세계화의 위기와 교차로 - 미국/멕시코 국경지대 (The Crises and Crossroads of Globalization- U.S./Mexico Borderlands)

초록

세계화가 본격적으로 시작된 1990년대를 기점으로 미국-멕시코 국경은 새로운 지구화(세계화) 시대를 상징하는 공간이자, 포스트모더니즘 이론을 증명하는 장소로 부상하고 있다. 근대성 속의 국경은 민족과 영토를 경계로 국가중심주의를 상징하는 지표였다. 그러나 노동과 자본을 중심으로 ‘전지구적 이주’가 일반화되면서 ‘경계-짓기’로서의 국경의 의미는 점차 흐려지고 있다. 미국-멕시코 국경지대의 정치, 사회, 경제, 문화적 변화는 세계화의 역사적 결과를 그대로 노출시키고 있다.
세계화와 마낄라도라 산업의 발전, 세계화로 인한 이주의 문제, 불법이주와 이민법 개정, 라티노와 멕스아메리카의 등장 등 수많은 문제들이 세계화와 국경을 중심으로 미국과 멕시코 양국에 심대한 영향력을 행사하고 있다. 미국-멕시코 국경은 이제 경계로서의 의미보다 가상의 장벽으로서 현실적으로 엄격하게 통제되고 있으나 일상으로 넘나드는 경계일 뿐이다.
미국-멕시코 경계지대는 단순히 미국과 멕시코 양국의 문제만을 표출하는 것이 아니다. 세계화시대의 제1세계와 제3세계의 경제적 문제, 라틴아메리카와 미국 간의 정치적인 문제, 애국주의와 민족주의 그리고 초국주의와 세계주의라는 이데올로기의 갈등, 라티노와 치카노의 문화적인 확장 등 실로 다양한 갈등과 화합의 문제들을 그대로 노출시킨다. 미국-멕시코 국경지대에 관한 기존의 연구는 국경지대에서 발생하는 현상학적인 문제를 주로 부정적 시각으로 파악하고 있다. 본 연구는 이러한 한계성을 극복하고 새로운 시각 하에서 세계화와 연관하여 미국과 멕시코 경계지대에서 발생하는 문제를 분석한다. 본 연구는 아감벤(G. Agamben)의 ‘예외상태’와 ‘호모사케르’, 칸클리니(G, Canclini)의 ‘혼종문화’ 미뇰로(W. Mignolo)의 ‘경계사유하기’, 바스콘셀로스(J. Vasconselos)의 ‘우주적 인종’의 이론을 중심으로 미국-멕시코 국경지대에 나타난 미래의 대안공간이 ‘제3의 공간’의 모습임을 주장하며, 특히 이 장소는 세계화의 위기를 노출시키는 공간이면서도 세계화의 음ㆍ영을 동시에 보여주는 교차로임을 증명한다.

영어초록

Border thinking(Mignolo), In-betweenness(Bhabha), Transculturation (Ortiz), Hybridization(Canclini), Life on the Hyphen(Pérez-Firmat), Contact Zones(Pratt), Globalization, Glocalization are just a few of the numerous terms and concepts ubiquitous to the human experience at a time when intensified human movement, commerce, and telecommunications continuously redefine people, culture, and society as a whole. These terms and concepts also reflect the characteristics of post-modernity and globalization.
This article addresses the effects of globalization on the United States and Mexico Boderlands in regard to the shared experiences of migration whether being legal or illegal. At the same time, this study would like to suggest ‘the supernationalim based on hybridity’ and look for 'the third space(Canclini) for the alternative communities instead of the nation-states. It also proposes a glimse into the role of transnational companies-Maquiladora, and neo-liberal policies in diminishing national identities of the Nation-State.
Today, the U.S.-Mexico borderlands functions as a complex space where generating intensive monitoring of nation-state and nativism but also as a hybridity space which race, gender and class relations creating mobility, exchange and production. No longer, however, the borderlands represents power of the extreme markers of sovereignty and nation-states which inscribe the territorial limits of states. This place especially illuminates the traditional role of the border in one hand, but still it strengthens the inherent duty as a virtual barrier for the nation-state.
Historically the borderlands between the United States and Mexico are rooted in the intertwined process of neoliberal policies and economic restructuring in the United States and in Mexico that create structural violence. The integration of the U.S. and Mexican economies, which pre-dated the passage of NAFTA in 1994 but accelerated once the two countries became formally allied, reflects the long-standing, complex relations between both societies. The United States is becoming increasingly Mexicanized by Latino/a who create the new migrant communities in the U.S.
It is very important that U.S.-Mexico Borderlands must have considered and studied under the perspectives of the Globalization. Because this place has being experienced supernationalism from above and also ethnonationalism and regionalism from below through the phenomena of globalization. The U.S.-Mexico borderlands must be central fleshpoint for social and political conflicts over migration, immigration policy, and migrants rights throughout the world. This article would emphasize a large set of socioeconomic and geopolitical factors with cultural hybridization of this area. Finally, the purpose of this study is to fine out the alternative space instead of nation- state, which is ‘the third space consisted of Cosmic People’. In order to this work, I would apply a few of concepts and ideas suggested by famous historians and anthropologists even philosophers who are Canclini, Foucault, Mignolo, Giddens and Steager, etc.
