遺民墓誌로 본 고구려, 백제의 官制 (Government organization of Goguryo and Baekje ascertained through the review of epitaphs of refugees)

초록

본 논고에서는 유민 묘지의 주인공과 그 선조의 관직 및 관등명을 통해 6~7세기 고구려와 백제의 관제를 고찰하였다. 고구려 유민 <高慈墓誌> <李他仁墓誌>에 나오는 柵城[柵州]都督과 大相, 백제 유민 <陳法子墓誌>에 나오는 太學正과 佐官, 參司軍 등의 관명은 기존의 관제 연구를 수정･보완할 수 있는 중요한 자료이다.
‘大相’은 太大使者라는 관등의 이칭으로 관직적 성격을 함께 가지고 있었다. 유민 묘지의 발견으로 고구려 말기 이미 ‘-相’이라는 관등명이 병용되었을 가능성이 높아졌다. 柵州는 고구려 동북방의 정치･군사적 요충지인 柵城을 治所로 하여 일정한 영역을 거느린 광역의 행정구역이다. 그 장관인 柵州都督은 민정권과 군사권을 함께 가지고 휘하에 있는 지역을 관할하였다. 따라서 고구려 후기의 지방통치체제는 褥薩-處閭近支-婁肖라는 지방관으로 이어지는 3단계의 통할관계로 보는 것이 타당하다.
<진법자묘지>에서는 ‘太學正’이라는 관직이 등장하여 ‘博士’ 관련 자료에 국한되던백제의 교육기관과 관료의 양성･선발 문제를 좀 더 구체적으로 알 수 있게 되었다. 진법자의 조부가 역임한 ‘麻連大郡將’이라는 관직을 통해서는 郡에 등급의 차이가 있을 가능성 내지 3명의 군장 사이의 서열이 大郡將과 郡將이라는 형태로 나타났을 가능성을 상정해볼 수 있다. 郡 단위에도 佐官이 있다는 것이 ‘旣母郡佐官’이라는 표현으로 확인되는데, 나주 복암리 목간에 나오는 ‘郡佐’라는 표현과도 통하는 면이 있다. 실제로 郡이 민정 수행에 있어 핵심적인 행정단위였기 때문에 郡司조직이 발달했을 가능성이 있다.
묘지 자료는 편린에 불과하기 때문에 관제의 전모를 살필 수 없고, 또 여타 자료와 비교 검토할 필요가 있지만, 부족한 사료를 채울 수 있는 좋은 자료이다. 기존에 출토된 각 묘지명에 대한 정밀한 분석과 새로운 자료의 출현이 뒷받침된다면 관제에 대한 연구도 진전이 있을 것이다.

영어초록

This study shows the government organization of Goguryo and Baekje in the eraof 6~7th century through the analysis of the government positions and official ranks ofthe owners of tombstone and their ancestors. Chaekju-Dodok(柵州都督) and Daesang(大相) appeared on the GojaMyoji(高慈墓誌) and the YitainMyoji(李他仁墓誌) of the refugees of Goguryo and the Governor of Education(太學正), Vice-minister(佐官) and the Vice-General(參司軍) on the JinbubjaMyoji(陳法子墓誌) of the refugees of Baekje are the titles of government position which can be used as the new evidencesfor the revision of existing studies of the government organization of Goguryo and Baekje.
The title of Daesang(大相) is the another title of the the official rank of Taedaesaja(太大使者), and has the character of public office. After the discovery of refugees’epitaphs, it became plausible to assume that the title of official rank ‘-sang(相)’ was used jointly in the era of late Goguryo. Chaekju State(柵州) is the broad administrativedistrict, which placed its capital in Chaekseong(柵城) and governed neighboring regions. Chaekju-Dodok, the governor of Border State(柵州), has the civilian and militaryruling rights. It is possible to assume that Goguryo’s local administration systemin the late era was organized as three tier local officer system of Yoksal - Choryogunji- Rucho(褥薩-處閭近支-婁肖)The discovery of the title of public office, the Governor of Education, on the JinbubjaMyoji, we can enrich the understanding of Baekje’s educational institution, recruitmentand training of public officer which were confined to the study of Baksa(博士, the expert of scripture). The fact that Jinbubja’s grandfather served the public position of Maryon Daegunjang(麻連大郡將) shows the difference in the hierachy among Gun(郡, the local region), or the ranks among three governors as the titles of senior governor of region[大郡將] and governor of region[郡將]. The title of Gimo-gunJwagwan(旣母郡佐官) shows that there was vice-governor at the level of Gun(郡).
Governor aide of Gun[郡佐] which were appeared on the wooden plate of NajuBokam-ri(羅州伏岩里) might have the same meaning with vice-governor of region.
By the fact that Gun was the core unit in the pursuit of civilian administration, we caninfer the organizational development of regional assistance position[郡司].
Because the evidences from the memorial inscriptions are scarce in amount, we cannot see the whole picture of Government organization system through the analysis of them, and require the comparative analysis with the other references. In view of thescarcity of historical records, however, the evidences from the memorial inscriptionsare very useful materials for refill the shortage of historical records. With the preciseanalysis on the existing memorial inscriptions and the discovery of new evidences, we can develop the research on the organizational system of public office.
