백제 웅진도읍기 공주 수촌리 재지세력 동향 (The Trend of the Gongju Suchonri Power in the baekje woongjin period)

초록

사적 460호 공주 수촌리 고분군은 2003년 발굴되어 금동관모를 비롯한 금동신발 등의 위세품이 출토되었다. 이 고분군은 토광묘→수혈식석곽묘→횡구식석곽묘→횡혈식석실묘 등 연속성을 지니며 구릉정상부를 중심으로 대형 무덤들이 집중되어 있고, 무덤군에 대한 제사용 적석유구로 보아 다양한 무덤들이 하나의 친연성을 지닌 재지세력의 무덤이다. 이 무덤의 주인공은 공주 즉, 웅진에 기반으로 한 苩氏세력이다.
이들 세력은 475년 고구려의 한성함락 시 文周와 함께 구원병으로 한성에 도착하였다. 그러나 한성이 이미 함락된 위급상황이었다. 문주는 木劦滿致와 祖彌傑取, 解氏세력, 그리고 구원병으로 참가한 지방 세력들의 추대로 왕위에 올랐다. 문주왕은 고구려의 위협에서 노출된 도읍 한성을 대신할 지역으로 천도할 것을 논의하였다. 이때 천도 후보지로 목협만치의 기반인 천안지역과 당시 지방세력 중 가장 영향력이 큰 수촌리 재지세력이 위치한 웅진(공주)지역이 부각되었다. 강력한 후보지인 천안지역으로의 천도는 목씨세력이 개로왕대 유력한 정치세력으로 한성함락이라는 실정에서 벗어나기 어려웠고, 개로왕대 소외되었던 해씨세력의 반대로 현실화하지 못하였다. 대신 고구려의 공격을 방어하기 쉽고, 위급시 신라군이 빠르게 도착할 수 있으며, 지방 세력의 이탈을 최소화할 수 있는 지방세력의 도움이 가능한 웅진으로 천도는 진행되었다.
천도 이후 문주왕은 수촌리 재지세력의 영향력을 견제하기 위해 중앙귀족인 解仇를 병관좌평에, 왜에 체류 중인 왕족인 昆支를 불러 내신좌평에 임명하고, 三斤을 태자로 책봉하였다. 그리고 문주왕은 수촌리 재지세력을 한성도읍기와 마찬가지로 그들이 가진 것을 그대로 유지할 수 있게 하였다. 이와 같은 상호견제를 통해 문주왕은 정치를 안정화하려고 하였다. 그러나 그의 의도와 달리 곤지의 죽음으로 정치상황은 혼란에 접어들었다. 해구의 전횡이 시작되었다. 해구는 곤지와 문주왕을 시해하고 삼근을 왕위로 세우며 권력을 마음대로 휘둘렀다. 그러나 해구가 진횡을 일삼을수록 그의 반대세력들이 모이기 시작하였다. 그의 반대세력 중 하나가 수촌리 재지세력이었다. 병관좌평인 해구는 대두성에서 반란을 일으켰다. 그가 왕도인 웅진에서 반란을 일으키지 못하고 많지 않은 병력으로 대두성에서 반란을 일으킨 것은 수촌리 재지세력의 견제 때문이었을 것이다.
해구의 반란은 眞氏세력에 의해 진압되었다. 그리고 東城王이 즉위하였다. 동성왕은 眞老를 병관좌평으로 임명하고, 수촌리 재지세력인 苩加를 자신을 보호하는 위사좌평에 임명하였다. 드디어 수촌리 재지세력이 중앙정계에 등장하였다. 하지만 시간이 흘러 병권을 장악했던 진씨세력이 물러나고 금강유역 재지세력인 燕氏세력으로 병관좌평이 교체되어 동성왕이 추진한 왕권강화정책이 안정화단계로 접어들면서, 동성왕이 백가를 비롯한 수촌리 세력에게 기대했던 정치적 역할도 그 수명이 다하였다. 오히려 도읍 근처의 유력한 세력의 존재는 동성왕의 왕권강화에 걸림돌이 되었다. 동성왕이 백가를 비롯한 수촌리 세력의 정치적 세력 약화를 목적으로 가림성으로 진수시키고자 하였다. 이로 인해 동성왕과 백가를 비롯한 수촌리 세력의 갈등은 깊어갔다. 이후 백가를 비롯한 수촌리 세력은 동성왕 시해와 반란의 실패로 사라지게 되었다. 이것이 공주 수촌리 고분군에서 사비도읍기 무덤은 물론 유구들이 확인되지 않는 이유이기도 하다.

After the Chundo, King Munju appointed the central noble to the military officer's left, and the royal family who was staying in the reason, to appoint the prince to the throne, and to enshrine the three. And King Munju made the power of Suchon-ri's reign as it was in Hanseong-do-eup, so that they could keep what they had. One of his opposition forces was the Suchonri inhabitant. It would have been because of the checks of the Suchonri powers that he did not rebel in Woongjin, the royal capital, and rebelled in the province with not many troops.
The rebellion of the sea was suppressed by the forces, and the King of Dongseong was crowned. King Dongseong appointed the army as a military officer and appointed him to the Weisajing, who protected himself. Finally, the Suchonri Residency forces appeared in the central political system. However, as the Jinsei forces, which took control of the military power over time, withdrew and the military officer left the military as a power in the Geumgang basin, and the policy of strengthening the royal authority promoted by King Dongseong entered the stabilization stage. Rather, the existence of powerful forces near the city became a stumbling block to strengthening the king's right to the king.
