도심지역 초등학교 통학로 공공디자인 기초 연구 (A Basic Study on Public Design for Elementary School Routes in Urban Areas)

초록

(연구배경 및 목적) 2020년까지 우리나라 어린이보호구역은 총 16,912개소가 지정되었다. 2020년 행정안전부와 도로교통공단 통계 자료에 따르면 어린이보호구역 내 어린이 교통사고 건수와 사망자 수는 2015년부터 2018년까지 점차 줄어드는 효과를 보였으나 2019년 모두 증가하였다. 제도적 노력으로 한계가 있기에 공공디자인 연구를 통해 도심지역 초등학교 통학로 개선 방향을 제시하는 것을 목적으로 한다. (연구방법) 어린이들의 놀이, 커뮤니케이션, 기다림, 구매 등의 다양한 행태를 반영한 도심지역 통학로 공공디자인 개선 방향을 제시하기 위해 최근 2년간 공공디자인 개선에 관한 선행연구 논문 4개를 분석하여 도심지역 초등학교 통학로 공공디자인 특성 및 세부요소를 추출하고자 한다. 추출된 요소로 최근 5년간 통학로 개선이 이루어진 충암초등학교, 파장초등학교, 동원초등학교, 행현초등학교 4개소를 분석하여 공공디자인 발전 방향을 도출하고자 한다. (결과) 선행연구논문 분석을 통해 도심지역 초등학교 통학로 공공디자인 특성으로 정체성 부여 및 이용자 참여를 포함하는 사회적 관계성, 보행활동과 놀이활동 및 휴식활동을 포함하는 활동의 쾌적성, 통학로 안내기능 및 보행 유도 기능을 포함하는 기능의 편의성, 교통안전과 범죄안전 및 사고안전을 포함하는 환경의 안전성을 추출하였다. 도심지역 초등학교 통학로 개선사례 분석결과 충암초등학교는 환경의 안전성, 사회적 관계성의 특성을 나타내었다. 파장초등학교와 행현초등학교는 환경의 안전성, 기능의 편의성에 특성을 나타내었다. 동원초등학교는 4개 특성을 모두 나타내었다. (결론) 이전의 도심지역 초등학교 통학로가 보행의 기능을 중시하는 역할을 했다면 새롭게 개선되는 통학로는 어린이를 배려하는 다양한 특성을 포함하는 공공디자인으로 나아가고 있다. 공공디자인 특성 중 사회적 관계성은 정체성을 공유하고 서로를 이해하며 교류를 증진 시킨다는 점에서 중요성을 나타냈다. 도심지역 초등학교 통학로 개선은 일부 디자인만으로 개선될 수 없으며 환경의 안정성, 활동의 쾌적성, 기능의 편의성, 사회적 관계성의 특성은 서로 교차점이 발생하며 각자의 특징을 드러내고 유기적으로 상호 작용한다.

영어초록

(Background and Purpose) By 2020, a total of 16,912 children's protection zones in Korea have been designated. According to statistics from the Ministry of Public Administration and Security and the Korea Road Traffic Authority in 2020, the number of children's traffic accidents and deaths in child protection zones gradually decreased from 2015 to 2018, but both increased in 2019. Since there are limitations due to institutional efforts, the purpose of this study is to suggest directions for the improvement of elementary school routes in urban areas through public design research. (Method) To suggest a direction for improving public design in urban areas reflecting various behaviors such as children's play, communication, waiting, and purchasing, we analyzed four previous research papers on public design improvement in the last two years, and I want to extract the characteristics and detailed elements of public design. With the extracted elements, four areas of Chungam Elementary School, Pajang Elementary School, Dongwon Elementary School, and Haenghyun Elementary School, which have improved school routes over the past five years, are analyzed and the direction of public design development is to be derived. (Results) Through the analysis of prior research, social relations including identification and user participation as the characteristics of public design for routes to elementary schools in urban areas, the comfort of activities including walking activities, play activities, and relaxation activities, guidance function of school routes, and induction of walking The safety of the environment including the convenience of the function including the function, traffic safety, crime safety, and accident safety was extracted. As a result of analysis of cases of improvement of elementary school routes in urban areas, Chungam Elementary School showed the characteristics of environmental safety and social relations. Pajang Elementary School and Haenghyun Elementary School showed characteristics in the safety of the environment and convenience of function. Dongwon Elementary School showed all four characteristics. (Conclusions) While the former elementary school roads in the urban area played a role that emphasized the function of pedestrians, the newly improved school route is moving toward a public design that includes a variety of characteristics that consider children. Among the characteristics of public design, social relations showed the importance in that they share identities, understand each other, and promote exchange. The improvement of elementary school routes in urban areas cannot be improved with only some designs, and the stability of the environment, the comfort of activities, the convenience of functions, and the social relations intersect each other, revealing their characteristics and interacting organically.
