초록

본 연구의 목적은 중국에서 한류의 지속가능성을 검토하는 데 있다. 중국 정부의 문화산업 정책은 자국의 문화산업을 발전시키겠다는 의지에도 불구하고, 여전히 자국의 문화상품뿐만 아니라 외국의 문화상품에도 획일적인 규제 조치에 기초해 있다. 그것은 중국 정부 스스로 구상하는 ‘중국 문화’의 대중화(대중문화를 포함한)를 통해 중국의 문화산업을 건설하겠다는 의도를 보여준다.
중국에서 대중문화를 역사적으로 접근해야 한다는 것은 곧 대중문화를 인문학적으로 해석하고 이해한다는 의미다. 이런 측면에서 중국 정부의 규제 조치는 보다 근본적인 차원에서 검토될 필요가 있다. 다시 말해서 자국의 문화상품에 대한 규제에는 전통과 현대, 그리고 외국 문화상품에 대한 규제에는 중국과 서구라는 대립적 인식이 뿌리 깊게 자리하고 있다. 이러한 대립적 인식, 즉 반서구화와 서구화의 대립은 중국 현대 사상사를 관통하는 문제다. 따라서 중국 정부의 실질적 규제 조치는 단순한 보호주의 정책이라는 의미를 넘어설 뿐만 아니라 앞으로도 상당 기간 안정적이고 완고한 형태로 진행될 가능성이 높다.
중국 정부와 반서구화 지식인들이 문화산업의 정책적 측면에서 공생 관계를 유지하고 있다는 점을 직시한다면, 한류의 지속가능성은 이러한 중국 내부의 대립적 인식 구도에 대한 이해가 전제되어야 한다. 우선 중국에서 한류는 ‘한국의 대중문화’라는 기존의 관념을 탈피해야 한다. 한류가 ‘한국’을 강조하면 할수록 소비자인 중국 사람들에게는 상대적으로 ‘중국’이 부각될 수밖에 없다. 이것은 결국 반서구화와 서구화라는 기존의 중국 내부 프레임에 갇히는 결과를 초래한다.
이와 함께 중국 지식인 사회의 담론 지형에 개입할 수 있는 방안이 중장기적으로 모색되어야 한다. 그것은 곧 반서구화 진영이 힘의 우위를 점하고 있는 현 담론 지형의 변화를 의미한다. 중국 사회에서 한류(또는 외국 문화상품)에 우호적인 담론이 더 많이 생산될수록 그로부터 형성된 여론은 기존의 담론 지형(또는 그것의 구체적 반영인 규제 조치들)에 직접적인 영향을 끼치게 된다.

영어초록

The purpose of this study is to inspect continuous possibility of the Korean Wave in China. Although China is willing to develop its cultural industry, policies of cultural industry by Chinese government have been still based on undifferentiated regulations of foreign cultural products, as well as its domestic cultural products. It shows that Chinese government has the intention to build Chinese cultural industry through popularity of 'Chinese culture', including popular culture, which Chinese government itself plans.
Historical approaches to popular culture in China mean being equal to interpreting and understanding popular culture in the humanities perspective. In this respect, regulations by Chinese government need to be inspected in more fundamental perspectives. In other words, in China opposite recognition is rooted that regulations of its domestic cultural products include tradition vs. modernity and those of foreign products contain China vs. the West. This opposite recognition is the issue to penetrate Chinese modernism history. It indicates the opposite of westernization and anti-westernization camp. Therefore, actual regulations by Chinese government will hold out a position with consistent and stubborn policy principles in the future, as well as meaning simple protectionism. Chinese government and anti-westernization intellectuals remain a symbiotic relation in terms of cultural industry policy. The Korean Wave must be reviewed, understanding this opposite recognition in inner China. First of all, the Korean Wave in China has to escape an existing idea, ‘Korean popular culture'. If the Korean Wave emphasizes on ‘Korea’, it cannot emerge as 'China' to Chinese consumers, respectively. In the end, it results in being trapped in the frame of existing inner China that is westernization and anti-westernization.
In addition, long-term strategies to intervene into discourse in the inner society of Chinese intellectuals should be considered. This explains a change in contemporary discourse that anti-westernization camp is superior. The more positive public opinions of the Korean Wave(or foreign cultural products) are, the more direct effect they have on an existing discourse(or regulations influenced from this).
