한국어의 일본어 가나 표기법에 관한 고찰 - 2023년도 문체부 훈령과 교과서 편수자료를 중심으로 - (A Study of Japanese Kana Notation in Korean Language -With a Focus on the CST Ministry's instruction and textbook compilations-)

초록

본 연구는 한국어를 일본어 가나로 표기함에 있어 현행 표기 규정의 실태를 파악하고 문제점과 개선 방안을 제시함을 목적으로 한다. 일반적으로 국내에서 한국어를 일본어 가나로 표기하는 것은 지명, 인명, 음식명등의 고유명사를 일본어로 표기하는 경우인데, 이를 공공 기관에서 표기 규정으로 정하고 있는 것은 문화체육관광부의 훈령과 한국교육과정평가원의 교과서 편수자료이다. 기본적으로 한국어와 일본어는 음운과 표기체계에 근본적 차이가 있기 때문에 어떤 표기 원칙을 제정해도 한국어를 정확하게 일본어 가나 문자로 표기하는 데는 한계가 있을 수밖에 없다. 그러나 각각의 규정은 내부적으로 체계적이고 정합성을 유지하고 있어야 할뿐만 아니라 외부적으로 다른 규정과 통일성이 지켜져야 함이 당연함에도 현행 규정은 그렇지 못한 점이 다수 발견되고 있다. 그 배경에는 각각의 규정 제정에 관여하는 연구자가 동일인이 아닌 경우가 많고, 관련 기관 간의 연계가 제대로 이루어지고 있지 않은 점 등을 들 수 있겠다. 또한 규정 제정에 참여하는 연구자들의 전문성 부족과 관련 규정에 대한 이해력 부족도 지적하지 않을 수 없다.
본 연구에서는 공적인 일본어 표기 규정에 해당하는 문체부 훈령과 교과서 편수자료의 최근 규정을 통해문제점을 지적하고 이에 대한 수정안을 제시하였다. 다만 현행 국내의 두 규정이 일본의 외래어 표기 규정과괴리가 커서 양국 간의 간극을 좁히는 작업이 시급하다고 하겠다. 한국어의 일본어 가나 표기는 교과서 편수자료와 같이 한국인을 위한 측면도 일부 있겠지만 그보다 일본인을 위한 측면이 크다고 할 수 있기에 30년이상 개정이 이루어지고 있지 않은 일본의 외래어 표기 규정도 조속히 개정되기를 기대한다.

영어초록

The purpose of this study is to gain a comprehensive understanding of the existing notation regulations for representing Korean in Japanese kana script, as well as to identify the associated challenges and propose potential solutions for improvement. Typically, the Korean language employs Japanese kana alphabet for written communication. Notably, this practice entails utilizing Japanese characters for proper nouns, including geographical locations, personal names, and culinary terms.
This convention is mandated by public institutions, as it aligns with the notation regulations prescribed by the Ministry of Culture, Sports and Tourism, as well as the textbook compilation data provided by the KICE. There exists a fundamental distinction between the Korean and Japanese languages in terms of their phonological and notation systems. Consequently, regardless of the established principles of notation, there are inherent limitations in accurately transcribing Korean into Japanese or its characters. However, it is imperative that regulations adhere to both internal consistency and external coherence, ensuring that they are not only systematic within themselves but also in harmony with other regulations. Unfortunately, numerous existing regulations fail to meet these criteria. The underlying context is that the individuals responsible for implementing each regulation frequently differ from one another, and the interrelationship between affiliated organizations is inadequately established. Moreover, it is noteworthy to highlight the limited expertise possessed by researchers involved in the implementation of regulations, as well as their insufficient comprehension of the corresponding regulatory framework.
This study identifies issues pertaining to the recent regulations of the Ministry of Culture, Sports and Tourism's directives and textbook compilation data, specifically in relation to public Japanese notation regulations. Subsequently, recommendations for amendments are put forth. Nevertheless, there is an immediate need to bridge the divide between the two nations due to the existing disparity in domestic regulations, which diverge from Japan's regulations on foreign language notation. The utilization of Japanese kana writing in the Korean language exhibits certain characteristics that are relevant to Korean learners, as evidenced by the presence of corresponding textbooks. However, it is widely acknowledged that the significance of these aspects is more pronounced for Japanese learners.
Consequently, there is a pressing need for the prompt revision of Japan's foreign language writing regulations, which have remained unchanged for over three decades.
