본고는 1945-51년의 오키나와 현대사로서 오키나와민주동맹의 정당 활동과 독립론을 재구성한 것이다. 기존 연구에서 이 시기의 독립론은 미군정 권력에 영합하기 위한 일부 기회주의자나 사대주의자의 견해로 폄하되었고, 민주동맹은 강령도 제정하지 못한 명망가들의 정치결사로 규정되곤 했다. 민주동맹은 류큐공화국 건설을 위한 민족 정당을 목표로 하였으며, 류큐독립론은 민주동맹의 당론이었다. 민주동맹은 창당 과정에서 재야인사들을 폭넓게 통합하고자 했지만, 민정부 비판과 친미독립론에 동조하는 신진 정치세력이 주도하게 되었다. 미군정의 편의주의적 전후 복구 정책은 일제의 행정제도 및 사회구조를 상당 부분 온존시키는 것이었고, 민주동맹의 당세 확장과 독립론 확산에 부정적 영향을 미쳤다. 민주동맹은 민중의 독립 욕구와 교감하지 못한 채 소멸했지만, 류큐독립론은 소수 정치가, 운동가, 사상가의 정견으로 제도권 정치 밖에서 잠복하게 되었다. 민주동맹을 거쳐 간 많은 정치가들은 독립론을 포기하였지만, 류큐문화를 복원하는 문화정책과 해외 이민자들과의 교류를 증진하는 이민정책에 공헌하였다.

영어초록

This article reconstructs the political party activities and independence doctrine of the Okinawa Democratic Alliance as a part of the Okinawan postwar history during 1945-1951. In earlier studies, the independence doctrine of this period was disparaged as the views of opportunists or sycophants who flattered U.S. military powers, and the Democratic Alliance was considered as the political association of eminent persons who had not shown interest in enacting party platforms. In fact, the Democratic Alliance aimed to be a national party striving for construction of Ryukyu Republic, and the Ryukyuan independence doctrine was one of party platforms of the Democratic Alliance. The Democratic Alliance attempted to integrate diverse political figures in the party-building stage, only to be a political party managed by newly-rising political forces eager to criticize the Okinawan Civil Administration and pursue the pro-American independence doctrine. Postwar recovery policies of the U.S. military government operated on the basis of expediency. They largely retained the administrative institutions and social structures formed by the Japanese Empire in the prewar period, and they had negative effects on the development of the Democratic Alliance and the spread of the independence doctrine. The Democratic Alliance dissipated without having communed with the people's desire for independence, but the Ryukyuan independence doctrine stayed dormant outside of party politics as the political views of minority politicians, activists, and thinkers. Even though many politicians that had belonged to the Democratic Alliance threw away the independence doctrine, they contributed to cultural policies that restored Ryukyuan traditional culture and immigration policies that improved exchanges with foreign immigrants.
