Elderly-Friendly Housing)

초록

(연구배경 및 목적) 고령사회에 진입한 우리나라는 2026년에는 초고령사회에 도달할 것으로 예측되고 있다. 이처럼 60세 이상 노인들의 50% 이상은 공공주택에서 거주하고 있는 것으로 나타났다. 특히 고령자 사고 중 61.5%가 주택 내에서 발생하기 때문에 주의가 필요하다. 이에 고령자 주거를 개선하기 위한 관련 기준들을 제안하고 있지만 고령자가 거주하는 공공주택에서는 시간이 경과함에 따라 건축물의 노후화와 초기 설계 단계에서 고령자의 신체적 여건이 고려되지 않았다는 계획적 문제에 직면하고 있다. 또한 공공주택은 규모가 작기 때문에 고령자 주택 기준의 적용에 어려움이 나타나는 것으로 나타났다. 이에 본 연구의 목적은 공공주택의 고령친화형 리모델링 계획방향과 이를 적용한 계획안을 제안하는 것이다. 이를 통해 노후화된 공공주택의 활용과 고령화사회의 사회적 문제로 나타나고 있는 고령자의 안전과 주거 불편 문제를 해결할 수 있을 것으로 판단된다. (연구방법) 국내의 고령자 주택 관련 기준의 비교분석을 통해 기준별 특징과 리모델링 시 적용의 문제점을 파악하였다. 또한 공공주택의 단위 공간 분석을 통해 국내의 고령자 주택 기준을 고려한 리모델링 계획방향을 도출하였으며 고령친화형 공공주택의 계획방향을 적용한 리모델링 계획(안)을 제시하였다. (결과) 본 연구의 결과 첫째, 전용면적 59㎡ 정도의 공공주택에서는 휠체어 활동공간 1,500mm×1,500mm 확보가 어려우므로 보행 보조기구의 활동공간으로 1,200mm×1,200mm 확보가 적절하였다. 둘째, 화장실 및 욕실은 2개를 계획하는 것이 바람직하며 거실에서 접근하는 화장실에는 샤워 기능을 포함한다. 세면대 및 변기는 건식으로 설치하고 샤워부스는 방수가 뛰어난 홀딩도어를 설치하는 것이 적절하였다. 셋째, 1,200mm~1,500mm 유효면적 확보가 어려운 발코니는 인접한 실의 확장을 통해 부족한 실내공간을 확보하는 것이 적절하였다. 넷째, 높이조절 가구, 핸드레일, 미끄럼방지 마감재 등 기준에 제시된 안전대책 외에도 가구, 벽체 등 코너 보호대, 핸드레일 높이까지 푹신한 마감재 사용을 통해 안전성을 확보하는 것이 적절하였다. 다섯째, 단위 공간 계획에 있어 발생하는 데드스페이스는 활동공간 확보에 의해 부족해진 수납공간으로 계획하는 것이 적절하였다. (결론) 공공주택 리모델링 계획방향을 통해서 현재 거주하는 주택에서 지속적으로 거주할 수 있도록 단위 공간을 리모델링하여 고령자의 안전사고를 예방할 수 있고 고령자 가구의 주거 복지를 향상시킬 수 있을 것으로 보인다.

영어초록

(Background and Purpose) Korea is expected to reach super-aged society by 2026. More than 50 percent of the elderly over the age of 60 live in housing. In particular, caution is needed as 61.5 percent of elderly accidents occur within homes. In response, related standards are proposed to improve housing for the elderly. In response, Elderly-friendly standards are proposed to improve housing for the elderly. However, in housing, where the elderly reside, they face a planned problem that, deterioration buildings and the physical conditions of the elderly have not been taken into account at the initial design stage. In addition, it has been found that the size of housing is small, making it difficult to apply the housing standards for the elderly. The purpose of this study is to propose a plan for the elderly-friendly remodeling of housing and a plan for its application. It is believed that this will solve the problems of the elderly' safety and housing inconveniences that have emerged as social problems in the aging society and the use of aging housing. (Method) Through a comparative analysis of the criteria related to housing for the elderly in Korea, we identified the characteristics of each standard and problems with its application in remodeling. In addition, through analysis of the unit-space of housing, the plan for remodeling was derived considering the standard of housing for the elderly in Korea, and applied to the planning direction of elderly-friendly housing was proposed. (Results) The results of this study first, It is difficult to secure 1,500mm×1,500mm of wheelchair activity space in housing with a exclusive area of housing 59㎡. Therefore, 1,200mm×1,200mm was secured as an active space for walking assistance device. second, It is desirable to plan two bathrooms and approaching from the living room includes showering. It is appropriate to install a dry process washbasin and toilet and a well-waterproof holding door for shower booths. third, Balcony, which is difficult to secure an effective area of 1,200mm to 1,500mm, is advised to secure insufficient interior space through the expansion. fourth, Safety measures are installed as specified by the criteria, such as height-controlled furniture, handrail and slip-resistant finishing materials. It is appropriate to secure safety through the use of soft finish materials up to the height of handrail. fifth, For unit-space planning, it is appropriate to plan dead space as a storage space that is insufficient due to the securing of activity space. (Conclusions) A plan for remodeling of housing was applied to the unit-space that is continuously habitable in the current dwelling. This is expected to prevent safety accidents for the elderly and improve housing welfare.
